CHIEF EXECUTIVE OFFICER (CEO)
South African Maritime Safety Authority (SAMSA) is a public entity established in terms of Act 5 of 1998 to administer certain laws and to ensure safety of life at sea, pollution control and promotion of the country’s maritime interest. The entity is seeking to appoint a South African citizen in the position of the Chief Executive Officer. The position will operate from the Head Office in Pretoria but has the national responsibility including the management of coastal offices.
South African Maritime Safety Authority (SAMSA) is a National Public Entity established in terms of the SAMSA Act (5 0f 1998). Its objectives is to:
i. Protect safety of life at sea
ii. Prevent and combat pollution from ships
iii. Promote South Africa’s maritime interests SAMSA invites applications from suitably qualified persons for the appointment of the Chief Executive Officer for the organisation.
Key Performance Indicators:
• Provide strategic direction and leadership to the company
• Promote the vision, mission and values founded on the desire to be a high performance organisation that relies on its dynamic employee value proposition that attracts, develops and retains highly skilled employees
• Develop and implement strategic interventions aimed at ensuring that the company is sustainable • Develop and implement frameworks, structures and processes that ensure good governance, effective risk management and compliance with government’s policies, regulatory guidelines, directives and applicable legislation
• Set and manage Authority objectives in terms of the Shareholders’ Compact
• Develop the Authority’s safety, security and promotion capacity and activities to ensure continued industry and investor interest in South Africa’s maritime sector
• Develop and implement a comprehensive transformation plan and manage “special projects” as directed by the Board.
Required Qualifications and Experience:
• A minimum of ten years’ senior management experience
• Experience in the maritime industry will be an important advantage
• Proven knowledge or an in-depth understanding of the maritime industry
• Knowledge of pertinent legislation • Strong communication and presentation skills
• Ability to engage and partner with government departments, regulatory authorities and critical stakeholders
• Knowledge of blue economy will be an advantage
• Proven business management skills including inter alia financial management, risk management, corporate, compliance and team leadership
• Proven track record in developing strategy for business/organisation and of successful leading and inspiring a diverse group of employees.
Key Attributes and Skills Sought:
• High-level of integrity, initiative and passion
• A team player who is assertive and confident
• Outstanding leadership, interpersonal, negotiations, concept and analytical skills
• A postgraduate degree in Law, Engineering or Maritime
• An MBA or relevant Masters in maritime related areas will be an added advantage
• Ability to recognize opportunities and drive change
• Ability to lead and implement transformation initiatives
• Understanding of PFMA and Treasury regulations
• Understanding of Codes of Corporate Governance
• Open to security vetting clearance.
