MISSION: To provide leadership and operational management at the EC region operations by implementing best practice, policy, procedure and financial controls in order to ensure Revenue and patronage growth.
 
OUTPUTS:
1. Provide leadership on the management of the Eastern Cape Province operations plan
• Analyses status of the EC region demand and match rail operations to the Regional capacity (in alignment to PRASA Rail. Strategy, Corporate Plan, Integrated Transport Plan, Integrated Rail Plan and Risk Register.
• Ensure that implementation of policies of PRASA and develop standards operational procedures for operational use by the Region.
• Develop the Regional operational plan in accordance with commuter needs, policies, procedures, legal requirements and allocated time frames.
• Ensure that staff and commuter forum buy-in of the Regional Plan as well as integrate the input received into operational plans.
• Consolidate and approve regional operational plan and submit to the PRASA Rail CEO.
• Implementation of Regional Operational plans in line with each department as well as allocate resources to meet service demand.

1.11. Business Development (e.g. other revenue generation plans such as introduction of new services- ie. Extension of business trains.
1.12. Revenue generation from other Rail Operators traversing through our infrastructure and train operating controls assists.
1.13. Revenue from other recoveries e.g. effective sales of scrap and others.
1.14. Improve relations with Commuter Forums and other stakeholders that represent the customer.
 
2. Manage, Control and Lead Operations
• Provide a safe, clean, effective, efficient and affordable commuter service and operate the commuter rail transport system in partnership with all stakeholders, with a total journey focus based on commuter needs with the goal of being the number
1 transport service provider through continuous service improvement.
• Ensure effective and adequate allocation of trains in line with demand of region.
• Ensure availability of trains and time keeping of trains in the Region.
• Ensure reduction of travel time in the modernisation corridors.
• Ensure compliance to the RSR Act for safe movement/ operations of trains in accordance with the train working rules and the requirements of the Rail Safety Regulator and Occupational Health and Safety Act.
• Ensure adequately security of all assists through proper deployment of PRASA Rail security and contracted security and further liaise with the South African Rail Police for further strategic deployment.
• Ensure that safety standards as set by the Group Executive and RSR Licence holder are adhered to during all operations including the maintenance of all assets.
• Ensure the safety and wellbeing of commuters who are inside the trains and on stations.
• Ensure that all commuters related quires are followed through and attended on time.
• Ensure adequate quality and timeous communication with all stakeholders and commuters on any changes to the service, price reviews, etc.
• Ensure wellness of employees in line with OHSA, BCEA and other elated legislations.
 
3. Achieve the set Fare Revenue and Patronage Targets
• Achieve stretched annual agreed targets.
• Obtain annual Regional Operational targets and develop action plans to achieve these targets, e.g. special actions, home and away, stop and checks.
• Ensure that relevant role players understand the targets and plans implemented.
• Ensure development and implementation of revenue protection plan.
• Monitor and review performance and take corrective action where required.
 
4. Manage Stakeholder Relationships
• Ensure that compliance with internal policies and procedures are monitored.
• Manage and maintain good working relationship with commuter forums, Local and Provincial Councils, etc.
• Manage and maintain interface relationships with PRASA Rail and with other rail operations.
• Manage and maintain good media relations.
• Ensure structured process is in place for smooth running of stakeholder management.
• Ensure good working relationships and interface with external service providers through effective and efficient contract management process, e.g. contractors and suppliers, Transnet Freight Rail, Transtel, Neotel, Emergency Services and South African Police Services, External Stakeholders, Commuter Forums.
• Develop performance contracts with clear and specific key and responsibilities, including outputs.
• Conduct performance reviews of all direct reports and ensure 100% compliance to performance reviews.
• Track and monitor performance in accordance with relevant policies and procedures, take corrective action where gaps are identified.
• Continuously provide feedback and coaching to ensure that subordinates perform at optimum productivity level.
• Create and maintain a conductive climate to enable subordinates to perform and deliver set targets.

5. Manage Human Resources
• Analyse the Regional operations plan to determine and match Human Resources requirements.
• Ensure that the Regional EDP is developed and provide necessary up skilling training programs.
• Develop and approve EE plans for the region.
• Ensure that the Regional Structure is approved by the CEO.
• Determine the skills/ competency requirements in line with the expected deliverables.
• Compile a human resources plan for the region.
• Recruit and retain the required human resources capacity to meet deliverables in line with expected targets and performance contracts.
• Analyse the Regional operational plan to determine and meet the budgetary requirements.
• Develop operating and capital budgets in line with operational plan and identified risk mitigating strategies, within the parameters and guidelines set by Group Finance.
• Compile the comprehensive budget indicating Regional operational revenue and expenses.
• Submit the budget for timeous approval to Finance and CEO in accordance with policies and procedures.
• Receive the approved budget and communicate it to the relevant role players within the Province.
• Implement and monitor the expenditure budget to ensure that spending occurs within the allocated funds.
• Ensure that in the event of anticipated over expenditure prior written approval in accordance with policy and procedure is obtained.

• Ensure adherence to a comprehensive set of best practice policies, procedures and financial controls.
• Ensure integrity and security of the respective financial control systems.
• Manage risk and compliance within the allocated time frame.
• Flag all potential risks to the Risk Functional Head for proactive decision making.
• Ensure compliance to applicable operational legislations and policies, e.g. Disaster Management Act, SANS 3000, RSR Act 16, etc.
• Ensure closure of RSR directives and other Board of Inquiry recommendations.
• Develop and implement Business Continuity Plans including identification of operational risk, risk litigation plans, incident management and recoveries.
 
8. Asset Maintenance
• Improve network reliability and availability through:
8.1. Conduct assessment of the network.
8.2. Develop and implement corrective and preventative maintenance plan.
8.3. Effective utilisation of CIP funds to upgrade and replace network equipment and system.
8.4. Protection of the network.
• Implementation of rotational to explore off peak and nights shifts maintenance.
• Play a key role in the determination of corridors for modernisation, infrastructure improvement and maintenance, station improvements as well as fleet renewal projects.
 
9. Customer Service
• Ensure that Service Level agreements with customers are adhered to and delivered 100%.
• No breaches of contractual Obligations.
• Improved service results as per strategy (Organisational Customer Survey).
• Customer perception is positive.
• Tenant turnover rate is minimised (Vacancy Status Report – less than 15% vacancy rate).
• Continued recurring income by ensuring renewal of leases.

Minimum Requirements:
• Matric plus four-year Degree/ Post Graduate Degree
• Ten (10) Years Rail Experience
