DEPARTMENTAL MISSION: To direct and manage the strategic development of the signalling and telecommunication systems to reposition, modernise and increase rail traffic capacity for rail passengers in South Africa.
OUTPUTS:
Develop and Implement Asset Strategies and Plans for railways systems
• Draft and propose railways system policies.
• Contribute to the Asset Management strategy.
• Develop a Strategic Plan and Life Cycle Asset management plan.
• Develop an Investment Plan for the rail infrastructure and assets (20-year Plan).
• Develop business plans for the department to use as a guide for implementation of the strategy.
• Manage the implementation of the S & T departmental strategy
• Interface with other railway administrators and rail companies and consultants in order to align the railway signalling technologies and resources with railway standards set by the safety rail regulator
Plan, Manage and Develop Asset Base
• Develop the concept and strategy of Life Cycle Asset Management aligned to the business requirements
• Assess traffic capacity demand in order to increase the capacity and generate more revenue from increased passenger transportation
• Ensure regular asset assessments in order to determine the condition of the asset.
• Identify technology statements following research and development to support innovative modern technology application and migration
• Prioritise programmes, interventions, and projects in order to develop and enhance the assets.
Planning
• Identify traffic capacity future demand and plan the development of technology accordingly.
• Ensure that the conceptual, feasibility, design and planning studies are undertaken in terms of cost benefit, environmental impact assessments and integration with other railway disciplines
• Undertake finance planning according to the budget
Configuration Management of the Assets
• Ensure a full record of assets exists, that includes information regarding condition and performance of the assets
• Ensure the implementation, translation and effectiveness of the Asset
• Assess the cyclical need for development and enhancement of assets
• Interpret information inputted at the regional level in respect of maintenance completed and assess the performance of assets e.g. terms of enhancement and/or upgrade of S & T asset renewal
Manage Strategic S & T Programmes and Projects
• Draft project proposals including business cases (with cost benefit models) to obtain funding for Projects and Programmes
• Manage and execute S & T strategic projects for asset planning, enhancement, renewal, modernisation and expansion
• Establish project management governance model to ensure projects are controlled, delivered, and executed within project timeframes
• Conceptualise projects aligned to the Divisional strategy
• Classify projects in terms of strategic and mega projects, refer such projects to the Group Capital Planning Committee and to Exco for discussion and agreement on project priorities, taking into consideration the context of the direction the organisation.
• Oversee the development of multiple project plans and translate the concepts into realisable engineering deliverables.
• Oversee the implementation of corrective action.

Minimum requirements:
• Masters Electrical Engineering Degree or Equivalent
• A postgraduate business degree or near completion of an MBA
Ideal:
Registered with ECSA as a Professional Engineer
Experience:
• Minimum 15 – 20 Years Railway Signalling Experience Including:
• 7 Years Project Management (Working on Large Projects i.e., minimum R500m)
• 5 Years Engineering Technical Management Experience
• 3 Years Exposure to Asset Management
• Planning and Engineering Experience Within
