The vision of the Quality Council for Trades and Occupations (QCTO) is to qualify a skilled and capable workforce. 
 
The QCTO is a Council established under the Skills Development Act for standards generation and quality assurance for all occupational qualifications. 
 
The QCTO is looking for highly motivated, competent and professional individuals to fill the following position: - 
 
ASSISTANT DIRECTOR: SUPPLY CHAIN MANAGEMENT 
(Permanent Position) REF: QCTO 177 
Salary Notch: R 376 596.00 – R 443 601.00 (Excluding benefits) 
LOCATION: PRETORIA 
 
Manage the QCTO Supply Chain Management in line with SCM legislation and prescripts

Key functions: 
 Coordinate the organization bidding and adjudication process in line with relevant policies and standard operating procedures 
 Assist in developing, implementing and monitoring SCM policies; procedures and systems 
 Review tender proposals and ensure full compliance with requirements and evaluation criteria set in bid documents 
 Assist office of the CFO to compile and determine the organisation procurement plans for sourcing of goods and services 
 Facilitate and advice organization’s various business Units in developing Terms of Reference and / Specifications for sourcing of required goods and services 
 Act as a Secretariat for the organization’s various bid committees, namely Bid Specifications Committee, Bid Evaluation Committee and Bid Adjudication Committee 
 Ensure proper contract management for all contracts procured through Supply Chain Management policy of the organization 
 Manage the contract register and monitor the progress of the contracts 
 
 
Requirements:
 A relevant and recognized Degree or a 3-year Diploma qualification in Supply Chain Management and/or Finance or (minimum NQF level 6) registered with occupational qualifications sub-framework (SAQA). 
 4-6 years’ experience in the field of supply chain management preferable in the public sector supply chain management 
 The person must be willing to work overtime often as and when required 
 Must have knowledge of analysis and interpretation, practical knowledge of Microsoft Office applications, assessment and evaluation 
 Must have skills in communication, facilitation, planning and prioritizing, problem solving, monitoring and controlling.
