RAILWAY SAFETY REGULATOR (RSR)
 
POST: CHIEF FINANCIAL OFFICER (5-YEAR FIXED TERM CONTRACT)
 
The Mandate of the Chief Financial Officer:
To provide strategic financial leadership and guidance to the Board of Directors, the Chief Executive Officer, Executive and Senior Management regarding the utilisation of financial resources. To ensure that underlying accounting records are accurate, complete and in accordance with Generally Recognised Accounting Practices (GRAP). Focus on compliance with government laws and regulations.
 
 
QUALIFICATION, SKILLS AND EXPERIENCE:
  • A CA(SA) qualification is mandatory.
  • Minimum of 10 – 15 years post articles experience with 5 years of which must be at the senior management level preferably in the public sector.
  • Board level reporting and presentation experience are required.
  • Must have clean civil and criminal records.
  • Must be willing to undergo security vetting.
  • Must be willing to complete a competency assessment.
 
KEY PERFORMANCE AREAS:
  • The CFO must demonstrate accurate financial reporting in line with GRAP, King Report, statutory and legislative requirements (e.g., PFMA) and conduct annual strategic planning of finance in accordance with the Medium-Term Expenditure Framework.
  • Ensure compliance with National Treasury Regulations and accurate reporting to Exco, Board Committees and the Board.
  • Develop financial strategies and give input into the organisational strategy and ensure compliance with the PFMA and other financial legislation, regulations, and standards.
  • Establish and execute programs for the provision of capital requirements and ensure sound supply chain management in line with applicable transcripts.
