Description
OVERALL PURPOSE OF THE JOB
Guide the investigations of aircraft accidents and serious incidents, recommend the resources required for investigations and utilise the findings to initiate recommending preventative action in the most cost-effective way.
Management of Staff
• Encourage and motivate team members to engage in continuous learning, as well as empower them through delegation of responsibilities.
• Engage with team members and offer support when required to ensure that targets are met.
• Encourage high-performance levels in team members and facilitate their development through the management of KPAs.
• Conduct regular conversations with investigators to discuss their work goals, performance, positive behaviour in the workplace and development/career opportunities.
Investigations
• Provide advice and recommendations to the SM on the initiation of investigations, as well as aviation safety investigations matters
• Establish an investigation team that is suitably qualified and experienced, taking into consideration existing and anticipated tasks and/or investigator's commitments.
• Ensure that each investigation/project details the scope, resources, investigation risks and milestones in accordance with the AllD MOP.
• Provide oversight and management of the deployment of investigation teams.
• Provide oversight and management investigations/projects allocated to investigators.
• Provide weekly oversight and monitoring report on investigations or projects allocated to investigators detailing, progress made and timeframe in accordance with the AllD MOP
• Ensure timely release of notifications, preliminary reports, draft, and final reports in line with the AllD MOP
• Release an interim statement within the prescribed timelines, in the event of missing the target date for the final report
• Send all reports to states and organizations as prescribed in the AllD MOP
• Ensure the submission of ADREP reports to ICAO for all accidents involving aircraft above the MTOW of 2250kg and incidents above 5700kg as prescribed in the AllD MOP.
• Provide support and assistance to llC, where needed during the investigation activities, and ensure targets are met.
• Ensure that IICs have consulted with interested parties as required by the AllD MOP and Annex 13.
• Ensure that safety actions and issues are appropriately identified and recorded by llCs.
• Monitor and support the health, safety, and wellbeing of staff in accordance with the AllD MOP and SACAA policies and procedures.
• Ensure that staff have the required personal protective clothing (PPE) and have been inoculated before being deployed.
• Also ensure the maintenance of staff PPE and inoculation records.
Relationship Management
• Effectively communicate and collaborate with internal and external stakeholders throughout the investigation process.
• Continuously provide updates on investigation progress as per the agreed timelines

Description
Oversight – Cargo and Mail
- Develop and ensure the implementation of an annual Master Oversight Plan for Air Cargo Security based on risk assessments.
- Develop guidelines and procedures for air cargo security.
- Approve air cargo security manuals for regulated agents and known consignors.
- Ensure audits and inspections are conducted for regulated agents and known consignors and recommendations are provided to improve on operating standards.
- Ensure corrective actions plans are followed-up and findings are closed.
- Ensure affected air cargo operators implement risk-based security measures.
- Ensure implementation of air cargo security risk mitigation strategies.
- Plan and lead the attainment of set objectives for the Section.
- Manage key performance areas of staff to ensure achievements of their agreed deliverables.
- Oversee the mentoring and coaching of staff on an ongoing basis.
- Manage and ensure the implementation of development interventions for the respective Air Cargo Security operations aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
- Manage day-to-day operations by the Air Cargo Security Section, while keeping on top of continuous regulatory development and ensuring adherence to agreed Service Level Agreement(s).
- Manage resources for the Section and ensure proper and optimal utilisation thereof.
- Ensure that staff comply with Health and Safety legislation and related regulations and policies.
- Develop an operational plan for the Air Cargo Security Section.
- Develop a safety and security promotions plan for Air Cargo Security section.
- Develop and monitor On-The-Job Training and successions plans.
- Develop and approve training development plans.
- Develop and monitor the implementation of the inspectorate plans.
- Provide input to the annual budget, control expenditure, and implementation of control procedures for the team.
- Monitor trends of reported non-compliance cases of cargo security incidents.
- Ensure follow-up on all noted non-compliance cases are investigated and appropriate sanction or penalty is imposed.
- Ensure compliance of the Cargo Security function within the parameters of CARS Part 108, Document CATS 108, NASP, and Civil Aviation Act.
- Participate in the activities of Enforcement Committee and Work Group, when required.
- Participate in (internal) Enforcement Committee and Work Group activities.
- Develop capacity-building programmes and assist with development initiatives on applicable regulations within the industry
- Approve foreign audits for the industry.
- Represent SACAA in negotiations and act as liaison with stakeholders and industry bodies.
- Participate in and act as liaison with pertinent Government Safety and Security structures at local and international levels.

Requirements
Minimum Requirements:
- Relevant National Diploma or NQF 6 qualification
- Air Cargo Security Certificate

- National Diploma or NQF 6 qualification in Logistics, Transport Management or Security Management
- Civil Aviation training
- Aviation Security Professional Manager Certificate
Minimum Experience:
- 5 years Aviation Security experience
- Supervisory/ Management experience will be an advantage
Other special requirement:
- All tasks and responsibilities as specified by the CAA
- Drivers' license.

OVERALL PURPOSE OF THE JOB
Responsible for the development of Pilot Examinations (Part 61, 62, 68 and 71). Remark of Examinations. Regulations Development for Part 61, 62, 66, 68 and 71. Processing of all new ATO/DTO for Parts 66, 68, 69, 61, 62, 68 and 71 training and FSTD applications under Part 60 of the regulations, auditing all approved and declared training organisations and the qualification of FSTDs in accordance with the South African Civil Aviation Regulations 2011, (As amended), ICAO Annex 1 and internal company policy and standards.
CATS and CAR Development
In co-operation with Manager Training develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 141 in compliance with the Standards and Recommended Practices of ICAO Annex 1,
Operational Management
- Conduct assigned audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
- Conduct assigned qualification audits on all Part 60 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
- Conduct audits and inspections as per SACAA Procedures to establish compliance.
- Make relevant recommendations pertaining to safety management systems where applicable.
- Make relevant recommendations pertaining to Risk and Performance Based systems where applicable.
- Recommend enforcement measures with respect to regulatory non-compliances.
- Provide factual reports of audits and inspections conducted on the training organisations.
- Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.

Description
Assist in determining the operational level of safety that prospective and approval holders are capable of achieving and achieve in actual operations. Through evaluation (assess), monitor (conduct periodic and unannounced surveillance) of compliance to operations of an aircraft/ Remotely Piloted Aircraft Systems (RPAS):
- making recommendations regarding the issuance or amendment of the AOC /ROC and the associated operations specifications, and the operator's competence to continue to exercise the privileges of the certificate;
- making recommendations concerning any special conditions that, considering the investigation, may need to be imposed;
