SENIOR MANAGER: LEARNING & DEVELOPMENT
Status: Permanent

Role Mandate
To enable the achievement of SAFCOLs’ Strategy, through Capacity Building & Skills Development of employees & communities by increasing forestry training offerings, which will further contribute to combating poverty & unemployment in communities. Build relationships with industry stakeholders & establish partnerships with educational & research institutions for required skills for the industry at large through promoting and supporting the Forestry Industrialisation. Ensure Governance & Compliance of Skills Development initiatives by utilising the latest & most effective training practice, technology, equipment, skills, and data to ensure quality & training standards in line with National Qualifications Framework (NQF) for all levels.
 
Key Accountabilities
• Develop the company’s Learning/Training & Development Capacity Building or Skills Development strategy that will support business through the development of employees’ skills & empowering communities
• Translate Human Capital strategy into Capacity Building & Skills Development plan and facilitate execution thereof
• Establish an Academy of Excellence, which will assist in professionalising the forestry sector through quality training and development
• Lead Learning and Development initiatives of SAFCOL employees at all levels & Leadership capacity development programmes
• Support Government skills development initiatives & serve the broader industry by developing a forestry talent pool
• Provide training interventions & graduate programmes to adjacent communities giving priority to land claimants, women, youth, people living with disabilities & contractors within the SAFCOL value chain
• Drive transformation through prioritising previously disadvantaged groups (youth, women & PWD’s)
• Ensure capacity & skills development of training instructors to ensure they meet minimum SETA requirements
• Develop SAFCOL Forestry Academy Training Quality Assurance Framework (TQAF) & ensure compliance of training programmes with the NQF & training standards
• Maintain SAFCOL accreditation with FP&M SETA and facilitate the extension of scope to other SETA’s
• Ensure training material is updated, accredited, and aligned to SAQA Units Standards
• Ensure registrations of SAFCOL Assessors and Moderators
• Develop & oversee the implementation of SAFCOL’s Workplace Skills Plan (WSP) & Annual Training Report (ATR)
• Oversee the training implementation plan and PIVOTAL plan
• Oversee the payment of Skills Development Levies (SDL) and claim Discretionary and Mandatory Grants
• Monitor and ensure compliance through Quarterly Monitoring Reports (QMR)
• Develop & implement Training Quality Management System (QMS)
• Identify accredited & registered programmes to address gaps identified
• Provide oversight on Skills Development Section of the BBBEE codes and ensure alignment on categories of available actions and their affiliated point’s allocation
• Oversee the facilitation of Work Integrated Learning (WIL) programme & ensure SAFCOL’s claims points in line with Sector Code and definition
• Ensure accurate quarterly & annual BBBEE reporting on the BEE Toolkit
• Align the implementation of employees’ Skill Development to the Economically Active Populations targets (EAP)
• Establish relationships with external training and education institutions and external Skills Development Funding agencies
• Collaborate with the Shareholder (DPE) & other Government Departments to deliver capacity development programmes to previously disadvantaged youth, women & PWD’s and attend quarterly meeting & Skills Development Committee with key internal and external stakeholders
• Collaborate with Transformation unit to implement programmes for communities in order to address SAFCOL’s social responsibility commitments
• Lead the achievement of Skills Development targets set in line with Shareholder Compact
• On annual basis negotiate targets & budget allocation for Shareholder Compact programmes
• Oversee implementation of annual intake for Sector Specific Learnership, Apprenticeships & training and monitor budget expenditure
• Engage business to identify requirements for placing interns & Work Integrated learners
• Ensure registration of Artisan’s programs with Accredited testing centres & the registration of Learnerships with SETA
• Ensure learners & interns meet requirements of HET, FET & TVET for workplace
• Engage SETA for MIS registration & certification and monitor quality & training standards on programmes
• Facilitate the development of standards, frameworks, policies, & procedures to support high quality Skills Development & Capacity Development processes & initiatives
• Develop & submit monthly, quarterly & annual reports & plans on Skills Development & Capacity Building initiatives to Management, DPE & SETA
• Ensure adherence to NOSA & all Safety Standards
• Contribute to all HC project initiatives
• Monitor & close all internal & external audits findings related to area of responsibility
• Conduct research & benchmarks on Forestry training offerings to position the Forestry Academy to ultimately generate income by providing quality training to the broader Industry
• Oversee & manage team objectives & ensure deliverables support business strategy
 
Minimum Requirements
• A Post Graduate Degree or equivalent NQF 8 qualification – Human Resources Development/Training & Development or similar qualification
• ODETDP
• Qualified Assessor/Moderator
• NQF 9 qualification – will be an added advantage
• MDP – will be an added advantage
• BBBEE – will be an added advantage
• Valid driver’s licence
• A minimum of 8 years’ intensive experience in Learning/Training & Development environment or other similar position of which 3 years of experience is at senior management level • Envisaged candidate is expected to display a great deal of knowledge to manage the Training & Development Department, which includes strategy development & project management
• General understanding of Human Capital value chain
• Understanding of employee learning & learning technologies and e-learning platforms
• Ability to design and produce relevant training materials, including e-learning courses
• Significant experience with effective learning & development methods
• Experience in project management & budgeting
• Experience working with SETA’s/ETQA and SAQA
• BBBEE Legislation

ARTISAN: FITTER
Status: Permanent
Location: Timbadola Sawmill
Grade: C2
Reporting line: Superintendent: Engineering
 
Role Mandate
To perform maintenance activities on plant equipment.
 
Key Responsibilities
• Ensure maximum plant availability
• Ensure spares for critical items are available
• Identify mechanical fault reported during breakdown and maintain timeously
• Perform fault finding and troubleshooting of complex problems
• Perform housekeeping duties
• Plan and organise job orders/ cards allocated
• Read and interpret technical drawings / schematics for the purpose of debugging faults timeously
• Support operations with problem solving and continuous improvement
• Develop and implement solutions on equipment mechanical challenges
• Ensure high quality workmanship by maintaining plant to desirable standard
• Repair and replace worn and damaged parts on machines to prevent breakdown
• Perform maintenance schedule including routine lubrication, filter changes, greasing, gearbox oil top-up etc.
• Liaise with production personnel to schedule planned inspection and maintenance
• Conduct daily, weekly and monthly inspections, as per mill maintenance programme
• Adhere to provision of SAFCOL policies, procedures and all other relevant legislation
• Ensure conformance with safety requirements and fitter maintenance or replacement activities
• Ensure compliance on classification and priorities system for completion of work order
• Conduct on the job training and mentor Apprenticeship Students
• Preform basic welding
 
Minimum requirements
• N2 Fitter Certificate
• Trade Certificate: Fitter
• National Diploma (NQF Level 6) in Engineering will be added advantage
• 3 Years’ experience as a Fitter in processing/ manufacturing environment
• Previous experience in sawmilling environment will be an added advantage
