DATABASE ADMINISTRATOR

KEY PERFORMANCE AREAS
- Responsible for the design, planning and implementation of SAMSA databases in line with best practice methods.
- Effectively manage the development and upgrade of SAMSA databases in line with system requirements.
- Develop reporting and dashboard platforms including supporting business intelligence capability.
- Design and implement database security parameters to ensure protection of databases, data integrity including protection of sensitive organisational data.
- Develop and implement data management practices in line with best practices, processes, standards, legislations, etc.
- Manage the implementation of database audit reviews including the implementation of the audit recommendations.
- Manage, advise, and recommend suitable approaches to ensure seamless integration of systems and databases.
- Consistent backup of all SAMSA databases in line with applicable policies and procedures – Backup and Restore, Disaster Recovery and Business Continuity.
- Conduct maintenance on all SAMSA databases in line with the maintenance schedule to ensure optimal performance and uptime.
- Follow up on and resolve database related incidents that are logged, including ad hoc requests.
- Manage and implement database change requests in line with applicable SAMSA policy.
- Participate in the testing of SAMSA Disaster Recovery and Business Continuity exercises.
- Manage external parties engaged or provision of database related services.
- Develop and or contribute towards the development of SAMSA ICT policies, processes, procedures, standards, etc. that are related to effective management and utilization of SAMSA databases.
- Implement ICT deliverables in line with approved ICT policies, processes, procedures, standards, etc.
- Contribute towards the preparation of Centre budgets with focus on database related requirements.
- Conduct relevant research in effective database management and related technologies.
- Provide inputs toward the development of specifications and terms of reference (ToR) relating to the procurement of ICT products and services.
- Participate in the Supply Chain Management Committees relating to the procurement of required ICT products and services.
- Renewal of assigned software to avoid irregular expenditure and service interruption.
- Renewal of warranties.
- Manage system security and vulnerability including antivirus protection and cyber security.
- Manage relationships with service providers to ensure effective delivery of services.
- Monitor service provider's performance and ensure SLA targets are met monthly.
- Contribute towards the development of project scope.
- Provide inputs on project budgets.
- Develop or provide inputs on developed project charter and plans.
- Implement project risk mitigation actions items.
- Prepare and submit project progress reports and related project documentation.
- Manage and coordinate meetings with stakeholders.
- Prepare and submit monthly and quarterly reports on the provisioning of ICT services (networks, servers, availability, backups, etc.)
- Maintain records of procurement, delivery notes and invoices.
- Maintain an updated ICT Asset and Software Register.
- Record ICT Services Requests, Change Requests, User Access Requests, Asset Removal Forms and User Control Forms.
MINIMUM REQUIREMENTS
Qualifications
- National Diploma (NQF Level 6) in ICT.
- Bachelor's Degree or Advanced Diploma (NQF Level 7) or higher in ICT would be an added advantage.
- 5 - 7 years working experience in ICT.
- More than 4 years experience in database administration management.
- 2-3 years working experience in BI and reporting platforms.
- Knowledge of and experience with reporting packages (SQL or equivalent, etc.), databases (SQL, etc.), programming (SQL, R, Python, etc.)
Required Certification/Professional Registration
- Microsoft Certified Database Administrator (MCDBA) Certification

MANAGER - APPLICATIONS MANAGEMENT

The position reports to the Chief Information Officer.

JOB PURPOSE
Lead in the conceptualization, design, development, implementation, quality assurance including continuous maintenance, and support of SAMSA applications that are developed in diverse technology platforms to enable optimal and efficient SAMSA operations including leading and monitoring a team of internal developers and those from third parties.
KEY PERFORMANCE AREAS
- Monitor adherence to best practice methodologies with a focus on more optimal ways of work, towards attainment of the Centre for ICT's Annual Performance Plan (APP) and SAMSA strategic objectives.
- Lead in the development, maintenance, and support of SAMSA applications in line with applicable best practice standards, methodologies, and framework.
- Lead in the transformation and modernisation of the SAMSA applications portfolio in alignment with technology changes.
- Lead in the procurement of required software to ensure an optimal SAMSA applications portfolio.

- Standardise applications development technology platforms across the applications portfolio including defining of application integration APIs, and data exchange protocols.
- Lead in ensuring that applications are developed with incorporated cybersecurity principles and best practices to ensure secure SAMSA applications.
- Work with internal and external auditors or OEM to ensure that the applications which are implemented are thoroughly tested and quality assured.
- Work with external stakeholders/service providers to ensure that SAMSA applications attain high levels of standardisation and integration.
- Design, develop, and implement maintenance procedures and processes to ensure optimal operations of the SAMSA applications.
- Coordinate applications training for all end users following change management procedures to implement system changes.

ICT COMMITTEE EXPERT
(Aligned to the term of SAMSA Board of Directors)
SAMSA seeks to appoint a skilled and competent ICT Expert to serve on its Finance and ICT Committee to provide strategic advice to the Committee and the Board on all ICT related matters ensuring compliant and support towards attainment of strategic objectives and best practice.
Finance and ICT is a Governance Committee of the Board established to review and provide oversight of the financial affairs of the entity and the technology-based issues including research and innovation investments.
The successful incumbent will be required to attend the meetings of the Committee on a quarterly basis or as and when required.
PRIMARY PURPOSE OF THE ROLE:
The ICT Expert is required to provide technical advice to the Committee on ICT related matters to ensure alignment with the best practices such as King IV code of Governance. The Committee performs its functions in line with the roles, responsibilities set out in the Charter as per the powers set out in the founding legislation as well as the PFMA, National Treasury Regulations, and King IV.
The Expert will assist the Committee to perform activities within the ambit of the Committee Terms of Reference in particular, the technical advice relating to its functions in ICT area, as outlined below:
REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE:
ICT NQF level 8 qualification, A minimum of a postgraduate degree in Information Technology or Computer Science.
Relevant experience: At least 10 years working experience in a ICT corporate/public sector organization as well as leading practices in ICT Governance, 5 years’ experience at Senior Management level gained within any of the following areas: IT industry legislation, IT policy frameworks and best practices, IT governance principles and processes, Cyber security, Enterprise and IT architecture, Development of IT frameworks, policies and processes, IT risk management, ITIL processes, and Implementation of IT strategies and plans.
Industry related certifications such as CISA, Chartered CIO, Pr.CIO, CGEIT, COBIT, CISM, will be an added advantage.
Preference will be given to candidates who are certified in the Governance of Enterprise IT (CGEIT)

MASTER < 500GT (NEAR COASTAL)
MARITIME SPECIAL PROJECTS, CAPE TOWN
FIXED TERM CONTRACT until 31 OCTOBER 2026
The Master is the Owner’s and Company representative on board. His duty is to command the vessel in accordance with national and international rules and regulations and with the Company's policies and procedures.
JOB PURPOSE
The Master shall:
- Ensure that Flag State and/or the Classification Society are informed, when and where required, of any incidents or accidents.
- Knowledge of, adherence to, and implementation of the Company's various policies.
- Maintain appropriate departments ashore and on board sufficiently informed for co-ordination and control of activities for maximum safety, quality, and environmental protection.
- In conjunction with the shipboard management team manage, delegate and control work activities with due regard, but not limited to the established distribution of responsibilities on-board.
- Keep the Chief Officer informed of all matters concerning vessel's operation, enabling him as deputy to take command if this should be deemed necessary.
- Prepare his standing and daily orders according to guidelines for navigators.
- Provide information and records of the relevant contents of the following to the shipboard management team:
o Flag State legislation, codes and guidance,
o Port state legislation and guidance,
o Classification societies' rules and regulations,
o Industry guidance.
- Ensure that conditions and activities comply with good seamanship and, if so required, ensure that corrective action is taken.
- Ensure that Port/Flag State and/or the Classification Society are informed, when and where required, of failure of any
- Statutory Equipment which affects the Safety and Pollution Prevention requirement.
FUNCTION
The Master's responsibilities are:
- Implementation of the health, safety and environmental protection policies aboard the vessel and motivation of all crewmembers to observe their intended and implied requirements.
- Issuing orders and instructions to the personnel in a clear and simple manner.
- Verifying that the requirements of the Safety Management System are observed.
- Reviewing the SMS on a continuously ongoing basis in the light of practical experience gained, and to carrying out it’s on-board training, drills and post drill reviews.
- Executing the responsibilities for the vessel’s Dry-Docking, as outlined in Supp Doc 017,
- Reporting deficiencies to the Appropriate Department ashore
- To ensure that the vessel is seaworthy and ready for the sea before it leaves the port including planning of voyages and navigation.
- To ensure that charts, navigation manuals, etc. required are available on board the vessel and that they are up to date.
- To ensure that the number of bunkers, water and food are sufficient for the intended voyage.
- To ensure that vessel certificates are kept up to date and kept in a safe place accessible for inspection by various authorities.
- To check that all personnel have the qualifications required by STCW, Flag Legislation, Customers and/or the
- Company, and that the prescribed minimum manning level for the vessel are complied with.
- Ensure all embarked personnel receive appropriate medical care as may be required.
- To ensure that any loading and unloading of the cargo and/or stores as well as its treatment during the voyage is performed in accordance with applicable rules, instructions, and contracts.
- Ensure all required physical security and operational security procedures are enforced in accordance with international, flag state, company, or customer requirements.
- Recognize a non-compliance with a specific requirement and analyse the reason for the non-compliance. Ensure personnel are aware of the reason for the noncompliance and how same is dealt with initially and permanently eliminated for the future.
- Supervise all GMDSS communications ensuring that they conform to international standards.
- Work / rest hour planning and records for all officers and ratings to ensure that the rest hour requirements are being complied with.
The ideal candidate
- Be a South African citizen and holds a valid passport.
- Holds a valid SAMSA Certificate of Competency (CoC) as Master < 500GT (Near Coastal) STCW Req. II/3
- At least 2 (two) years’ experience as a Chief Navigational Officer < 500GT (Near Coastal) STCW Req. II/3 and 1 year as Master < 500GT (Near Coastal) STCW Req. II/3
- Holds a valid SAMSA Medical Certificate (without restrictions or limitations).
- Has good ship handling experience.
- Is fluent in written and spoken command of the English language.
- Able to follow Company instructions and procedures.

- Training and Development
- Provide input to DPA on aspects of SOLAS, MARPOL, Merchant Shipping, Act etc
- National Diploma in Maritime Studies
- Deck/Engine officer COC
- 2 -3 years' service at sea with exposure to the control and application of the ISM / ISPS code requirements
- Knowledge of the ISM code, ISPS code and the MLC
- Skilled in the use of Windows operated computer systems
- Microsoft Office
