ROLE OVERVIEW
Reporting to the Provincial Director of Operations, the Senior Advisor: HR, LR, & Dispute Resolution will be expected to provide expert HR/LR advice, guidance and support to member municipalities in strengthening institutional capacity towards becoming more resilient and sustainable and to provide improved services to its citizens. Senior Advisors play an important role in supporting the Chair of the Capacity Building and Institutional Resilience working group with technical support to develop content for PEC meetings and provides support in tracking and implementing resolutions taken in the governance structure meetings. Advisors may support the senior advisors in this role
THE CANDIDATE PROFILE
■Sound understanding of policy and legislative frameworks in area of HR and Labour Relations
■Knowledge of the SALGA business and sustainability requirements
■Understanding of project management principles
■Understanding of expense management principles and regulations
■Knowledge of the province and institutional knowledge of municipalities in the respective province
■Sector Knowledge and a sound understanding of the policy, legislative and regulatory frameworks governing the sector; and in particular those applying to the LG Sector and SALGA
■Staying abreast of new developments in the area or responsibility
■Working knowledge of the developments (globally and in South Africa) in the related professional disciplines reporting to the position
■Working Knowledge of the LG Sector and the relevance of SALGA in the space
■Working Knowledge of SALGA Mandate, value chain, business model; and core business objectives

QUALIFICATIONS AND EXPERIENCE
■Relevant qualification in Human Resources Management NQF Level 7, Labour Law/Relations qualification will be advantageous
■At least 7 years’ relevant experience of which at least 3 years have been at an equivalent level within a medium to large sized organization
■Valid Driver’s License & Travelling Required
■Sound track record in effectively managing complex and sensitive stakeholder engagements at all levels
■Demonstrates a sound understanding of the Local Government Sector
KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS
■Research and Benchmarking: Under the guidance of sector specialists and management, provide ongoing analysis of the key challenges, needs and trends in area of specialisation, to ensure that local government strategies and programmes are appropriately implemented■ Representation at Disciplinary Processes/ Conciliation and Arbitration: Represent SALGA and municipalities at various dispute resolution structures and other Fora to protect the interests of municipalities/ Sector; and to disrupt structural form, policy or legislative frameworks in a particular sector, where it hinders municipal performance■ Support Advice and capacity building Guide, support and provide professional advice to municipalities in the areas of HR and Labour Relations – refer issues of strategic importance to the Director of Operations■ Monitoring and Evaluation: Support the development and Implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance and programmatic implementation in municipalities■ Programme / Project Management Implement appropriate project management methodologies and disciplines; and manage full project cycle on assigned projects including M&E ■ Stakeholder Management: Within the field of HR and Labour Relations, build and maintain relevant stakeholder relationships/ partnerships■ Sponsorship and fund Raising for projects Identify potential funders/ points for leverage during the programme conceptualization phase■Financial and expense: monitoring Assist with the preparation of annual budgets and monitoring of the monthly expenditure in HR and Labour Relations■ Governance, Compliance and Risk Management Uphold sound corporate governance principles in the day-to-day operation of the area of responsibility/ professional discipline■ Teamwork Work: as a multi-disciplinary and integrated team to find possible solutions to complex challenges in municipalities
