SENIOR MANAGER: PROJECT MANAGEMENT 
JOB LEVEL : D4 
SALARY RANGE : Total Annual Package (CTC) R1,022,530.00 - R1,278,163.00 
LOCATION : ICASA (Head Office- Eco Park, Centurion) 
POSITION STATUS : Two year fixed-term contract 
 
Purpose of the job 
The position is responsible for the overall direction and management of the following projects: 
• Licensing of high demand (IMT) spectrum; 
• Licensing of an Individual Electronic Communications Network Service Licence for the provision of wholesale electronic communications network services (referred to as the WOAN); 
• Data services market review (the program to address high cost to communicate, particularly as it relates to data services); 
• Implementation of the Radio Frequency Migration plan 2019; and 
• Implementation of the IMT Roadmap 2019 and Radio Frequency Assignment Plans. 
This role will be tasked with delivering on the above-mentioned strategic projects over the period of two years and augment internal expertise in business case development and managing projects. The role is expected to provide strong leadership in a matrix environment to promote best practices in managing interrelated projects and programmes to ensure successful delivery. This role will also ensure the identified resources have the correct structures and human capital to deliver successfully and will be required to ensure delivery of high quality deliverables both in terms of content and structure. 
 
Key Outputs: The successful candidate will report to the Chief Executive Officer, and responsibilities will include: ● Project Planning, Scheduling and Control ● Project Delivery ● Manage Project Risks and exploit opportunities ● Project Resource and Cost Management ● Measuring the impact and achieving the expected operational improvements. 
 
Qualifications and Experience ● Undergraduate degree in Law, Economics or Engineering (preferred) ● A postgraduate/professional qualification in Project Management ● 5 – 10 years Project / Program Management Experience ● 4 – 8 years’ experience in ICT Sector Experience would be an added advantage ● Demonstrated experience of delivering large-scale projects and leading a Project Management team through delivery in a complex environment, preferably a mix of public and private sector experience ● Process review, optimisation and benchmarking ● Experience leading a cross functional team in a project environment ● Effective and collaborative change management in line with strategic objectives ● Demonstrable experience of production of high quality, targeted and useful documentation, presentation materials and management information ● Demonstrable experience of senior stakeholder management – internal and external ● Financial and human capacity resource planning and management ● Demonstrable technical experience in the Electronic Communications Network and Service.

Purpose of the job 
The position is responsible for providing project management support to the Senior Manager: Project Management with respect to the following projects: 
• Licensing of high demand (IMT) spectrum; 
• Licensing of an Individual Electronic Communications Network Service Licence for the provision of wholesale electronic communications network services (referred to as the WOAN); 
• Data services market review and related projects; 
• Implementation of the Radio Frequency Migration plan 2019; and 
• Implementation of the IMT Roadmap 2019 and Radio Frequency Assignment Plans. 
The role is expected to employ effective organisational and administrative processes, together with knowledge and/or experience of project management best practices, to facilitate the successful achievement of the objectives of the above mentioned projects.

Qualifications and Experience ● A 4-year degree in Finance, Commerce or Business Administration ● A postgraduate/professional qualification in Project Management ● 4 to 8 years experience in Project management, two of which should have been in a telecoms or related field i.e. Law, Economics or Engineering ● Solid experience in project/program management ● Solid experience in processes and procedure ● Solid knowledge in project management trends.

SENIOR INTERNAL AUDITOR 
JOB LEVEL : D3 
SALARY RANGE : Total Annual Package (CTC) – R904,442.00 - R1,064,049.00 
LOCATION : ICASA (Head Office – Eco Park, Centurion) 
POSITION STATUS : Permanent 
 
Purpose of the job 
To support the Internal Audit Manager to execute the operational plan and to provide assurance on the adequacy and effectiveness of internal controls by conducting value-adding risk-based audits in accordance with The International Standards for the Professional Practice of Internal Auditing. Assist ICASA in the accomplishment of the operating objectives. 
 
Key Outputs: The successful candidate will report to the Internal Audit Manager and the responsibilities include: ● Audit Planning - Participates in the development of the annual audit plan; Considers all ICASA requirements, deadlines for requirements, the time needed to conduct audits, workforce availability and other elements affecting the schedule ● Audit Execution - Execute the audit as per the audit plan; Source relevant information required for analysis and testing ● Audit project quality - Quality assure internal auditors and/or audit teams outputs; Ensuring that policies, procedures and guidelines, which impact auditing, are clearly understood while determining the level of internal compliance (in terms of Quality Assurance standards (IIA, ISACA) in line with Internal Audit methodology ● Audit Management & Reporting - Decides on evidence based weaknesses and areas of improvement to report to management; Draft audit findings of needed improvements in the economy, efficiency, and effectiveness of controls, risk and governance of audit areas ● People management - Provide functional/technical support, advice and guidance and assist in the transfer of skills to audit staff; Monitor the execution of tasks and instructions to subordinates. 
 
Qualifications and Experience: ● Relevant 3 year degree (NQF Level 7) in Accounting/Auditing or equivalent ● Honours Degree, CIA will be an added advantage ● 7 years relevant internal and or external audit experience with 4 years in Management ● Advisory role to management and other stakeholders ● Experience with Governance Committees is essential ● Experience with the public sector is essential ● Audit techniques (Including Team Mate) ● Knowledge and experience in GRAP ● Review of Performance Information ● Solid experience in knowledge of PFMA and Treasury regulations, ICASA Act, ECT Act.
