NATIONAL ENERGY REGULATOR (NERSA)
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, pipedgas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. NERSA wishes to recruit personnel with appropriate competencies in the following areas:
SENIOR ANALYST: REGULATORY REPORTING MANUAL (RRM) AND AUDITS
Department: Gas Pricing and Tariffs
Package: R740 220.00 – R1 015 042.00 per annum (CTC)
Reference: HR 08/22
Requirements: A Chartered Accountant (CA) who has completed a Bachelor’s Degree in Accounting with professional qualifications (CIMA) or fully completed articles with a recognized training firm of accountants * Minimum Six (6) years working experience that could be applied to Piped-Gas Pricing and Tariffs.
The candidate must be competent in the following: Modelling and Spreadsheets * Report Writing Skills * Interpersonal Skills * Analytical Skills * Interpersonal Skills * Communication (verbal and written) Skills * Leadership Skills * Time Management Skills * Decision-making and Accountability * Computer Literacy (MS Excel, Word, Power Point and Microsoft Project).
Purpose: Reporting to the Head of Department: Gas Pricing and Tariffs, the incumbent will monitor and implement the Regulatory Reporting Manual and to ensure compliance with the pricing and tariffs provisions of the Gas Act and the associated Regulations.
Key responsibilities: the successful incumbent will:- Prepare regulatory financial reports* Audit of regulatory financial reports* Monitor and facilitate licensee submission of regulatory financial reports * Evaluate cost allocation / cost studies to ensure compliance with the cost allocation manuals * Analysis of licensees’ regulatory financial reports and provide recommendation to the Energy Regulator on the licensee’s (Compliance with RRM; Audit of the RRM; Financial health of the licensees’ business; and Appropriateness of cost allocation, regulatory asset base values, expenses, depreciation and other values pertaining to the allowed revenues) * Analyse and compare licensees regulatory financial reports with estimates used in price and tariff application to establish compliance with RRM and recalculation of the allowable revenues to achieve claw backs where necessary * Support the assessment of price and tariff application, identifying allowable expenditure, disallowable / questionable items; computing and proposing appropriate allowable revenues.

COMPLIANCE MONITORING TECHNICIAN
Department: Electricity Licensing, Compliance and Dispute Resolution
Package: R479 128.00 – R608 484.00 per annum (CTC)

Requirements: A National Diploma in Electrical Engineering * A Bachelors of Technology Degree will be an added advantage * Minimum Two (2) years working experience within the Electricity Supply Industry in Distribution, Transmission, Generation or Metropolitan or Municipal distributions * Knowledge and experience of power systems.
The candidate must be competent in the following: Communication (written, verbal and presentation) Skills * Interpersonal Skills * Negotiation Skills * Analytical Skills * Planning and Organisational Skills * Problem-solving Skills * Computer Literacy.
Purpose: Reporting to the Head of Department: Electricity Licensing, Compliance and Dispute Resolution, the incumbent will ensure compliance of electricity distributors / transmitters / generators / traders to license conditions.
Key responsibilities: the successful incumbent will:- Plan and execute the entire process that will lead to compliance by licensees * Develop and maintain licensing and compliance monitoring frameworks for electricity distribution / transmission / generation including trading of electricity * Develop and maintain licensing conditions for electricity distribution / transmission / generation / traders to ensure adherence to NERSA standards * Monitor compliance to license conditions, industry codes of practice, directives and standards for electricity distribution * Monitor the technical performance of licensees * Conduct compliance audits of licensees and ensure implementation of corrective action * Ensure mechanisms are in place to address technical inadequacies in the electricity distribution/transmission/generation, trading industry * Represent NERSA in interactions with licensees * Assist other departments with technical enquiries and carry out other activities assigned by the Head of Department.

LICENSING OFFICER

Requirements: * A National Diploma in Electrical Engineering * Minimum Two (2) years working experience within the Electricity Supply Industry in Generation, Distribution or Municipal Distributions * Knowledge of the ESI industry and licensing processes * Understanding of Municipal structures.
