NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. The Energy Regulator wishes to recruit personnel with appropriate competencies in the following area: 
 
Senior Financial and Market Analyst
Department: Gas Pricing and Tariffs (GPT)
Salary package: R683 062.00 – R936 663.00 per annum (CTC)

Requirements: * Bachelor’s Degree in Accounting, Finance or Economics * Minimum of six (6) years working experience that could be applied to piped-gas pricing and tariffs.
 
The candidate must be competent in the following: * Modelling and spreadsheets * Report writing Skills * Interpersonal Skills * Computer Literacy (MS Excel, Word, Power Point and Microsoft Project) * Analytical Skills * Interpersonal Skills * Communication (verbal and written) Skills * Leadership Skills * Time management Skills * Decision-making and accountability. 
 
Key responsibilities: Reporting to the Head of Department: Gas Pricing and Tariffs, the Senior Financial and Market Analyst will assist the Regulator in discharging its responsibilities with regard to unbundling of accounts and tariffs. The successful incumbent will be responsible for: * Developing, reviewing and implementing guidelines for the separation of accounts for the unbundled business as per the legislative requirements and implement these 
* Implementing and reviewing tariff guidelines for transmission tariffs * Monitoring of Gas Tariff Agreements * Developing a methodology to determine maximum prices for all classes of customers as required by the Gas Act * Administering the Regulator’s pricing and tariffs responsibility as it relates to the Gas Act, the Mozambique Gas Pipeline Agreement, Gas Regulations, Gas Rules and Regulatory Decisions * Conducting economic analysis of licence applications * Compiling Energy Regulator’s submissions * Assisting in the development of processes, procedures and systems to regulate the piped-gas industry * Participating in all projects, where required, in line with NERSA’s business process and team-based network structure principles, either as a leader or in support of such * Supporting the Head of Department: Gas Pricing and Tariffs on any ad hoc task or activities that might be directed to the Department.
