Total remuneration package will be in terms of Government Gazette No. 42023 dated08 November 2018 (i.e. Minimum 8781 460; Midpoint 0868 290 andMaximum R955118 per annum) Plus 4% of Rural allowance p a.
REQUIREMENTS:
• Bachelor Degree in Public Administration/ Management Sciences/ Law; or equivalent.
• Five years relevant experience at middle management level,
• Have proven successful management experience in administration
• Certificate in Municipal Finance Management Programme Level 6 or Certificate Program in MunicipalDevelopment (CPMD) in line with Minimum regulations on competency level of 2007 as an addedadvantage.
• In terms of exemption note of 03 February 2017, the candidate should be given an opportunity to obtain theminimum competencies within 18 months after the appointment if not in the possession of the certificate
• The need for signing of an employment contract, a performance agreement and disclosure of financialinterest
• The need to undergo security vetting and undergo competency assessment test
• Valid driver's licence and NO criminal record.
KNOWLEDGE:
• Good knowledge and understanding of relevant policy and legislation
• Good understanding of institutional governance systems and performance management
• Good knowledge of corporate support services, including:
• Labour Relations Act, and other labour related prescripts
• Legal background and Human capital management and
• Knowledge of coordination and oversight of all specialised support functions
• Budget and finance management and ability to be an innovative and strategic leader.
• Good facilitation and communication skills in at least two of the three official languages
KEY PERFORMANCE AREAS:
• Providing an advisory role to Council regarding all aspects falling within the scope of work and carryingout Council decisions
• Development implementation and management of strategic goals, policies, procedure and plans forDirectorate aligned with the municipal strategic goals
• Providing legal advice and administration services
• Administering property/estates. Compiling and updating delegated powers and policy matter.
• Taking responsibility for the secretarial services of the whole Council.
• Updating statutes and Council By-Laws, Human Resource Management, including Personnel Provision andLabour Relations, Organizational Development, and Occupational Health and Safety.
• Overseeing the implementation of BCEA, Collective Agreements per Labour Relations Act, EmploymentEquity Plan and Skills Development Plan.
• Providing strategic Human Resources direction, advice and liaison services to line functionaries andmanagement.
• Development of performance contracts of managers and facilitating the implementation thereof.
• Overseeing Records Management and Promoting sound Labour Relations
The incumbent will be required to sign a performance agreement

CHIEF FINANCIAL OFFICER

REQUIREMENTS:
• B degree in fields of Accounting, Financial Management, Economics or Chartered Accountant (SA) and National Diploma in Accounting, Finance or Economics.
• Five years relevant experience at middle management level,
• Minimum of 5 years' experience at middle management levels, preferably within local government environment
• Certificate in Municipal Finance Management Programme Level 6 or Certificate Program in Municipal Development (CPMD) in line with Minimum regulations on competency level of 2007.
• The need for signing of an employment contract, a performance agreement and disclosure of financial interest
• The need to undergo security vetting and undergo competency assessment test
• Valid driver's licence and NO criminal record.
KNOWLEDGE:
• Advanced knowledge and understanding of relevant policy and legislation

• Ability to prove strategic, visionary and innovative leadership.
• An in-depth practical knowledge and understanding of the MFMA, GRAP, GAMAP, DORA, Treasury regulations, Municipal policies and By-laws.
• Ability to communicate and negotiate at all levels of government and with all relevant stakeholders.
KEY PERFORMANCE AREAS:
• Provides strategic financial management direction, advice, and leadership to the Budget and Treasury Directorate and the Local Municipality.
• Ensure the provision of an effective financial management service by implementing and maintaining an effective Financial Management Service inclusive of policies, procedures, standards, practices, anti-corruption measures and an effective accounting service within the Municipality.
• Provides strategic direction to the financial planning and budgeting process within the Municipality, and ensure that the strategic plan is consistent with the MTEF, MFMA and Treasury Regulations.
• Ensure effective revenue collection systems that are consistent with the Municipal Systems Act and an effective system of expenditure management.
• Supports the Accounting Officer and other Senior Managers in the execution of their functions.
• Oversee and lead the budgeting process in compliance with National Treasury guidelines and to monitor the utilisation of budgets within the organisation.
The Incumbent will be required to sign a performance agreement.
