ASSISTANT COMPANY SECRETARY

Job Purpose: 
The Assistant Company Secretary is responsible for ensuring the smooth running of Board activities, coordinating Board and its Committee as well as Shareholders Committee meetings. The incumbent will assist in ensuring the effectiveness of the Company Secretariat. 
 
KEY JOB RESPONSIBILITIES: 
  • Develop a Board and Committee Calendar of meetings aligned to all compliance imperatives. 
  • Efficiently arrange all Board, its Committees as well as Shareholders Committee meetings. 
  • Prepare Board, its Committees and Shareholders Committee electronic packs for distribution prior to the scheduled meetings in line with set timelines. 
  • Prepare minutes of Board, its Committees and Shareholders Committee meetings as well as in line with the set timelines. 
  • Ensure that minutes and agendas are distributed to recipients within the set timelines. 
  • Ensure sign-off of all minutes of the Board and Board Committees upon approval. 
  • Assist in preparation of Committee reports for the Chairpersons of Committees. 
  • Circulate meeting resolutions and action items and follow-up on completion of action items. 
  • Promote open communication to the Company Secretary team to ensure problems are addressed timeously and effectively. 
  • Keep abreast of knowledge of the latest development impacting corporate secretariat functional requirements and operations and advise accordingly 
  • Assist with the management of corporate governance issues and produce governance reports as and when required. 
  • Assist the Company Secretary in reviewing the Board Charter, Committees Terms of Reference and Annual Work Plans. 
  • Assist the Company Secretary in conducting Board/ Committee self-evaluation, induction an identify developmental programmes for the Board members 
  • Advise members on corporate governance imperatives and compliance requirements. 
  • Ensure that Members are constantly updated with relevant corporate governance prescripts 
  • Input into the Governance section of the Annual Report. 
 
QUALIFICATIONS AND EXPERIENCE: 
  • Matric (NQF level 4) 
  • Bachelor’s Degree (NQF Level 7) in LLB / BCom (Law) as essential. 
  • Chartered Governance Institute of Secretaries Qualification will be an added advantage. 
  • Four (4) to five (5) years of proven experience in Company Secretariat environment / Board Committees with sound knowledge and understanding of corporate governance, legislation applicable to public entities. 
  • Extensive experience in minute taking is essential.

EXECUTIVE MANAGER: TRAFFIC LAW ENFORCEMENT

Reports to: Chief Executive Officer 
Type of contract: Five (5) Year Fixed Term Contract 
 
Job Purpose: The incumbent is responsible for ensuring adherence to the RTMC Act, National Road Traffic Act, National Road Traffic Law Enforcement Code and other relevant law enforcement legislation.
 
KEY JOB RESPONSIBILITIES: 
  • Drive the implementation of the National Road Safety Strategy by: 
  • Developing, leading and directing the delivery of strategic objectives for the Traffic Law Enforcement and Road Safety fraternity 
  • Ensuring objectives are delivered uniformly and timeously in terms of performance expectations and strategic imperatives 
  • Study global and local trends in road transport, economics, governance, technology and human resources practices to identify opportunities and risks in support of national road safety priorities and the RTMC 
  • Develop a responsive Traffic Law Enforcement Strategy and ensure that Annual Performance and Operational Plans are aligned to the RTMC strategy 
  • Oversee the compilation of a policy framework within the Traffic Law Enforcement Programme and approve all policies and standard operating procedures before implementation 
  • Lead, direct and oversee the operations of the National Law Enforcement Fraternity 
  • Lead and direct the regulation of the Road Traffic Law Enforcement and Road Safety environment 
  • Lead, direct and oversee the operationalization of the National Law Enforcement Strategy and the associated codes and regulations across the three spheres of government 
  • Ensure compliance with all Traffic Law Enforcement Norms and Standards and ensure that implementation is monitored and inspected 
  • Ensure that road traffic law enforcement activities that are led and initiated by the RTMC are coordinated across the Traffic Law Enforcement fraternity and broader stakeholders 
  • Identify all risks in projects for Law Enforcement Planning and Operations and apply best practices in risk management 
  • Ensure compliance with all the appropriate control systems to manage Traffic Law Enforcement resources and assets 
  • Monitor all areas within the Law Enforcement Operations Division that enhance financial sustainability of RTMC 
  • Perform relevant people management functions within the allocated sections 
  • Build and maintain relevant stakeholder relationships 
  • Practice good corporate governance and ethical leadership in the execution of responsibilities 
 
QUALIFICATIONS AND EXPERIENCE: 
  • Matric (NQF Level 4) essential 
  • Degree in a related discipline or equivalent NQF level 7 qualification (Essential) 
  • Honours degree / Post Graduate diploma in a related discipline or Business (Essential) 
  • Master’s Degree in a related discipline or Business (Advantage) 
  • Ten (10) years relevant Law Enforcement related experience of which 5 to 8 years in a senior managerial role

​GENERAL MANAGER: LAW ENFORCEMENT OPERATIONS

Job Purpose: The position is responsible for ensuring adherence to the RTMC Act and other relevant law enforcement legislation. The incumbent is also responsible for overseeing the operations of traffic law enforcement actions and initiatives within the provinces. 
 
KEY JOB RESPONSIBILITIES: 
  • Develop an operational plan aligned with the national priorities and RTMC Mandate 
  • Develop performance measurements and mechanisms and ensure implementation of these through operational planning 
  • Adopt agile practices in planning and reporting on law enforcement performance 
  • Manage the communication flow between the different functions within and across all the functions in the Law Enforcement Programme and with stakeholders 
  • Identify and develop innovative law enforcement solutions and recommendations for implementation 
  • Facilitate and maintain effective stakeholder and business relationships through appropriate relationship building, networking and reporting activities 
  • Represent the organisation to stakeholders, associates and partners and maintain professional, effective and amicable relationships to ensure that national and RTMC priorities are upheld 
  • Ensure intelligence-led traffic officers deployment based on key objective of the RTMC
  • Identify and mitigate risks in law operations and include these in plans and reports, and ensure escalation mechanisms are developed for management intervention 
  • Implement controls for the management of law enforcement assets 
  • Provide updates and progress reports to the Executive Manager Law Enforcement on a regular basis for all projects and operations within Law Enforcement 
  • Conduct financial analysis in law enforcement operations for effective deployment of resources 
  • Perform general people management functions and effective capacity management to ensure smooth running of law enforcement operations 
 
QUALIFICATIONS AND EXPERIENCE: 
  • Matric (NQF Level 4) essential. 
  • Relevant Degree or equivalent NQF level 7 qualification. 
  • An Honours Degree or equivalent in a relevant discipline NQF 8 (Essential). 
  • A Master’s Degree in a relevant discipline (Advantage). 
  • 8 years’ relevant Traffic Law Enforcement experience of which 4 years should be at a Management level.

Job Purpose: The incumbent is responsible for representing Uthe RTMC at various legislative forums and technical committees concerned with the development of new road traffic and related legislation and regulations on National, Provincial and Local Government Level 
 
KEY JOB RESPONSIBILITIES: 
  • Consult on, conduct research, provide legal advice and prepare draft legislation amendments for proposed new legislation or amendments 
  • Represent the RTMC at National, Provincial and or Local Government statutory, technical legislative committees and or workgroups 
  • Develop and lead stakeholder engagements on new legislation proposed by RTMC 
  • Monitor and prepare comment / opinion on behalf of RTMC on proposed legislative amendments affecting the road transport fraternity. 
 
QUALIFICATIONS AND EXPERIENCE: 
  • Matric NQF Level 4 
  • LLB (or equivalent) Legal Degree 
  • Admitted Attorney or Advocate 
  • 6 - 8 years’ post admission experience in providing a legal advisory service for a large government department, corporate company and/or reputable law firm 
  • Knowledge of Public sector legislation & frameworks (advantageous)
