The Roads Agency Limpopo SOC Limited was established under the Limpopo Roads Agency and Proprietary Limited and Provincial Roads Act 7 of 1998 as amended. RAL is mandated to plan, design, construct and maintain the Limpopo Provincial Road Infrastructure. SENIOR MANAGER COMMUNICATIONS 
PERMANENT (MARKET RELATED COST TO COMPANY) 
 
REQUIREMENTS
 Bachelor’s Degree (NQF 7) & Honours/Postgraduate Diploma (NQF8) in Communications, Brand Management, Media Studies or Public Relations. 
 MBA / MBL/ MSC qualification will be an added advantage. 
 10 Years in Media, Communications and Public Relations environment. 
 
KEY RESPOSIBILITIES (BUT NOT LIMITED TO) 
 
PLANNING
 Develop communications strategy 
 Give inputs towards strategic and operational planning 
 Create and implement all communication plans 
 Ensure an effective communication strategy is developed 
 Decide within budgetary guidelines what to purchase 
 Give inputs towards annual budget re communication 
 Ensure activities has been predetermined by budget 
 
ORGANISING
 Recommend changes to the unit organisation structure to meet strategic needs, re. communications 
 Ensure the right mix of skills and staff is appointed 
 Ensure efficient reporting structures are in place 
 Implement all communication plans 
 Approve and implements reporting and control systems 
 Evaluate and monitor the existing processes to optimise staff, equipment and process efficiency and reliability 
 Ensure relevant and timeous recording of information 
 Ensure efficient reporting management structures are in place 
 Ensure staff capacity planning to produce sufficient outputs to meet programmes in the most cost effective and professional way 
 
LEADING
 Ensure meetings on internal communication takes place in the division 
 Communicate with and inform own staff of relevant information including policy, finance and business 
 Attend to employee relations 
 Develop a team-based culture 
 Empower staff by ensuring training and develop takes place 
 
CONTROL
 Review staff performance against objectives and to determine further training needs 
 Ensure control systems are in place to measure the most relevant activities and processes

ASSISTANT COMPANY SECRETARY 
PERMANENT (MARKET RELATED COST TO COMPANY)
 
REQUIREMENTS
 LLB degree 
 5 years legal experience as assistant Company Secretary or legal Advisor in the public sector. 
 Admitted as an attorney/advocate is a must 
 Authentic Letter of good standing from LPC is compulsory 
 Registration with the Institute of Company Secretaries of Southern Africa (ICSA) will be an added advantage. 
 A valid driver’s license and willingness to travel extensively and working beyond office hours. 
 
KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO) 
 Fulfilling the statutory duties of the Company Secretary in terms of Section 88 of the Companies Act, 71 of 2008 
 Rendering administrative support to the Company Secretary and the Board of Directors 
 Administrating all company secretarial documents for the Agency, 
 Maintaining records, filing systems, statutory books and records 
 Coordinating meetings and attending to all statutory enquiries 
 Assisting with the compilation of the Company's Integrated and Sustainable Development reports as well as all other statutory reports 
 Arranging meetings of the Board of Directors and its committees and ensuring that all logistical arrangements concerning meetings are attended to 
 Preparing minutes, action sheets and Chairpersons’ Reports, meeting agendas, board papers and board packs, advisory notes and all other documentation that may be required by the Company Secretary 
 Conducting research on behalf of the Company Secretary.

LEGAL ADVISOR

REQUIREMENTS
 LLB degree 
 5 years’ relevant legal experience in the public sector. 
 Admitted as an attorney/advocate 
 A valid driver’s license 
 Willingness to travel extensively and working beyond office hours. 
 
KEY RESPOSIBILITIES (BUT NOT LIMITED TO) 
Evaluate and monitor processes: 
1. Constantly evaluate, monitor and update the existing legal processes in RAL to optimise legal advisory services rendered to the entity and to management. 
2. Make recommendations to the Company Secretary and Chief Legal Counsel, where inefficiencies are identified. 
3. Ensure relevant and timeous recording of legal information. 
4. Ensure information stored meets reporting requirements. 
 
Update policies & procedures according to statutory requirements: 
1. Update legal policies and procedures, as required. 
2. Communicate any proposed updates with the Company Secretary and Chief Legal Counsel and ensure that employees are informed of any such updates. 
3. Ensure regular departmental meetings take place. 
 
Handle MVA Claims and litigation: 
1. Prepare cases for litigation. 
2. Liaise with attorneys on all claims and litigious matters. 
3. Evaluate, assess, authenticate and ensure settlement of MVA claims. 
4. Review documents from attorneys to ensure that the best interests of RAL are upheld. 
5. Process motor vehicle accident (MVA) claims. 
6. Liaise with RAL attorneys on litigation matters. 
 
Contracts:
1. Develop and review draft contracts for consideration by the Company Secretary and Chief Legal Counsel. 
2. Ensure that RAL and its service providers discharge their contractual obligations.
3. Review and update the contract register on a quarterly basis. 
4. Ensure that all contractual obligations arising from the appointment of service providers are complied with. 
 
Perform duties related to reporting: 
1. Compile quarterly and annual reports. 
2. Implement a suitable filing system. 
3. Prepare annual and quarterly budgets.

PROJECT MANAGER: OPERATIONS 
PERMANENT (MARKET RELATED COST TO COMPANY) 
 
REQUIREMENTS
 BTech /Degree in Civil Engineering or equivalent. 
 Registration with ECSA as a professional engineer or technologist will be an advantage. 
 Relevant experience in roads and related structures for a minimum of 7 years post qualifications. With 5 years’ experience in project delivery and contract management (GCC). 
 A Valid driver’s license. 
 Willing to travel extensively 
 
KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO) 
 Manage projects according to sound engineering principles. 
 Manage quality and ensure compliance with standard specification. 
 Monitor progress against time, quality, and cost. 
 Liaise with contractors, consultants, and stakeholders on project-related issues. 
 Control of project expenditure against the approved budget. 
 Check and certify the validity of payment certificates for approval.

 Minimum of 5 years' experience in managerial role, including at least three years focused on stakeholder relations.

RE-ADVERTISEMENT: ASSISTANT MANAGER ENVIRONMENTAL MANAGEMENT X2 
PERMANENT (MARKET RELATED COST TO COMPANY) 
 
REQUIREMENTS 
 Bachelor’s Degree/B-Tech in Environmental Sciences/ Environmental Management (NQF 7) 
 4 years’ work experience in the environmental management field and compliance with environmental legislations 
 Registration with a Professional Body: EAPASA, (SACNASP- Environmental science) will be an added advantage 
 A valid driver’s license •Willingness to travel extensively and working beyond office hours. 
 
KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO): 
 Ensure environmental planning forms are completed for projects at the design phase. 
 Screen the required environmental authorisations. 
 Provide technical inputs at Design presentation meetings. 
 Conduct site inspection to determine environmental aspects and impacts per project. 
 Rate the level of significance of impacts per project with applicable environmental management tools 
 Attend pre-application meetings with the stakeholder department to verify applicable environmental tools 
 Ensuring the application for Environmental authorisations for EIA-listed activities applicable to the road/bridges and borrow pits in each project. 
 Monitor the online application process for the GA/WULA for water uses. 
 Ensuring the application for the tree removal permit 
 Manage/Oversee the utilisation and rehabilitation process of borrow pits 
 Develop and implement plans to raise awareness for project teams (contractor, engineer). 
 Liaise with stakeholder department for assistance on awareness of the Damage Causing Animals (DCA), The Big 5, Reptiles (Snakes, Crocodiles) 
 Manage Environmental Assessment Practitioners (EAP) to adhere to the stipulated EIA process and time frames. 
 Ensure that reports and applications compiled by EAP comply with statutory requirements. 
 Ensure that EAP can produce thorough, readable, and informative reports • Conduct workshops on environmental management tools and terms of reference outlining the roles and responsibilities of the EAP 
 Ensure that each project has a site-specific construction EMP 
 Monitor compliance with the EMP and the conditions of the Environmental authorisations and permits 
 Ensure major environmental pollution incidents are promptly addressed 
 Engage with stakeholder departments, traditional authorities, and interested and affected parties during the EIA process. 
 Conduct joint inspection with the compliance and enforcement units from DWS, LEDET, DMRE 
 Liaise with various government departments (e.g., DFFE, DWS, DMRE), and other relevant departments to agree on issues of environmental compliance and procedural guidelines before and after project implementation 
 Ensure interested and affected parties are notified about the environmental authorisations issued. 
 Assist the Environmental Assessment Practitioner (EAP) with stakeholder consultation for EIA processes 
 Ensure that EAP environmental assessment practitioners have access to adequate information systems to preserve data
