MANAGER LEARNING AND DEVELOPMENT 
Salary Range: R 875 400 - R 1 294 200 CTC (Centurion)
 
Requirements: A degree in Human Resource Management, Human Resource Development, Learning and Development, or Industrial and Organisational Psychology ? Coupled with a minimum of seven (7) years’ experience in Training and Development, including design, delivery, and management, three (3) years of which should be at managerial level ? Recognition of Prior Learning (RPL) and relevant on-the-job experience may be considered during the selection process.
 
Essential criteria: The ideal candidate must demonstrate in-depth knowledge and  proven competence in the HR theory and practice in the following areas: employee performance management systems and training & development• Management and implementation of learnership and internship programmes • Labour legislation and relevant frameworks, including Employment Equity Act (EE), Labour Relations Act (LRA), Codes of Good Practices, and Training and Development related Legislation • Excellent verbal and written communication skills across various audiences • Strong interpersonal and people skills • Advanced computer literacy in MS Office packages (Word, Ms Excel, Ms PowerPoint) • Ability to managing resources effectively, communication, stakeholder relations, and build productive relationships. Demonstrated ability to foster teamwork and collaboration.
 
Key Performance Areas: ? Human Resources Development (HRD) & Skills Development  : Serve as the appointed Skills Development Facilitator(SDF) for PSiRA • Define and manage HRD processes, including training and development, and career development services (career pathing) • Ensure compliance with the Skills Development Act, Skills Development Levies Act, and the National Skills Development Strategy • Oversee the compilation of the Workplace Skills Plan (WSP), Annual Training Report, and Training Plan • Analyse individual and departmental performance reports informed by developmental plans and performance management system • Ensure coordination of ABET programmes• Manage skills development structures/committees and facilitate skills development levy claim processes• Learning and Development Strategy: Work collaboratively with stakeholders to conduct an annual training needs analysis in line with the business, strategic and developmental requirements • Identify and implement training interventions based on organisational needs • Develop and maintain a Learning and Development strategy aligned with organisational and Human Capital Management Strategy goals • Promote a continuous learning culture • Learnership, and internship programmes: Oversee and manage learnerships and internship programmes and in-service training to ensure that value for money is realized with the adoption and implementation of these programmes and initiatives • Induction/Orientation Programme: Co-ordinate the development, monitoring and implementation of induction/orientation programmes • Policy Development: Develop and implement policies and procedures in the learning & development unit, to ensure that employees are managed and supported • Training Material Development: Liaise with all departments to prepare  and develop relevant training materials and documentation • Performance Management: In liaison with the Senior Manager: Human Capital, develop, implement and manage a credible employee performance management system within the organisation • Change Management: Plan, implement, manage and report on internal change and culture transformation initiatives • Employee Wellness/Assistance Programme: Manage the development and management of employee wellness/assistance programmes to ensure that they contribute and support overall employee wellbeing •  Staff Development: Lead and empower staff to be able to meet the objectives of the units and broader organisational objectives • Reporting: Produce management reports and accurate HR statistics as and when required so that management has access to real-time HR information on an ongoing basis • Budget: Compile, monitor, and the training budget  and ensure that the expenditure is in line with the organisational strategy.

OFFICER: LEGISLATIVE DRAFTING & CONTRACTING 
Salary Range: R 320 800 to R 458 800 p/a plus benefits (Centurion)
 
Requirements: A Degree or National Diploma in Law ? Coupled with 3-4 years’ experience in legislative and contract drafting. Formal qualification or training in legislative and contract drafting ? Recognition of Prior Learning (RPL) and applicable knowledge and experience on the Job may be considered during the selection process.
 
Essential criteria: Proficiency in the Interpretation of Statues  ?Knowledge of fundamental legal principles, and legal drafting ?In-depth knowledge of the regulatory environment ?Experience in drafting and vetting of agreements, and provision of legal advisory services ?Excellent communication skills (both verbal and written) across various levels ?Strong interpersonal skills, diplomacy and problem solving ?Advanced computer literacy, especially in MS Office Word, Excel, and PowerPoint. ?Strong planning, organising and reporting skills ?Excellent analytical, problem-solving and negotiation skills ? Supervisory experience and advanced legal writing ability.
 
Key Performance Areas: Under the supervision of the Senior Legal Officer, the Legal Officer will be responsible for drafting, vetting and reviewing of regulations and legislation,  compiling Socio-Economic Impact Assessment system reports, keeping abreast of all legislative changes in the country that may have an impact on the operations of PSiRA, providing advice on a wide range of legal issues relating to the functions, structures and activities of the PSiRA ?  provide quality in-house legal services ? Conduct regular reviews on the impact of legislation  to the private security environment ?  Support the Senior Legal Officer to develop, implement and interpret internal legislation ?  Provide legal support by preparation, negotiating and finalising of contracts with vendors and service providers and other legal instruments of cooperation between the PSiRA, bilateral and multilateral development partners ? Verifying legal documentation for authenticity and accuracy ? Provide legal support in preparing,  negotiating and finalizing of legal instruments ?  Periodically monitor compliance to PSiRA policies parties ? Managing of all records within the unit according to set  standards ? Reviewing and drafting presentation to stakeholders and ensuring that presentations are well developed and error free ? Providing legal opinions on regulatory matters.

​ADMIN AND SECRETARIAT SUPPORT TO SENIOR MANAGER: LEGAL SERVICES 

Salary Range: R 276 300 to R 395 100 p/a plus benefits (Centurion)
 
Requirements: National Diploma in Business Management, Business Administration, Office Administration, Office Management and Technology, Management Assistance, Public Management, Public Administration or an equivalent qualification ?Coupled with 2-3 years’ experience in providing secretariat, clerical, and administrative support to management ? A Certificate in Secretarial services will be an added advantage ? Recognition of Prior Learning (RPL) and applicable knowledge and experience on the Job may be considered during the selection process.
 
Essential criteria: Ideal candidate should possess in-depth knowledge and understanding of office administration and management function and principles, including the ability to implement related policies, systems, and process improvements. ? Proven skills in secretarial functions, with experience in developing and implementing procedures and systems. ? Familiarity with protocols and protocol management ?Excellent interpersonal, verbal, and written communication skills. Strong organisational, planning, and multitasking abilities ?Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). ?Ability to maintain confidentiality and work independently under pressure.

Professional Support: Provide high quality and professional support to the Senior Manager so that they have access to dedicated, effective, and efficient secretarial and administrative services at all times. ? Meetings, Appointments, Events and Functions: Plan, arrange, organise and coordinate appointments, meetings, events, functions and other engagements, as required by the Senior Manager. ? Office Administration: screening, managing and directing all telephone calls and visitors in a professional and welcoming manner. Taking concise, accurate and timeous messages when necessary. Providing correct and reliable information when assisting callers and visitors with general enquiries/queries.  ? Incoming and Outgoing Correspondences: Sort and route incoming and outgoing correspondence and mail of the Senior Manager so that there is no backlog. ? Typing Services: provide a high quality and accurate typing service to the Senior Manager. ? Office Management Services: • Provide office management services to ensure that the Office of the Senior Manager has all necessary office policies, procedures, processes, and systems in place. ? Document Management System: Establish and maintain a reliable, effective, and efficient filing, information and documentation retrieval system/management for the Senior Manager within the filing protocol of the Office to ensure that documents are filed timeously and accurately in the Office and that the Senior Manager has access to correct and up-to-date files as and when requested. • Shared Administrative Support: Ensure the provision of a shared administrative support function within the office to ensure a credible and effective administrative support service is provided to staff at all times.
