NATIONAL AGRICULTURAL MARKETING COUNCIL (NAMC)
 
POST: MINISTERIAL REPRESENTATIVE (1) TO SERVE ON THE BOARD OF POTATO INDUSTRY DEVELOPMENT TRUST
 
The National Agricultural Marketing Council’s division dealing with Agricultural Industry Trusts has a mandate to facilitate the communication process between the Agricultural Trusts and the Minister of the Department of Agriculture, Land Reform and Rural Development (DALRRD). Among other things, Agricultural Industry Trusts division is expected to facilitate the process of the appointment of Ministerial Trustees. This release is aimed at fulfilling that activity regarding the Potato Industry Development Trust.
 
 
OBJECTIVES OF THE POTATO INDUSTRY DEVELOPMENT TRUST:
The objective of the Trust is to receive statutory levies in terms of the Marketing of Agricultural Products Act, 1996 (Act 47 of 1996) and to authorise expenditure as set out in levy announcements as amended from time to time which mainly include the following:
 Basic as well as applied agricultural research, including potato cultivar development and evaluation, and the dissemination of all relevant technical information;
 The gathering, processing, analysing and compiling of industry-related information, including market statistics, and the dissemination thereof;
 The creation of market access for emerging farmers (small and medium scale), including development projects related to the potato production marketing chain; and
 The development of foreign markets for South African potatoes and generic promotions of potatoes.
 
 
RESPONSIBILITIES OF MINISTERIAL TRUSTEES:
(a) Ministerial Trustees have a legal obligation to take shared responsibility for the Agricultural Industry Trusts in which they represent the Minister on, and must ensure that; 
i. The Trust pursues its objectives or purposes as set out in the Trust deed; 
ii. The assets of the Trust are protected and used exclusively to pursue its purposes; and 
iii. The Trust complies with the law and its governing documents. 
(b) The Ministerial Trustees should be available for the meetings and report to the NAMC regarding the key issues discussed and decisions taken during the meeting;
(c) Report to the NAMC regarding activities of the Potato Industry Development Trust on a continuous basis; 
(d) Ensure that Agricultural Industry Trusts’ and levy funds are utilised in a manner that is consistent with objectives of the Trusts deed and that transformation projects are undertaken in accordance with the transformation charters for Agriculture, Land Reform and Rural Development. 
 
QUALIFYING CRITERIA TO SERVE AS A MINISTERIAL TRUSTEE:
(a) Be a South African citizen; 
(b) Understand and/or be able to analyse & interpret the financial statements and investments; 
(c) At least 5 years’ experience in agriculture, land reform and rural development; 
(d) Should have knowledge and understanding of transformation policies of the government; 
(e) Possess a desire to advocate and advance the needs of smallholder farmers in the potato industry; 
(f) Not be an immediate family member nor be involved in a business venture with NAMC members; 
(g) Be influential and able to work effectively as a member of a team; 
(h) Willingness to accept Trustee duties and responsibilities; and 
(i) Understand agricultural Trusts, statutory levies and their objectives.

(f) Financial management; 
(g) Political/ Local, Provincial and National government knowledge; and 
(h) Legal knowledge



TERMS OF MINISTERIAL TRUSTEES:
The terms of the Ministerial Trustees differ from one Trust to another and are guided by the Trust Deed of each Trust. Ministerial Trustees may serve only two consecutive terms and the reappointment is subject to the performance and commitment of the Trustee in the first term. The Trustee who has served for two consecutive terms will normally not stand for reappointment.
