RAILWAY SAFETY REGULATOR (RSR)

REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • A minimum qualification of bachelor’s degree or National Diploma in Supply Chain Management, Logistics, Business Management, or related field.
  • A postgraduate qualification and audit experience with the Auditor General (AGSA) will be an added advantage.
  • Applicants must have a minimum of six (6) years’ experience in Supply Chain Management or related field (preferably in the public sector) with at least three (3) years in a supervisory role or junior management.
 
SKILLS AND COMPETENCIES:
  • Knowledge of Demand, Acquisition, Logistics, Travel, Contract, Risk management and Audit processes.
  • Knowledge of HR management practices, legal issues, negotiations and dealing with conflict.
  • Ability to control and manage the acquisition of goods, services, and assets of the department.
  • Ability to develop, interpret and apply policies, strategies, and legislation.
  • Knowledge and experience in implementation of Procurement Policies and procedures
  • In-depth knowledge of B-BBEE and preferential procurement legislation
  • Positive interaction with external as well as internal stakeholders
  • Keep up to date with best practices
  • Accuracy and pay attention to detail
  • Ability to under pressure
 
KEY RESULT AREAS:
  • Consolidate information from business units to develop procurement plan.
  • Verify specification for correctness and in compliance with prescribed legislative prerequisites
  • Review bid specifications / terms of reference and integrate the evaluation and assessment criteria
  • Provide procurement guidance, advice and support in the development or preparation of the pre-tender bid documentation to ensure that the pre-tender and post-evaluation processes are executed or managed according to all the required standards, policies, and procedures.
  • Review the Bid Evaluation reports, bids documents, proposals, evaluation score sheets and ensure that the inconsistencies are addressed.
  • Ensure detailed documentation and verification reviews at all stages of supply chain from need identification to need satisfactions.
  • Assess the contract management process and conduct spot checks to detect non-compliance for corrective action plans.
  • Monitor compliance to Supply Chain Policy and Procedures, PFMA and its regulations to prevent non-compliance, irregular, fruitless, and wasteful expenditure.
  • Prepare ad-hoc, weekly, and quarterly supply chain management reporting.
  • Attend to internal and external stakeholder enquiries.
  • Facilitate relationships between RSR and external stakeholders
  • Manage the Procurement and Travel officers
