DEPARTMENTAL MISSION: To manage the Telecommunications projects, coordinate the design and manage the research and development programme for Telecommunications
PURPOSE OF THE JOB: To manage and coordinate the Telecommunications capital expenditure and integration of the maintenance philosophy to ensure optimal asset condition.
OUTPUTS:
Provide Input to the Planning of the Telecommunications Asset Base
• Provide technical information regarding the Telecommunications Life Cycle Asset and provide report to management for decision making purposes.
• Determine the condition of the asset though measuring the Telecommunications equipment features.
• Identify Telecommunications technologies following research and development to support innovative modern technology application and migration.
• Develop an Investment Plan for the rail Telecommunications Infrastructure and assets (10-year plan)
• Develop business plans for the Telecommunications department to use as a guide for implementation plan.
• Ensure that the telecommunications conceptual, feasibility, design and planning studies are undertaken in terms of cost benefit, environmental impact assessments and integration with other railway disciplines.
• Configuration Management of the Telecommunications Assets
Manage Telecommunications Projects
• Manage and execute Telecommunications projects for asset planning, enhancement, renewal, modernisation and expansion.
• Apply project Telecommunications projects to ensure that the Telecommunications engineering deliverables are achieved within the time frames.
• Implement Telecommunications projects to ensure that the Telecommunications engineering deliverables are achieved within the time frames and approved budgets.
• Make recommendations to management in respect of major changes to project direction to align to the changing needs of the business.
• Manage the implementation of corrective action at the project level.
• Monitor project regularly (at least 4 times per month)
• Apply verification, validation, and interface principals at each stage work of the project.
• Check the installation, maintenance, and training documentation at the end of each project.
• Check that the training programme is executed during the project.
• Check that document management is in place and implemented at each project.
• Draft and submit reports in respect of development of the project.
Manage Project Budget
• Quantify the activities in terms of costs and timing of expenditure and present to management for review and approval (1-year operating budget)
• Determine the budget for Telecommunications capital projects and establish what is to be done in the first and subsequent years (3 year horizon
– rolling cycle in terms of the Department of Transport budgeting cycle)
• Monitor and manage expenditure within the approved budget and report on variances.
• Recommend corrective action as necessary.
Research and Development/Design
Conduct research Telecommunications scanning and initiate Research and Development projects to provide assets that are fit for purpose.
• Identify Telecommunications technologies following research and development to support innovative modern technology application and migration.
• Draft and submit reports for consideration.
• Verify and approve Telecommunications design.
Spectrum Management
• Manage all spectrum requirements for Railway Telecommunications
• Spectrum licensing applications and protection principle

• 4 Years Electrical Engineering Degree or Diploma in Electrical Engineering or Engineering Computer Systems or equivalent
• Post Graduate Business Degree e.g. MBA will be added advantageous

• Registered with ECSA as a Professional Engineer or Professional Technologist
EXPERIENCE
• Minimum 10 Years Railway Telecommunications
Experience Including:
• 5 Years Project Management (Working on Large projects i.e., minimum R300m)
• 3 Years Engineering Technical Management Experience
• 2 Years Exposure to Asset Management
• Planning and Engineering Experience within the Rail Industry would be advantageous.

DEPARTMENTAL MISSION: To ensure safety, reliability, and availability of train control system in order to improve PRASA customers/ customer’s journey time and waiting period.
OUTPUTS:
Independent Safety Assessment
• Undertake independent safety assessments for the Strategic Asset Department by:
• Ensure that all safety aspects are considered and that the Signalling system PRASA receives are sae and fulfil the expectations of the Public.
• Ensure that all the necessary safety activities and their documentations are done on time and have the right quality for s approval of the system.
• Liaise with all role- players and external parties in all safety related questions (Train Operations, Product Suppliers, TFR, National Safety Authorities)
• Initiate and perform safety risk analysis to evaluate the safety of different signalling systems solution.
• Conduct investigations and analysis as the member of the PRASA independent Safety Assessor team (PISAT) that validates, audit and analysis of Safety Assessor team (PISAT) that validates and audit and analysis of safety case of the Object-Oriented Geographic based electronic interlocking systems.
- Siemens Sicas S7 safety PLC validation and safety case audit for PRASA applications.
- Thales Lock Trac L 905 electronic Interlocking validation and safety case audit for PRASA application.
- Bombardier EBI Lock 950 computer based / electronic validation and safety case audit for PRASA application.
- Any type of Electronic Interlocking Technologies
Requirement analysis and management
• Responsible for the development or required operational capabilities for signalling system for:
- Electronic Interlockings ROC for PRASA application.
- Interface between Electronic and Relay based Interlockings User Requirement Specification URS.
- Track Vacancy Detections for example (Axle counter system) ROC.
- Level crossing system ROC
- Train Control Systems (TCS) based technologies (ERTMS) User Requirements Specifications (URS)
- Design and Development of new facilities requirements according to Train Working Rules
Technology Research and Development
• Carry out and develop Technology Strategy for signalling and Telecommunication Plan/ Technology with regard to:
- New railway signalling system.
- Rail bound communication system.
- Capacity and operation optimization research.
Test and commissioning
• Provide advice and carry out Audit “Test and commissioning “of new signalling and telecommunication system.
• Contribute to the improvement of the safety processes:
- Advise test and commissioning engineers on checking electronic interlocking configurations.
- Checking of line plan and control documents.
Training
• Responsible for the development of maintenance procedures of electronic interlocking and approval of signalling and telecommunications technical specifications and standards.
- Training of signalling maintainer (Technicians and Snr Technicians).
