Purpose of the Job: Reporting to the Chief Procurement Officer, the successful incumbent is responsible for the preparation, analysis and coordination of own and other departmental SCM reports/ results as well as conformance to reporting and procedural standards. The role will also be expected to review frequent submissions to Bid Adjudication Committee, Assets Disposal, SCM Risk, Chief Financial Officer, Chief Executive Officer and other Business Executives to ensure that submissions are ascertain to accuracy, completeness and deadlines of the reports are met. Coordinating the compiling of monthly, quarterly, AGSA and National Treasury reports as per statutory requirements. Ensure that the office of the GM: SCM is up to date with the relevant information from internal and external stakeholders.

- Ensure that results of the SCM are correctly analysed, presented and reported in terms of relevant reporting indexes.
- Ensure timeous submission of SCM results and statistics within relevant deadlines set by the Office of the GM: SCM as well as determined by various legislation.
- Check technical correctness and compliance of financial results, statistics and reports.
- Coordinate compilation of inputs and preparation of SCM various report.
Incorporation of Technical Advice and Inputs in Relation to the Reporting Function from Manager, Senior Managers and General Managers, (Head Office as well as Regions)
- Coordinate with SCM managers in their relevant domains and ensure consistencies regarding reporting and delivery.
- Ensure submission of timeous projects within deadlines set as per the approved Procurement Plans, BAC schedule and other related stakeholders as well as determined by legislation.

Manage and Monitor Process of Effective, Accurate and Complete Records Management for Audit Purposes

- Ensure that all audit findings are coordinated effectively and report with respect to the following:
- Timeous submission of reports and results.

Terms of References and Other Regulations Governing SCM Operations
- Ensure that the department and subordinates conforms to the requirements of organizational policies, financial and budgetary controls in terms of the DoA and relevant financial policies.
- Quarterly review and assurance assessment of compliance to policy, procedures and ToR’s (informed by deviation report, other transactional analysis and records management status).
- Coordinate annual training/orientation sessions on Policy, Procedures, ToR’s and risk management.
- Ensure that no legal matters or disputes on record arising due to improprieties detected during SCM processes.
- Provide support with accessing and making available information timeously to SCM management in the correct format, content, completeness and accuracy.
Reporting
- Report process performance against SLA (weekly/monthly).
- Reporting on SCM lead times as per SLA.
- Coordinating timeous preparation of reports for discussion with Business Units (Divisions) - as per the SCM Dashboard (monthly).
Manage and Monitor Process of Effective, Accurate and Complete Records Management for Audit Purposes
- Maintain accurate records for SCM by recording and placing on record all decisions/actions taken.
- Ensure the safe keeping and confidentiality of all SCM records in the Office of the GM: SCM.
Promote Strong Customer Service Orientation and Delivery.
- SLA assessment and customer (All BU’s) feedback on rating.
- Dealing and resolving process and customer queries in an expedient and competent manner – 100% resolution within the timelines for each case.
Qualifications and Experience
- Bachelor’s Degree or Advanced Diploma @ NQF Level 7 in Supply Chain Management/ Financial Management related qualification.
- Member of Chartered Institute of Purchasing and Supply (CIPS) would be an added advantage.
- Relevant 3 – 4 years’ experience in a Supply Chain Management environment.
- Experience with majority of SCM ERP system.

Remuneration
Total cost to company applicable to this position is minimum R502 953.00 per annum, negotiable.
NB: "RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in a manner that will suit their needs".
