Main purpose of position
Manage resources, facilities, finance, equipment of OB Units Section in order to contribute to effective / efficient production/ broadcast support in line with industry standards and customer requirements
 
BUSINESS OPERATIONAL EFFICIENCY
  • To ensure facility /resource availability target are met
  • Achievement of agreed targets on 20/80 principle (key deliverables)
  • Production in accordance with customer requirements and broadcast standards
  • Monthly report to bean accurate reflection of status on deliverables
  • Project completion in time and within approved budget
  • Accurate reporting on project status
  • Set service delivery standards and lead team to achieve them
  • Facilitate updated SOP’s to promote best practice

FINANCE & PLANNING

 INHERENT/MINIMUM REQUIREMENTS
 QUALIFICATIONS
  • 3 Year Technical National Diploma (Electronics –Light Current) (NQF6).
  • Valid Code EB Driver’s License.
 
EXPERIENCE
  • 4 years broadcast experience at supervisory or supervisory/specialist level

  • Advanced understanding of SABC broadcast operations
  • Good understanding of equipment & facilities within broadcasting production environment
  • Understanding of broadcast standards
  • Advanced understanding of customer requirements
  • Providing Technical/Operational Support & Advice

SENIOR SCHEDULING ANALYST
Reporting line: Regulatory Compliance Specialist

Main purpose:          
Reporting to the Regulatory Compliance Specialist: To assist Policy and Regulatory Affairs Department to perform its scheduling analysis function in respect of TV and Radio performance against license conditions and other regulatory requirements.
 
DUTIES AND RESPONSIBILITIES:
BUSINESS OPERATIONAL EFFICIENCY  
  • Analyse preliminary schedules and alert scheduling managers if quotas are not met to ensure a high level of awareness on regulatory responsibilities.
  • Analyse reconciled broadcast schedules and provide feedback to channels on performance against licence conditions and regulations for inclusion in monthly reports.
  • Conduct data analysis and relevant scenario planning to ensure compliance by TV and Radio.
  • Calculate impact of proposed schedule changes on mandate compliance; sift data, notice trends and variances.
  • Extract and validate data from Integrated Broadcast Management System (IBMS) or Television Broadcast Management system (TVBMS) for analysis of Television schedules.
  • Plan for the implementation when new licence conditions and regulations prevail.
  • Ensure that data capturing is correct and identify data conflicts.
  • Promote the ethos of the Public Broadcaster in respect of its mandate.
  • Monitor and Evaluate TV and Radio services to ensure compliance.
  • Provide monthly reports and give regular feedback.
GOVERNANCE, RISK AND COMPLIANCE
  • Adhere to South Africa’s Constitution, all broadcasting and other legislation, Icasa regulations, the BCCSA Codes of Conduct, Press Council Code, SABC editorial policies and news and current affairs style guide.
  • Monitor implementation of Standard Operating Procedures (SOP).
  • Monitor and report on the internal risk.
STAKEHOLDER MANAGEMENT    
  • Contribute towards Liaison with ICASA on the reporting about compliance.
  • Liaise with Internal Stakeholders with regards to compliance (Radio, TV and BIT)
  • Represent the department in meetings with channels.
  • Represent the department in all discussions related to the introduction of new software systems in the SABC (TVBMS, SAP, etc.).
LEADERSHIP AND SUPERVISION  
  • Coach, mentor and develop the team.
  • Manage the employee relations to ensure conducive and productive working environment.
  • Ensure the implementation of organisational development initiatives i.e. Wellness, Employment Equity, Career Progression, Talent Management, and Human Capital Planning etc.
 
 INHERENT/MINIMUM REQUIREMENTS
 QUALIFICATIONS
  • National Diploma / Degree in Human Sciences majoring in   Statistics or equivalent qualifications. (NQF6/7)
 EXPERIENCE
  • 5 years’ experience in data analysis and policy regulatory environment.
 
KNOWLEDGE
  • Knowledge of the new licensing conditions, broadcasting regulations and editorial policies.
  • Excellent organizational, planning & communication.
  • Understanding of broadcast policy and regulations.
  • Ability to manage relationships across all levels
  • Knowledge of governance and organizational processes
  • Understanding of the broadcast industry
  • Statistical analysis.
