DEPARTMENTAL MISSION: To lead and manage compliance services for the Group. 
 
KEY PERFORMANCE AREAS (KPAs)
1. Develop a compliance framework
• Group-wide compliance risk universe register.
• Group risk-based compliance plan and calendar aligned with the strategic risk register.
• Compliance with standard operating procedures, and process flows.
• Risk management plans for the Top 10 Compliance Risks.
• Templates and documents for Compliance practices within PRASA and reporting of compliance.
 
2. Provide advisory and consulting services
• Participate in:
  • engagements and consultation discussions with Regulators including the Railway Safety Regulator, Private Security Industry Regulatory Authority; National Treasury etc.
  • development of PRASA Top 20 Regulatory Universe.
• Support and guide the organisation in developing:
  • function specific Compliance Agendas.
  • internal controls associated with identified compliance risks e.g. development of key policies; standard operation procedures, process flows etc.
  • internal compliance risk controls aligned with the Compliance Risk Universe.
• Promote initiatives that:
  • the development and entrenchment of a culture of compliance.
  • assess and measure the compliance maturity of the organisation (annual surveys, benchmark).
• Review Compliance Infrastructure including policies and procedures.
• Assess compliance risk internal controls.
• Lead training on compliance practices to Divisional and Departmental EXCOs and Compliance Functionaries.
• Monitor the tracking and closing/resolution of all compliance findings and commitments.
• Produce management information on compliance with reporting to Board, Board committees and EXCO.
• Liaise with other assurers on issues of combined assurance, knowledge sharing, identification of compliance themes, creation of a joined-up approach to compliance activities etc.
 
3. Report on compliance matters
• Report on the Compliance Work Plan /programme.
• Ensure maintenance Compliance records.
 
4. Management of Resources
• Determine the departments' priorities and ensure effective allocation of resources to these priorities.
• Develop and implement efficiency measures to ensure optimum capacity utilisation and performance.
• Manage human, physical and financial resources in line with the organisational policies, processes and procedures.

DEPARTMENTAL MISSION: To develop Compliance as a discipline that would foster a culture of compliance within PRASA. Our goal is to embed a compliance framework in order to prevent and manage risks relating to non-compliance to laws and best practices applicable to and adopted by PRASA and to support the PRASA in discharging its responsibility to comply with applicable regulatory requirements (applicable laws, regulations, rules, organisational policies and standards etc.).
 
OUTPUTS:
• Identify and manage compliance risks and align with the strategic risk register or the risk register of the relevant PRASA Division/s
• To assist the business in developing internal controls associated with the identified compliance risks e.g. development of key policies; standard operation procedures, process flow
• Manage and oversee the development and implementation of internal controls [including policies, standard operating procedures, and process flows]
• Continuous assessment of the compliance risk internal controls
• Develop the compliance culture within PRASA to ensure that, including inductions, advisory notes on compliance, assess and measure the maturity
• To execute the Compliance activities and programme for the relevant PRASA Division/s
• Engagements with businesses to monitor that all compliance findings and commitments are tracked, monitored and satisfactorily closed
• Responsible for reporting on the Compliance Work Plan /programme
• Regular reporting to business on the scope of work
• Assist Management to develop the compliance guiding plan and methodologies
• Train and capacitate PRASA employees on Compliance issues.
• Render a support service to business units in identifying and mitigating compliance risks.
• Develop and maintain a PRASA-wide compliance regulatory universe register indicating Compliance for Auditing purposes
• Develop and execute compliance risk management plan/s
• Provide advisory service on compliance matters
• Drive awareness of compliance role and methodology
• Investigate and report on compliance issues
• Oversee and execute compliance reviews, quality control and projects by junior employees of key compliance risks and projects for the relevant PRASA divisions.

CAPABILITIES:
MINIMUM REQUIREMENTS:
• Minimum, 3 years tertiary qualification such as B Com LLB/Law or a BTech Diploma which is relevant to the field
• Registration with the Compliance Institute of South Africa or a professional compliance association would be advantageous
 
EXPERIENCE
• 5 – 7 years of compliance or regulatory environment experience at the management grade level interpretation
• An understanding of the business objectives (strategic, business and operating model) of the different business units
• Experience in managing compliance risks in the environment in which the different business units operate
• Sound experience in drafting policies, procedures and standard operating procedures
• Experience in dealing with Regulators
• Develop processes for providing updates on changes in the regulatory environment
• Sound knowledge and experience of risk-based approach to compliance
• Experience in developing training material and providing training

DEPARTMENTAL MISSION: To provide Generalist support to all PRASA Rail line managers with Human Resources related issues that drive business performance in the Rail head office and regions. This position also leads the Human Capital generalist team for PRASA Rail and its Operating Units.
 
OUTPUTS:
Participates and Manage the development of the Rail HCM Business Plan in line with the strategic objectives of the business unit and the Group HCM strategy
• Plans and organizes activities pertaining to setting up a session to develop the business plan for PRASA Rail HCM department annually.
• Manage the approved PRASA Rail HCM department annually.
• Submits formal progress report monthly on the objectives in the HRBP areas of expertise.
• Monitors and ensure effective and efficient co-ordination of all HR generalist activities within PRASA Rail.

Manages and coordinates Recruitment, Selection and Separation services
• Manages Recruitment and Selection process for PRASA Rail to ensure that that recruitment and selection is conducted in terms of applicable rules, policies, directives and legislation.
• Manages applications of all advertised posts.
• Provides capacity building initiatives to line managers in the interviewing and recruitment and selection
• Manage the security clearance of shortlisted candidates and senior management positions at PRASA Rail
