INTRODUCTION
To offer professional support at Executive level in terms of all office management requirements.
Provide a bridge for smooth communication between Exec office and the rest of the divisions, demonstrating highest level of credibility, integrity and confidentiality.
SPECIFICATION
Planning
• Participate in divisional planning of activities. Assist in the development of project specific action plans. Manage both manual and electronic diaries and manage electronic mails of the Executive. Plan and arrange workshops/seminars/team building initiatives.
• Drafting and editing of monthly and quarterly reports.
• Drafting and editing of Boards and Executive Committee submissions. Manage Annual Performance Plan deliverables and monitor deadlines of tasks allocated to divisional personnel
• Undertake all logistical arrangements in support of meetings, workshops or other divisional activities.
• Assist Executive with the preparation of presentations.
Information provision
• Collect and consolidate data
• Source required quotations.
• Assist Executive in compiling information when required.
• Maintain confidentiality in handling data
Stakeholder Liaison
• Maintain high quality written and verbal communication with stakeholders.
• Customer liaison and support (locally and internationally).
• Communicate on behalf of Exec. HR with internal & external stakeholders.
• Follow up on incoming correspondence addressed to Exec. HR whilst maintaining confidentiality
Financial Administration
• Prepare the relevant documentation.
• Obtain the invoices and forward to finance for payments in accordance with financial procedures & policy.
• Manage and capture requisitions on system
Office Administration
• Provide all administrative support.
• Co-ordinate all logistical arrangements for local and international travel, car hire and accommodation.
• Procure office requirements.
• Co-ordinate IT related issues.
• Perform any administrative function as delegated by the Executive.
REQUIREMENTS
Minimum Qualification:
Matric coupled with a Secretarial Diploma or equivalent relevant qualification and Advanced knowledge of full MS Suite
Ideal Qualification:
Human Resources or Business Administration qualification
Experience:
3 Years Executive Secretary or Office Management experience

MANAGER: AIRPORTS AND AIRLINES SECURITY

INTRODUCTION
To monitor and ensure Aviation security standards and norms in line with Part 111 and other related Civil Aviation Regulations (CARs) in compliance with the Civil Aviation Act, No. 13 of 2009.
SPECIFICATION
OVERSIGHT
• Develop and monitor the implementation of a risk-based annual Master Oversight and Surveillance Plan in line with the functional procedures and SACAA policies.
• Develop and review functional procedures and industry technical guidance material.
• Monitor the process to approve security programmes and manuals.
• Oversee that quality processes are conducted in line with the functional procedures, Manual of Procedures as well as the Safety and Security oversight policy.
MANAGEMENT OF THE SECTION AND PEOPLE
• Plan and lead the attainment of set objectives for the Section.
• Manage key performance areas of staff to ensure achievements of agreed deliverables.
• Oversee the mentoring and coaching of staff on an ongoing basis.
• Manage and ensure the implementation of development interventions for the Section, aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
• Manage day-to-day operations by the Airports and Airlines Section, while keeping on top of continuous regulatory development and ensuring adherence to agreed Service Level Agreement(s).
• Manage resources for the Section and ensure proper and optimal utilisation thereof.
• Ensure that the staff comply with SACAA policies and regulations.
RESEARCH AND POLICY DEVELOPMENT
• Conduct research and provide input in the drafting and review of policies, regulations and procedures.
• Conduct periodic risk and trend analysis and provide input to mitigation strategies.
ADMINISTRATION AND ANNUAL PLANNING
• Perform general office administration duties including monthly reports, and other ad-hoc tasks as required.
• Ensure maintenance of databases; monitor and share trends.
• Handle internal and external correspondence and queries.
• Generate a register of non-compliances for analysis of trends to inform risk management.
• Ensure that the AVSEC Documents management system is updated in line with the records management procedures.
• Develop annual security promotion plans for the Section aligned with the Divisional plans.
• Develop an operational plan for Airports and Airlines Section.
• Develop and monitor On-The-Job training and succession plans.
• Develop and approve training and development plans.
• Provide input to the annual budget, control expenditure, and implement control procedures for the team.
LIAISON AND CONSULTATION (AIRPORTS AND AIRLINES SECURITY)
• Act as liaison with Government Security structures at a local level.
• Act as the liaison between the section and the airport and airline operators on common matters related to security.
• Provide industry feedback to SACAA.
ENFORCEMENT AND COMPLIANCE (AIRPORTS AND AIRLINES SECURITY)
• Evaluate and monitor matters for enforcement in line with the Enforcement procedures.
• Participate in the Enforcement Committee as and when required.
GENERAL
• Participate in internal and external governance and compliance obligations that SACAA is subjected to.
REQUIREMENTS
Minimum Qualification:
Relevant National Diploma or NQF 6 qualification and Aviation Security
Certificate or relevant equivalent
Ideal Qualification:
Management qualification
Diploma in Aviation Security or Transport
Advanced training Aviation Security
Experience:
5 Years Aviation Security Regulatory experience or relevant Aviation
Security experience.
Management experience would be advantageous.

LEGAL ADVISOR: REGULATION DEVELOPMENT (Fixed Term Contract)

INTRODUCTION
• To provide regulatory and general legal services to SACAA. Ensure that SACAA is protected against any legal risk by providing legal, regulatory and technical support services.
• Assist technical Divisions in developing legally sound and concise regulations and technical standards;
• Manage the formulation and approval of regulations and technical standards through a consultative process with the aviation industry in terms of section 157 of Civil Aviation Act, 2009 (Act No. 13 of 2009) (“the Act”).
• Manage Secretarial support services of the Civil Aviation Regulations Committee (CARCom), a statutory
• Committee established in terms of section 157 of the Act.
• Provide regulatory and general legal services to SACAA. Ensure that SACAA is protected against any legal risk by providing legal, regulatory and technical support services by drafting or vetting proposals for amendment of regulations and technical standards; drafting legal opinions, vetting of exemptions, vetting and drafting of contracts, advising on any legal matter; drafting and vetting of legal and non- legal documentation and provide legal services in meetings when requested to do so by SACAA Divisions.
• Providing verbal and written legal opinions/advice on a variety of matters pertaining to the acts and regulations administered by (Fixed Term Contract) the SACAA and other matters of interest that have an impact on SACAA.
• Review of the final drafts of regulations and amendment to confirm their legality, determine the effect of such anamendment and the impact the Regulations or proposal will have on other existing legislation and to ensure conformity with constitutional principles.
• Drafting/scrutiny and finalisation of international agreements and memoranda of understanding (MOU).
• Draft/scrutinise or vetting of commercial contracts and service level agreements.
• Providing legal opinions/advice risks associated with commercial contracts.
• Provide legal support in the negotiation of commercial contracts and service level agreements.
• Coordinate, provide assistance, monitor and guide attorneys in litigation process and potential litigation matters against the SACAA.
• Deal with Department of Transport and Director of Civil Aviation appeal matters and represent the SACAA in tribunal appeal Committee.
SPECIFICATION
Regulation Development and provision of legal support services
• Draft/vet proposals for amendment of regulations and technical standards. Draft regulations and technical standards. Review final drafts of regulations and amendment to confirm legality.
Draft Memorandums for approvals of regulations and technical standards
Draft any regulations, notices, publications as assigned by LAC
Facilitate and monitor the approval process of the regulations and adhere to deadlines. Draft Board and Executive Committee submissions, draft monthly reports, analyse exemptions and provide legal advice thereto; Perform any other function for Legal and Aviation Compliance Department when delegated to do so by the Manager: Regulation Development; provide any legal advice when assigned to do so. Perform Civil Aviation Regulations Committee secretarial functions as assigned.
Drafting of Legal Opinions
• Research and draft accurate and legally correct legal opinions.
• Recommend the course of action to be taken.
Litigation Process
• Consider the merits of the matter.
• Research the legalities pertaining to the matter and ensure that SACAA is protected against any legal risk that may arise.
• Coordinate, provide assistance to, monitor and guide the attorneys in the litigation matters.
Drafting of Contracts
• Draft, vet, interpret and advise on contracts to ensure compliance and protect the interests of SACAA.
REQUIREMENTS
Minimum Qualification:
B Proc or LLB, admitted as an Attorney or Advocate and legislative drafting certificate or 3 years legislative drafting experience.
