INFORMATION SECURITY OFFICER
- GRADE (D1)
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To lead the protection of SAMSA Information and Communication Technology (ICT) environment against cyberattacks by defining security strategy, identifying, and remediating potential and actual security threats, vulnerabilities, and related security weaknesses.
KEY PERFORMANCE AREAS
- Develop ICT Security Policies, Procedures and Standards and provide guidance consistent with the entity's security requirements.
- Develop and implement Security reference architecture framework and related strategies.
- Conduct relevant research in Information Security Management and Technologies to keep abreast with security related trends including country's security regulations.
- Coordinate and manage Information Security meetings and documentation and ensure issues are follow-up.
- Manage and Audit Reviews regarding Information Security.
- Manage seamless integration of functions with other sections and centers.
- Coordinate and manage external parties engaged in the provision of services related to Information Security.
- Establish a process for identifying, tracking, and reporting security incidents.
- Conduct reviews of all systems to ensure that effective IT security controls consistent with policies are in place for each system.
- Cooperate with the IT Management on IT security matters such as incidents, potential threats, and other concerns including regular reviews of logged security violations and related incidents
- Maintain the IT Risk Register and Security Awareness and Compliance Training Programs to ensure that ICT staff, and SAMSA employees are well informed of current and emerging security threats.
- Conduct regular security assessment, vulnerability assessment including penetration testing.
MINIMUM REQUIREMENTS
Qualifications
- A relevant Bachelor or NQF 7 Qualification in Information Technology.
- Must be Certified in any of the two Courses below:
- Ethical Hacking.
- ISACA CISA (Certified Information Security Administrator).
- ISACA CISM (Certified Information Security Manager).
- CISSP (Certified Information System Security Professional)
- ISO27001
- TOGAF
- 5-7 years' relevant working experience in ICT Security Management and Cybersecurity.
- Knowledge of Cyber security.
- Knowledge of industry best practice e.g., ITIL and COBIT, etc.
- Firewall Administration Experience.
- IT Security Operations.
- Solid knowledge of Information Security principles and practices
- Intrusion detection and prevention systems.
Knowledge of POPI Act.
- Installation, configuration, monitoring and response to security technologies.
- Understanding of advanced security protocols and standards.
- Software and security architecture(s).
- Knowledge of risk management principles.

PROJECT MANAGER
- GRADE (D3)
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To provide corporate project management services, develop, maintain, and enhance a programme management system for the entity.
KEY PERFORMANCE AREAS
- Design the Corporate PMO System in line with the Framework and best practices.
- Create awareness and training of the PMO value chain.
- Implement key initiatives to mature the PMO system within the mid-term cycle.
- Develop and improve the PMO documentation in line with the best practice such as business cases, project charters and establish a high-level roadmap to deliver on the project vision.
- Develop a detailed project plan using approved project management methodologies and processes.
- Drive the performance of the project, provide active management of project components/work streams, and resolve project quality and design issues.
- Apply the organisation's project and business analysis methodologies and practices in a consistent manner.
- Provide a single point of focus for all project issues, governance, and escalation of projects risks and consideration of alternative project options.
- Monitor, control and communicate project progress using the reporting standards (status reports, etc).
- Establish mechanisms to assess the eventual realisation of benefits committed to in the business case.
- Monitor project risks and establish prevention and mitigation procedures, as required.
- Ensure that all aspects of a project are managed visibly including the following methodologies and deliverables: project management, change management, system development life cycle and business analysis.
- Manages project teams, reviews and quality assures work of the team.
- Conduct post-project evaluation and identify successful and unsuccessful project elements.
- Makes recommendation on resources and budgetary requirements for annual planning purposes.
- Controls costs through effective management of principle business or operating process variables.
- Ensure projects are adequately funded and that senior management are aware of their responsibilities in achieving the successful delivery of the associated projects.
- Consolidate and manage the budget associated with and arising out of the approved projects.
MINIMUM REQUIREMENTS
Qualifications
- A Bachelor's degree in Business Management or related
- A post graduate qualification in Project and Programme Management (preferred)
- Project Management Professional (PMP) certification advantageous
Knowledge and Experience
- Minimum 7 years of project management experience
- Business analysis experience desirable
- Experience in delivering changes which impact on organisational effectiveness.
- Sufficient experience in developing process controls and quality standards.

SENIOR SYSTEM DEVELOPER
- GRADE: D2
LOCATION: HEAD OFFICE, PRETORIA
JOB PURPOSE
To conceptualise, design, develop, implement, maintain and support OpenText products (Documentum, Captiva, xCP xPression,) Adobe (AEM or related), C#, Java, MVC), etc to enable optimal and efficient SAMSA applications.
KEY PERFORMANCE AREAS
- Lead development, maintenance, and support of SAMSA applications in line with applicable best practice standards, methodologies, and framework.
- Design User Interface layout according to approved functional and technical specification.
- Contribute to the development of technical / functional specifications.
- Ensure configuration of SAMSA Applications in accordance with SAMSA Applications Architecture.
- Consult with Business Analyst to inform the design of system in accordance with approved user requirements specifications.
- Drive the implementation of functional specifications related to integration and development of systems.
- Obtain approval from all interested parties through extensive consultations, testing, and quality assurance.
- Ensure standardisation of development technology platforms.
- Conceptualise, design and development of reporting platforms and associated business intelligence capability.
- Work with external stakeholders/service providers to ensure that SAMSA applications attain high levels of standardization and integration.
- Ensure that end-users are trained on the implemented systems.
- Provide clear direction on strategic goals to be achieved relating to Applications, translating them into clear deliverables to be achieved.
- Establish an enabling work environment and culture for optimum staff performance.
- Manage performance, productivity, and wellbeing of the team.
- Lead and mentor/coach team of system developers.
MINIMUM REQUIREMENTS
Qualifications
Relevant Bachelors or NQF Level 7 qualification in the Applications Development or related.
Certifications:
- ITIL.
- COBIT.
- OpenText (Documentum, xCP, xPression, xPlore, etc)
- Microsoft.
Knowledge and Experience
- 10 years' experience in Applications development with advance understanding of diverse development platforms such as OpenText, Microsoft, Adobe LiveCycle, Open Source, etc.
- 5 years leadership role in:
- Applications Architecture
- OpenText Documentum, Captiva Input Accel, xPression, XCP, xPlore.
- Document Content Server including Business Activity Monitor (BAM).
- Adobe LiveCycle, Adobe Experience Manager (AEM) or related.
- C#, Java, M-V-C, SQL.
- Mobile Development.
- Experience in implementation of integration platforms.
- Project Management
- Knowledge of ITIL Framework.
- Knowledge of COBIT.
- Sound Knowledge of System Development Life Cycle (SDLC) and Agile project delivery approaches.
- Knowledge of Industry best practices in application development and management.
Competencies
