Purpose of the Job: Reporting to the Senior Manager: Service Delivery Excellence, the successful incumbent is accountable for the effective and efficient identification, planning and managements for the products and services of the Road Accident Fund.

Key Performance Areas
Master Resource Planning Management
  • Manage the product and services demands which influences the procurement process.
  • Ensure effective demand planning for business units.
  • Successfully communicate forecast and inventory estimations to management.
  • Optimise the balance of system data, forecasting, lead time and other demand drivers to assure inventory is aligned with demand.
  • Use SCM principles to comprehend all factors that can influence and affect the forecast, and communicate these factors the GM & Business Units.
 
Market Research and Analysis
  • Develop effective forecast models based on industry trends and demand patterns.
  • Propose and implement solutions to improve demand forecast accuracy.
  • Use analytical, marketing, and SCM data to effectively estimate future product demands.
  • Plan products and services flow, analyse available data, benchmark with organisations of similar size and nature and generate forecasting solutions.
 
 
Effective Vendor Database Management
  • Develop and implement practices and processes to maintain and update the Vendor Database.
  • Report on the Vendor Management database.
  • Add additional commodities as required by the RAF.
 
Coordinate the Specifications for Approval by Business Units
  • Coordinate the process of product or service specification for the purposes of looking for the right service provider.
  • Develop and implement strategic sourcing contracts/partnerships in the best interests of RAF:
  • After performing market analysis.
  • After performing business need.
  • Obtaining requisite approval.
  • Manage and maintain the Specifications Repository.
 
Procurement Packages and SCM Methods Management
  • Manage the development of standard procurement packages for approval.
  • Facilitate the approval for strategic socio-economic objectives & levels per commodity for inputs & planning purposes.
  • Ensure that the approved procurement plan template is shared with the business units.
  • Facilitate approval of procurement requirements.
  • Ensure that procurement scenarios are defined and local content percentage is specified.
  • Ensure that performance target and procurement risks are quantified.
  • Manage drafting of commodity sourcing strategy.
  • Ensure confirmation of budget on a consolidated procurement plan.
  • Facilitate the approval of consolidated procurement plan by delegated authority.
  • Issue approved consolidated plan to National Treasury.
 
Risk Management
  • Conduct risk assessments and provide mitigating action plans.
  • Monitor and report on important changes in business forecasts, budgets, and business strategies.
  • Address demand-related issues in a timely and effective manner.
  • Analysis of root cause failures for missed customer deliveries as well as defining and executing measures for improvement.
 
Stakeholder Relations
  • Ensure the benefits of an efficient and effective customer driven department to internal and external stakeholders.
  • Develop strategies to cultivate greater feedback with external customers for the enhancement of service delivery.
  • Build mechanisms to encourage continuous engagement with key internal and external stakeholders to ensure a foundation for effective working relationships.
 
Reporting
  • Provide weekly and monthly accurate reporting as per specified timeframes and templates.
  • Track and report against set objectives and targets.
  • Report on emerging risks.
  • Provide ad hoc reports on process improvement and innovation.
 
 People Management
  • Plan and monitor team activities and outputs.
  • Ensure the development of operation plans and targets and implement for the department.
  • Identify training needs of the department.
  • Provide leadership and inspire team members towards high performance.
  • Manage performance and development of direct reports.
  • Provide coaching to team members on an ongoing basis.
  • Ensure a culture of excellence, high ethical standards and high performance.

Qualifications and Experience
  • Bachelor’s Degree or Advanced Diploma @ NQF Level 7 related qualification in Supply Chain Management/ Demand Management/ Financial Management.
  • Post graduate Diploma / Honours Degree/ Professional Qualification Degree @ NQF Level 8 related qualification in Strategic Sourcing/ Supply Chain Management/ Demand Management/ Financial Management will be advantageous.
  • Relevant 6 – 8 years’ experience in Supply Chain Management/ Procurement of which 2 years must have been on supervisory level.
  • Experience in SAP Procurement module or a similar ERP system.

Remuneration
Total cost to company applicable to this position is minimum R911 075.00 per annum, negotiable.
 
NB: "RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in a manner that will suit their needs".
