HUMAN RESOURCES MANAGER - PERMANENT
REPORTING TO THE CHIEF EXECUTIVE OFFICER
All-inclusive annual remuneration package: R 845,136.26 (Not negotiable)
 
Responsible for the effective and efficient human resources functioning, development and implementation of effective processes for labour peace and employee discipline in PACOFS. Develop and implement an HR Strategy to promote an organizational culture of teamwork service, transparency, accountability, innovation, and inclusiveness. Responsible for all aspects of the HR function, playing a key role in the development and implementation of sound HR policy, setting up user-friendly HR systems and processes including supervising HR staff.
 
MIINIMUM REQUIREMENTS
• Recognized three (3) years bachelor’s degree / NQF Level 7 Qualification in Human Resources Management / Labour Law.
• Minimum of 5 years’ Managerial experience in HR environment as HR generalist with employee relations experience at Management Level
• Code C1 Driver’s License.
• Must have sound financial management, strategic leadership and budget management experience.

SUMMARY OF JOB SPECIFICATIONS
• Develop an HR strategy that supports the strategic plan of the institution.
• Prepare and present HR reports to Board Committee (REMSEC) on a quarterly basis for an update to Human Resources Management and Remuneration and Social Ethics matters.
• Develop and implement comprehensive on-boarding processes for employees.
• Ensure reviews and benchmark of PACOFS compensation framework.
• Lead and facilitate the recruitment & selection processes.
• Guide and coach Managers on employee relationships, HR issues in line with company policies and best practice, including discipline, grievance, performance and absence management and representing the entity at the CCMA/Labour Court.
• Coordinate and lead the implementation of the Performance Management System.
• Oversee compliance to the Employment Equity act and COIDA to workplace policies and practices.
• Lead and oversee talent development.
• Implement a staff wellness programme and consult employees with overt or covert issues that affect the employment relationship and their work performance.
• Develop or review HR related policies and procedures.
• Oversee payroll administration.
• Development of workplace skills plan.
• Execute ad-hoc duties as required by the Chief Executive Officer.

SUPPLY CHAIN MANAGER - PERMANENT
REPORTING TO THE CHIEF FINANCIAL OFFICER
All-inclusive annual remuneration package: R 836 768 (Not negotiable)
Estimated monthly net salary: R 38 357
Develop, implement and maintain the supply chain management system, oversee and manage the overall supply chain management operations, including demand, acquisition, logistics, disposal, performance and risk management. Review the supply chain performance and make recommendations to improve the efficiency and effectiveness of the supply chain.
 
MIINIMUM REQUIREMENTS
• Recognised three (3) years bachelor’s degree / NQF Level 7 Qualification in Supply Chain Management or equivalent qualification.
• A minimum of 5 years’ Managerial experience in public sector procurement.
• Code C1 Driver’s License.
• Knowledge of Supply Chain Management Framework, Public Finance and Management Act (PFMA), Treasury Regulations and guidelines.
• Preferential Procurement Policy Framework Act and its associated regulations.
• Computer Literacy and Knowledge of AccPacc or Accrual Accounting.

SUMMARY OF JOB SPECIFICATIONS
• Develop and / or participate in the development of the supply chain strategy for the organisation.
• Develop annual procurement plan with prioritization and resourcing.
• Oversee organisation wide management of strategic sourcing, procurement and contracting.
• Manage and / or execute procurement related functions (e.g., develop and implement contract management and procurement frameworks, sourcing strategies, managing contracts, etc.)
• Develop and implement new systems, best practices, inventory control, demand planning, and other optimizations to meet Brand South Africa sourcing requirement.
• Participate in and provide advice at Bid Specification meetings to ensure that SCM policies are complied with for tenders.
• Provide advice in the development of Calls for Proposal to ensure that SCM policies and Regulations are complied with.
• Prepare a report highlighting the compliant and non-compliant submissions with explanations to the Bid Evaluation Committee.
• Monitor scheduling and convening of Bid Evaluation Committee and Identifying key participants and distributing relevant materials
• Provide advice on compliance and SCM related matters as required at the BEC meeting.
• Conduct the quarterly and annual SCM risk assessment and development of the SCM risk universe and risk response plan.
• Manage the communication of the outcome of the BAC.
• Execute ad-hoc duties as required by the Chief Financial Officer.

INDEPENDENT AUDIT COMMITTEE MEMBER – THREE YEARS CONTRACT
REPORTING TO PACOFS COUNCIL
REMUNERATION: IN ACCORDANCE WITH THE COUNCIL REMUNERATION POLICY/SAICA.
 
Assisting in carrying out our mandate, we invite applications from independent, suitable qualified and experienced candidates to serve on the Audit and Risk Committee in compliance with section 51(1)(a)(i) of the Public Finance Management Act no 1 of 1999.
 
MIINIMUM REQUIREMENTS
• Practising Chartered Accountant CA (SA).
• CIMA or ACCA.
• A relevant post graduate degree or equivalent qualification (NQF level 8) and be an active member of a relevant professional body, with experience of serving in an Audit and Risk Committee
• Minimum of Seven (7) years senior management/ executive experience in any of the following fields: financial Management, Internal Auditing, External Auditing, Forensic Investigation’s, Risk Management, Performance Management, Legal and Labour Relations or Information Technology
• Experience in the Public Sector is critical
• Must have the necessary level of financial literacy and must be well versed in matters of Finance and have appropriate experience so that they are able to fully understand the public sector environment
• The candidate should be serving member of an audit committee or should have previous experience as a serving member of an audit committee for more than five (5) years but not currently serving on more than three (3) audit committee.
• Applicants must be independent, be knowledgeable of the status of the position as independent members and must not be a political office bearer.

SUMMARY OF JOB SPECIFICATIONS
• Intensely monitor and account for revenue transactions (exchange and non-exchange), accounts receivable, cash and bank transactions.
• Ensure that all monthly income transactions are accurately recorded.

• Investments: capture all bank transfers, recognize interest earned monthly and prepare investment register.
• Cash and bank management: collect money deposited in the safe, prepare cash for banking, perform periodic cash counts, completion of monthly bank reconciliations and clearing suspense and control accounts.
• Provide reports relating to revenue and receivables supporting the financial statements

​ARTISTIC DIRECTOR – FIVE YEARS FIXED TERM CONTRACT

REPORTING TO THE CHIEF EXECUTIVE OFFICER
All-inclusive annual remuneration package: R 1,116,476.64 (Not negotiable)
 
Oversee live theatre productions during all phases, from casting calls to performances. Identification of productions to be included in the annual artistic program. Develop and review artistic policies and frameworks. Support the CEO in implementing Artistic related decisions of the Core Business Committee and resolutions of Council.
 
MIINIMUM REQUIREMENTS
• Master’s degree in Performing Arts
• 5 years’ experience in Senior management and 10 years as theatre practitioner
• Develop, implement and monitor multiyear and diverse Artistic Program.
• Prepared to work for extended hours, including weekends
• Managing the Artistic Budget.
