The South African Health Products Regulatory Authority (SAHPRA), is the National Medicines Regulatory Authority established in terms of the Medicines and Related Substances Act, 1965, (Act No. 101 of 1965) as amendedtprovide for the monitoring, evaluation, regulation, investigation, inspection, registration and control of medicines, scheduled substances, clinical trials and medical devices, and related matters in the public interest. 
 
This procurement will be managed by Supporting Health Initiatives (SHI), a Division of Wits Health Consortium Pty Ltd (WHC) for and on behalf of SAHPRA. SHI is dedicated to promoting and enabling public health activities that lead to new, significant advancements in healthcare and related fields and does this by providing resources, collaborative opportunities and project management support to partners and funders. SHI has developed a strong track record of delivering on assignments in Africa. SHI’s operations and business teams have demonstrated capacity to quickly align with partners, distribute funds, and oversee implementation. 
 
SPECIALIST – BIOLOGICAL MEDICINE (VACCINE) CLINICAL ASSESSOR X3 
Two (2) year contract period subject to renewal to five (5) years 
Salary Package: Grade D2 all-inclusive remuneration per annum (total cost to company)

REQUIREMENTS: Matric certificate and B. Pharm Degree with master’s degree in pharmacy (NQF level 09) as recognised by SAQA and registration as a Pharmacist with South African Pharmacy Council (SAPC) or / an MBChB degree and registration as a Medical Officer with the Health Professional Council of South Africa (HPCSA). Post graduate qualifications in virology/vaccinology or pharmacology of biotherapeutics and good project management skills is an added advantage. Have experience in biological medicines/vaccines, virology, clinical trials, safety, and efficacy determinations. A minimum of 10 years’ experience in compilation/review of product information and patient information leaflets (Vaccines and biotherapeutics). Knowledge and experience of international guidelines and regulatory standards on biological medicine dossier compilation, Clinical aspects of biological dossier review (independent/expert). Effective training/mentorship skills. Sound knowledge of the Medicines and Related Substances Act 101 of 1965 as amended and all regulations pertaining to the Act. Knowledge of quality, safety, and efficacy aspects of medicines.

DUTIES: The job exists for the incumbent to provide: Strategic technical leadership considering local and international reports, interventions, and strategies from other NRAs and WHO. Play an advisory role on SAHPRA regulations, Policies, Standard Operating Procedures (SOPs) and Biological medicines guidelines as adopted by SAHPRA. Liaise with members from the industry to discuss SAHPRA resolutions and requirements of the Medicine and Related Substances Act, No. 101 of 1965 [and medicines quality issues]. Advisory support to key stakeholders, including participation in Regulatory meetings and conferences, external presentations all while demonstrating sound industry and technical knowledge. Technical support in assessment or evaluation of applications for registration of Biological medicines (Biotherapeutics, Biosimilars and Vaccines) to ensure that they are compliant with the Medicines and related substances Act (101 of 1965) as amended and the subscribed guidelines. These assessments specifically pertain to safety and efficacy of new and variation applications and aligned with ICH and SAHPRA guideline requirements. Critical and analytical feedback as peer reviewer and quality assurer of clinical and non-clinical sections of Biological submissions. Training/mentorship on assessment of the Clinical and non-clinical sections of the Biological medicine (Vaccines).

REQUIREMENTS: Matric certificate and B. Pharm Degree with master’s degree in pharmacology (NQF level 09) and registration as a Pharmacist with South African Pharmacy Council (SAPC) or / PhD in Biomedical sciences or equivalent related qualification at NQF level 10 as recognised by SAQA. Post graduate qualifications in biotherapeutic/vaccine development, pharmaceutics, or regulation of biotherapeutics/vaccines. Good project management skills is an added advantage. Have expert knowledge and experience in quality aspects including chemistry, manufacturing and control of vaccines and or other biologicals. REQUIREMENTS: Matric certificate and MBChB degree with Master’s degree in Public Health or Clinical Pharmacology (NQF level 09) as recognised by SAQA. Registration with Health Professional Council of South Africa (HPCSA). PhD in public health or pharmacology will be an added advantage. A minimum of 10 years’ experience in public health programmes or clinical research. Participation in local, regional or international associations or advisory bodies.

DUTIES: Providing strategic technical leadership considering local and international PV reports, interventions and strategies from other NRAs and WHO. Provide regular feedback and recommendations to the PV committee, NISEC and SAHPRA management. Making or recommending regulatory decisions on individual products (vaccines and biological products) based on appropriate reviews. Performing signal detection and conducting investigations. Reviewing and analysing adverse events reports; safety data from all data sources; all safety communications to both healthcare professionals and the public; and advise on vigilance guidance documents. SPECIALIST - GOOD MANUFACTURING PRACTICES (GMP) X2 
Two (2) year contract period subject to renewal to five (5) years 
Salary Package: Grade D2 all-inclusive remuneration per annum (total cost to company)

CENTRE: Pretoria 
 
REQUIREMENTS: Matric certificate and B. Pharm with Master’s degree in Pharmacy (NQF level 09). Registration as a Pharmacist with South African Pharmacy Council (SAPC). Participation in local, regional or international associations or advisory bodies. Experience in development of policies and guidelines in the respective field. Demonstration of scientific or technical leadership in the respective field. A minimum of 10 years’ experience in manufacturing/QMS in the Health Sector, including experience of conducting and participating in GMP inspections. A relevant PhD will be an added advantage.

DUTIES: Inspect local and international pharmaceutical manufacturing sites for compliance with Good Manufacturing Practices as accepted by SAHPRA and prepare reports following inspections. Assess and evaluate GMP inspection reports of other regulatory authorities on international pharmaceutical manufacturing sites where medicines for exportation to South Africa are manufactured. Perform Pre- and Post-Registration inspections on information submitted in a medicine application dossier. Play an advisory role on SAHPRA regulations, Policies, Standard Operating Procedures (SOPs) and guidelines of Inspectorate for compliance with GMP Guidelines as adopted by SAHPRA. To contribute to the Inspectorate’s compliance management process by ensuring that instances of suspected or known non-compliance are handled in the appropriate manner. Conduct peer review of inspection reports for SAHPRA. Liaise with inspectors from international regulatory authorities. Liaise with members from the industry to discuss SAHPRA resolutions and requirements of the Medicine and Related Substances Act, No. 101 of 1965 [and medicines quality issues]. To provide advisory support to key stakeholders, including participation in Regulatory meetings and conferences, external presentations all while demonstrating sound industry and technical knowledge. Manage the associated risks and audit queries through a clear governance process, ensuring that the correct procedure is followed, care taken, and ethical behaviour demonstrated when managing inspection-related resources and that all relevant records and evidence is sufficiently maintained for audit purposes. Training, development and capacity building on Good Manufacturing Practice regulatory inspection and related matters.
