Purpose Statement
To provide a value adding Certification accreditation service to the SABS through analysis, development, monitoring and implementation of controls and audits which meet the requirements of the SABS Accreditation processes and procedures.
 
Minimum Requirements
  • National Diploma / Diploma in a relevant scientific or engineering field
  • SAATCA Registration is advantageous
  • SANAS Assessor experience is advantageous
  • 3 years relevant work experience
  • Systems Certification and/or Product Certification work environment experience is preferred
  • Auditing of Systems Certification and/or Product Certification processes is preferred
 
Duties and Responsibilities
Functional Management
  • Analyse, evaluate, develop, and implement new control systems that optimize operations or utilize new technologies for Accreditation internal auditing.
  • Lead the planning, scheduling and conducting of internal audits in line with client and SABS requirements and allocate roles and responsibilities as required.
  • Prepare for internal audits according to stipulated requirements.
  • Lead and participate in pre-audit meetings and complete audit preparations.
  • Maintain internal control systems by updating internal audit programs and questionnaires as relevant to the scope of the audit.
  • Conduct onsite witnessing of certification audits to evaluate the effectiveness of the accreditation audit process.
  • Accurately record, review, and interpret data to determine the quality of information.
  • Write and submit comprehensive audit reports to clients based on the scope of work required.
  • Implement and analyze the root cause analysis process for nonconformities raised during assessments and internal audits.
  • Lead the preparation and presentation of audit and inspection findings to relevant stakeholders.
  • Verify clearance certification of IRQ’s submitted to Accreditation through the IRQ system within set timelines.
  • Provide guidance to assessors during external assessments (SANAS/RVA).
  • Review documents and ensure alignment to best practice when submitting on the document control system.
  • Analyse certification related complaints and non-conformances and provide advocacy to line management on trends.
  • Conduct training on accreditation requirements as required.
  • Review submitted audit packs and make certification decisions on audited companies receiving certification and or recertification permits and/or certificates.
  • Keep abreast of national and international accreditation requirements and changes and best practice certification standards in order to provide advice to line management.
 
Risk and Compliance Management
  • Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks.
  • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.
  • Support and provide evidence to all internal and external audit requirements.
  • Support the maintenance and enforcement of related Service Level Agreements to minimise business risk and ensure business continuity.
  • Ensure adherence to all relevant laws, policies and Standard
  • Operating Procedures throughout the organisation.
 
Stakeholder Management
  • Build and maintain effective internal and external stakeholder relationships for the purpose of expectations management, knowledge sharing and integration, and to manage the organisation’s reputation.
  • Represent and participate in the organisation’s committees and tasks teams when required.
  • Convene, chair and attend meetings and present findings and business cases to relevant stakeholders when required.
  • Provide technical support on projects when required.
  • Actively liaise and build relationships with SABS clients and service providers so as to ensure that the service standards are met appropriately.
  • Effectively manage customer complaints through timeous resolution and/or escalation as required.
  • Analyze queries and develop mechanisms to proactively resolve common issues and share lessons learned.
  • Ensure the documentation of all stakeholder engagements to ensure continuity for future engagements.
  • Participate and attend relevant body’s technical meetings and forums and recommend changes within relevant internal SABS forums.

Purpose Statement
To facilitate the timely development and maintenance of South African National Standards according to defined processes and procedures including amongst others research tasks, the engagement and effective operations within committees and their members in order to formulate technical requirements in standards.
 
Minimum Requirements
  • National Diploma in Mechanical Engineering or Transportation (NQF Level 6).
  • 3 years relevant industry experience.

Duties and Responsibilities
Functional Management
  • Research the requirements for new standards and evaluate standards under review, following standard operating procedures.
  • Ensure completeness of proposals substantiating the relevance and need for a national standard (e.g., economic, policy, regulatory, conformity assessment, health, safety, and environment, etc.).
  • Submit research outputs and recommended plan to internal and external stakeholders for review.
  • Keep abreast of new standards or projects (international and Regional) in other areas as relevant to projects within sphere of control.
  • Provide support and guidance to more junior team members where required.
  • Work on multiple projects (complex) simultaneously
  • Develop or innovate new theories/ solutions
  • Discuss and assist line management to make sure that the standards development team and current technologies are aligned with the business' goals and vision of the organization.
  • Facilitate the development of South African National Standards and other related deliverables in line with the division’s processes and procedures.
  • Plan and adhere to all milestones for the delivery of the standard together in consultation with line management.
  • Formulate working drafts in collaboration with the working group members according to the preliminary work item and capture technical requirements into written standards.
  • Prepare and circulate committee drafts according to Rules for the Structure and Drafting of National Standards Document (ARP 013) and ensure consensus is reached on the draft
  • Facilitate the process for the editing of the draft documents and ensure that documents are technically reviewed, and drawings are prepared and typed as required.
  • Monitor the timeous circulation of Draft South African Standard
  • Collate comments received at the Draft South African Standard stage.
  • Ensure due process is followed including the quality of publications.
  • Provide progress reports and escalate to line management on deviations as required.
  • Ensure that all projects identified have been registered
  • Provide consolidated viewpoint from mirror committee on international documents and the decisions of the mirror committee.

Duties and Responsibilities
Operational Management
  • Contribute towards the development of operations strategy for the Division and ensure alignment of this strategy with the plan for the cluster overall.
  • Ensure productivity is measured effectively against set objectives to improve customer satisfaction. 
  • Manage and ensure the drive of continuous improvement activities.
  • Manage the cluster and ensure that it contributes to the achievement of business objectives.
  • Manage operations effectively to deliver services within timelines and prescribed quality through effective resource management.
  • Use insights gained through business information to compile reports, and metrics to measure success and inform the business decisions within area of responsibility.
  • Put measures into place to improve productivity.
  • Provide subject matter expertise to the organisation regarding cluster operations protocols and processes within area of specialisation. 
  • Ensure clear alignment between the actions and goals of the Laboratory Services cluster and individual laboratories within scope of control.
  • Advise the Divisional Head on matters related to key stakeholders within scope of control as it relates to the cluster.

Functional Management
  • Manage the provision of Laboratory Services to support the delivery of SABS Strategic objectives.
  • To oversee the implementation and improvement of Laboratory Services operating standards and procedures to enhance the SABS levels of quality services.
  • Ensure the effective implementation and maintenance of the quality management systems.
  • Ensure development, implementation and maintenance of cluster-specific technical capabilities (human and infrastructure renewal for example).
  • Oversee the process for the acquisition, maintenance and disposal or refurbishment of laboratory assets.
  • Develop, implement and maintain cluster-specific Laboratory Services test methods.
  • Ensure forecasting, planning and scheduling of testing activities (sample level) in collaboration with the Programme Management Office.
  • Collaborate effectively with relevant stakeholders to achieve divisional objectives.
  • Collaborate with the customer partnering team in the development of new products or solutions.
  • Develop and implement a cluster-specific Laboratory Services strategy.
  • Develop and implement the cluster-specific quality control measures for all Laboratory Services standards, procedures and policies.
  • Keep abreast of new Laboratory technology trends within South African organisations involved in innovation, research and development and commercialization, through attendance of conferences, seminars and training.
  • Ensure that Laboratory Services policies and procedures are constantly reviewed and revised to remain appropriate to current risk exposure.
  • Ensure proper records management.
  • Develop cluster-specific Laboratory Services practices by conducting awareness sessions with all laboratory staff across SABS.
  • Responsible for driving internal operational efficiency and excellence at cluster and divisional level.
  • Provide cluster-specific operational performance feedback. 
 
Risk and Compliance Management
  • Ensure the mitigation of the cluster’s risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.
  • Manage compliance, ensuring that all SABS employees, adhere to all SABS Laboratory Services protocols.
  • Responsible for the coordination and maintenance of quality risk management in line with ISO, Accreditation and regulatory requirements.

Financial Management
  • Provide input in the planning and compilation of the annual budget aligned to the tactical delivery plans to support the implementation of set objectives.

Duties and Responsibilities
Functional Management
  • Supervise the committee administrators including the coordination of standardization committee activities in the division.

  • Analyse and report on relevant trends and make recommendations where required.
  • Ensure that all contact information is kept updated.

Purpose Statement
To provide a value adding certification service to the department and division through technical expertise and review, which meet the requirements of Accreditation and SANS/ISO Standards and the SABS policies, processes and procedures. 
 
Minimum Requirements
  • National Diploma / Diploma in a relevant technical field 
  • SAATCA Registration is required
  • 3 years relevant work experience in a relevant technical environment
 
Duties and Responsibilities
Functional Management
  • Conduct sales application reviews of existing customers.
  • Review the planning, scheduling and executing of audits in line with client and SABS requirements.
  • Review audit reports of clients based on the scope of work required. 
  • Conduct on-site peer reviews of auditors as required.
  • Review AB submissions per Accreditation, ISO and SABS requirements.
  • Provide technical support to guide the quotation process for new clients and permit extensions through Technical Reviews.
  • Assist Sales BU with technical expertise for clients where required.
  • Submit all relevant reports within scope of control and on time.
  • Contribute to the development and execution of the Certification Systems Operational Plan (6- month view) to meet capacity and requirements (for new and existing customers).
  • Provide subject matter expertise to the organization as a Technical Reviewer and CTC member.
  • Contribute to the effective functioning of CTCs.
 
Risk and Compliance Management
  • Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks.
  • Support and provide evidence to all internal and external audit and regulatory requirements.
  • Maintain quality risk management standards in line with regulatory requirements.
  • Maintain and enforce all related Service Level Agreements to minimise business risk and ensure business continuity.
  • Adhere to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
  • Provide technical expertise on schemes to ensure adherence to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
 
Stakeholder Management
  • Contribute to maintaining effective internal and external stakeholder relationships for the purpose of expectations management, knowledge sharing and integration, and to manage the organisation’s reputation.
  • Provide mentorship, coaching and/or skills transfer to staff regarding systems / product schemes.
  • Represent and participate in the organisation’s committees and tasks teams when required.
  • Convene, chair and attend meetings and present performance and business related information to relevant stakeholders when required.
  • Ensure the provision of excellent customer service.
  • Resolve queries and problems within span of control and within agreed time frames.
  • Follow up on unresolved queries and complaints where required.
  • Liaise with relevant stakeholders regarding follow-up of information, as required for tender requests.
  • Provide subject-matter advocacy and expertise to all relevant stakeholders.
