SENIOR MANAGER: HUMAN CAPITAL OPERATIONS (PERMANENT)
GRADE: D4
HEAD OFFICE: PRETORIA (HILLCREST) (Onsite)
 
JOB PURPOSE
Provide strategic and operational leadership to enable an engaged and competent workforce by managing the total employee lifecycle from attraction to exit, and provide strategic direction, leadership and advice in the management of Human Resources within the South African legal framework.
 
KEY PERFORMANCE AREAS
HR Strategy and Business Plan: Develop and implement long-range HC operational plans as part of the Human Capital 5-year Strategy in order to promote people productivity, organizational efficiency, and cost effectiveness and the overall achievement of the human capital objectives. • Develop a comprehensive employee value proposition strategy for SAMSA.
Policy Formulation; Develop and implement policies and long-term strategies for effective talent attraction, on boarding, retention and Compensation and Total Rewards in preparation for current and future business requirements; Develop and review Human Capital policies, code of conduct, and operational procedures in accordance with applicable legislation and Human Capital management best practice.
HC Operations: Manage Recruitment, selection and placement across Samsa to acquire the required skills in line with the business needs.; Work collaboratively at all levels and with HR specialists to support the design, development and implementation of organizational development and training solutions to drive competence management process that lead to continuous organizational performance improvement; Provide high quality industrial and employee relations advice and services to the organisation.
HR Administration: Oversee compliance to all HC related administration, regulations and policies for the department; Oversee the implementation of a reliable HR Information System (HRIS) and to inform SAMSA’s business strategy; Responsible for the effective management of Payroll as well as well employee record keeping in line with the SAMSA Records Management policy.
*Tasks may also include any other work that may be required from time to time (not listed above) as instructed by management.
 
REQUIREMENTS
QUALIFICATIONS
• Degree (NQF level 7) in Human Resources related disciplines.
• A post graduate qualification will be an added advantage.
• Registration with the SAPBP or similar would be an advantage.
 
EXPERIENCE
• 7-10 years of relevant experience in HR, of which at least 3 should have been at a management level.
• Demonstrated progressive experience solving complex problems and developing long term strategies based on insights from data, metrics and statistical analysis.
• Proven experience working with senior leadership.

EXECUTIVE: MARITIME SPECIAL PROJECTS (MSP): GRADE: E1
(5-year fixed term contract)
The position reports to the Chief Executive Officer
LOCATION: WESTERN REGION, CAPE TOWN
 
JOB PURPOSE
Reporting to the SAMSA CEO and working as a key member of the SAMSA’s EXCO team, the Executive: Maritime Special Projects will take a leadership role in developing and implementing the MSP strategy and business plan and overseeing all of the department’s systems, processes, workflows and procedures. The Executive will be responsible for implementing the government fleet strategy as required in the implementation of Operation Phakisa Initiatives as well as managing government risk, manage cost of fleet operations, assist with fleet renewal, ensure training of South African Seafarers and transformation of the maritime economy.
 
KEY PERFORMANCE AREAS
Strategic Direction: Accountable for the co-creation and implementation of the department’s business plan. Provide a view on potential improvements for services and an assessment of the existing situation and anticipated changes in the external environment. Ensure strategic objectives shaped at Executive level are translated into tactical business plans with mechanisms for key measurements in place to monitor progress. Oversee the management, administration and co-ordination of the Managed fleet is completed in compliance with all relevant regulations as well as client specific requirements.
Stakeholder Engagement: Build strong relationships with key external stakeholders, government, suppliers etc. to ensure correct focus and direction for the department. Work with internal stakeholders to negotiate and prepare commercial contracts as well as execute contracts in compliance with corporate guidelines.
​Governance and Risk Management: Implement frameworks, structures and processes that ensure good governance, effective risk management and compliance with SAMSA and government’s policies, regulatory guidelines, directives and applicable legislation.
Financial Sustainability: Oversee the design, enhancement, implementation, reporting and oversight of the department’s financials Preparation and deliver the MSP budget and the profit expectations of the department. Drive initiatives to ensure that SAMSA becomes a financially self-sufficient organisation that contributes to the development of a maritime industrial capacity while ensuring alignment and compliance with maritime regulations.
Organisational Effectiveness: Provide clear direction on strategic goals, translating and prioritising them into business and performance measures. Lead, inspire and coach a team of high calibre professionals, creating succession to key roles and enhancing departmental management capability.
 
MINIMUM REQUIREMENTS:
QUALIFICATIONS: A qualification in Maritime Studies, Maritime Engineering, or related Maritime field (NQF Level 8)
An MBA or relevant Masters (NQF Level 9) in a business-related field will be an added advantage.
 
KNOWLEDGE & EXPERIENCE: 10-15 years of experience in maritime operations of which 5 Years at senior management level. Experience in financial management, strategic planning, Sound knowledge and understanding of public sector financial regulations and policy frameworks, and supply chain management processes. Deep understanding of Industry/Business development.
 
CRITICAL SKILLS AND ATTRIBUTES: Financially astute and understand basic elements of a financial management including revenue, costs, profit, margin, overhead, percentages, and others; Skilled at negotiating and closing high value projects and solutions; Commitment, energy and stamina required to cope with a busy and diverse schedule, resilient to the pressures that pertain to the levels of responsibility. Visionary leadership with a focus on innovation and continuous improvement; Excellent communication, presentation skills and interpersonal skills with the ability to engage with diverse stakeholders and influence government departments, regulatory authorities and critical stakeholders. Proven business management skills including inter alia financial management, risk management, corporate, compliance and team leadership.
