Description
PURPOSE OF THE JOB
Responsible for the development of Pilot Examinations (Part 61, 62, 68 and 71). Remark of Examinations. Regulations Development for Part 61, 62, 66, 68 and 71. Processing of all new ATO/DTO for Parts 66, 68, 69, 61, 62, 68 and 71 training and FSTD applications under Part 60 of the regulations, auditing all approved and declared training organisations and the qualification of FSTDs in accordance with the South African Civil Aviation Regulations 2011, (As amended), ICAO Annex 1 and internal company policy and standards.
CATS and CAR Development
  • In co-operation with Manager Training develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 141 in compliance with the Standards and Recommended Practices of ICAO Annex 1,
 
Operational Management
  • Conduct assigned audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
  • Conduct assigned qualification audits on all Part 60 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
  • Conduct audits and inspections as per SACAA Procedures to establish compliance.
  • Make relevant recommendations pertaining to safety management systems where applicable.
  • Make relevant recommendations pertaining to Risk and Performance Based systems where applicable.
  • Recommend enforcement measures with respect to regulatory non-compliances.
  • Provide factual reports of audits and inspections conducted on the training organisations.
  • Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
  • Facilitate approval, and their maintenance with respect to Training and Procedures Manuals
  • Investigate and recommend action to the Director on any deviations to the requirements.
  • Develop and implement standards for licensing administration that ensures adherence to requirements.
  • Introduce adequate control measures to enable SACAA to effectively carry out its mandate of Safety and Security Oversight
  • Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.
  • Recommending the approval/denial/withdrawal of exemptions and special approvals.
  • Provide direct support to the legal system on enforcement issues
Communications and Safety Promotion
  • Project a professional and positive image of the CAA to all stakeholders.
  • Provide industry feedback to the Manager
Industry Liaison and Client Service Standards
  • Participate with industry through workshops and conferences in the development of training standards.
  • The oversight system to portray a positive image of the SACAA.
  • Liaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
  • Resolve customer issues while abiding by regulations and internal policies
 
Requirements
Minimum Qualification:
CPL (H) with ATPL exam credits plus Grade II Flight Instructor rating issued under Part 61 or SA Air Force Flight Instructor Rating Category B 
Ideal Qualification:
  • Airline Transport Pilot License with Grade I Flight Instructor rating.
 
Experience:
Flight Instructor rating (Part 61 or 62) or SA Air flight instructor rating 300 hours

Description
Overall Purpose of the Job
To manage remuneration and benefits with the aim of attracting and retaining talented employees including payroll. This includes developing and implementing reward and benefits programs whilst ensuring maximum benefits realization for the organisation. 
Human Resources Policies and Procedures
  • Review, develop and manage effective HR policies and procedures pertaining to payroll, remuneration and benefits.
Human Resources Systems and Processes
  • Review, develop and manage effective HR systems and processes pertaining to payroll, remuneration and benefits.
  • Ensure alignment of the HR systems with prevailing policies.
Payroll Administration
  • Manage the payroll administration of the SACAA to ensure compliance with statutory legislation.
  • Ensure integrity of payroll system.
  • Maintain an HR information system to inform data intelligence services needed to facilitate decision making.
  • Develop metrics for analysing data for purposes of producing statistical reports.
  • Conduct monthly data quality assurance on payroll system such as recording leave captured in the system, updating organisational structure information etc and audits against Corporate HR reports.
  • Ensure that an accurate statistical database of employees is maintained and available at all times.
Remuneration and Benefits
  • Develop, implement and manage legal compliance, remuneration and benefits processes, systems, procedures and practices of the SACAA.
  • Accountable for policy and benefit management and related education across the organisation.
  • Undertaking benchmarking exercises and assignments in remuneration and benefits management practices, job evaluation and salary reviews.
  • Develop and evolve the organisation’s pay scale and structure.
  • Conduct benchmarks of Pay Scales in the market when necessary and make recommendations to the Executive HR.
  • Ensure that the organisation’s pay scale complies with relevant laws and regulations.
  • Oversee the distribution of pay to employees.
  • Ensure employees are paid in line with the SACAA policies.
Client Liaison
  • Provide the SACAA management and staff with the necessary assistance and advice regarding HR matters.
  • Liaise with external clients.
People Management
  • Ensure the appointment and retention of competent direct reports.
  • Manage key performance areas of subordinates to ensure achievement of individual and Divisional objectives.
  • Ensure the appointment and retention of competent reporting staff and the management of their key performance areas to achieve divisional objectives.
  • Mentor, coach and develop staff.
  • Motivate staff to achieve individual, Divisional and organisational goals.
Human Resources Records Management
  • Oversee Human Resources records management.
  • Collaborate with HR Operations to ensure employee and payroll data integrity.
Management of Reports
  • Compiles monthly, quarterly, annual and adhoc reports.
  • Partner with managers to help develop promotion and retention strategies for existing employees.
  • Develop a departmental budget and keep operations within that budget.
  • Oversee reports produced by compensation and payroll support team.
 
Requirements
Education
  • Minimum
Relevant Bachelor’s degree (HR or Finance or related field) or equivalent
  • Ideal
Relevant NQF level 8 equivalent
 
Experience
  • Minimum
7 years’ payroll and employee benefits exposure
5 years’ management experience
  • Ideal
7 years’ management experience in employee benefits
Good understanding of payroll systems

​TRAINEE SAFETY INFORMATION OFFICER (MIDRAND)

Description
OVERALL, PURPOSE OF THE JOB
The incumbent will be trained to provide support on safety information on incident and accident data and to improve on effectiveness and efficiency of the department by capturing safety data providing analysis and dashboarding statics
 
Aviation Safety Information training
  • The Trainee Aviation Safety Information Officer will be trained to: 
  • Capture data from available records into the required formats e.g. databases, table, spreadsheet.
  • Verify query missing data and errors observed during data entry
  • Review and validate all data from the records and maintain confidentiality and security of sensitive information.
  • Make regular backups of data 
  • Update registers and statistics to ensure all data is up-to-date and accessible for team use.
  • Assist in the conduct of safety studies and research on available data and comparative data from other states
  • Assist in the preparation of reports to support the monitoring and analyses of trends and produce reports on a monthly and quarterly basis
  • Keep records of all the report.
  • Support the team with any additional administrative tasks when required.
 
Requirements
Minimum Qualifications:
  • National Diploma in safety management or relevant NQF level 6 Tertiary Qualification 
Ideal:
  • Degree in Statistics, Data Science, Information Systems/ Informatics or any Quantitative Management qualification Basic Certification in aircraft accident investigation  
 
Experience
  • 1-2 years Data capturing and analysis role or
  • 3 years Administration  
  • Aviation experience would be advantageous
