DEPARTMENTAL MISSION: To coordinate and monitor the Safety Management System for Prasa and its business units and ensure compliance to the requirements of safety legislation
 
 
OUTPUTS:
Manage PRASA’s Safety Permit Application Process.
• Initiate and oversee PRASA’s Annual Safety Permit Application process.
• Develop and submit PRASA’s documented SMS Report to the Railway Safety Regulator in order to demonstrate organisational ability to manage railway operations.
• To oversee the implementation and submission of the conditions of the Safety Permit as may be imposed by the Railway Safety Regulator.
• Facilitate meetings and engagements between PRASA and the Railway Safety Regulator on matters relating to the Annual Safety Permit.
• Develop and oversee internal controls for managing risks related to Safety Permit Application, the Corrective Actions, Reporting and liaison with the Regulator, submission of documents to the Regulator and enforcement of key regulatory matters related to the SMS.
• Ensure that all SMS documents are in alignment with the Railway Safety Regulator’s SMS Determination and SANS 3000 series of standards
 
 
Manage and Coordinate Interface between RSR and other railway operators, including interfaces between PRASA Divisions.
• Act as liaison between RSR and PRASA in coordinating the arrangement of meetings.
• Attend liaison meetings, Safety Monitoring Committee meetings, CEO Quarterly Safety Review meetings.
• Ensure reports required by RSR are submitted according to the schedule.
• Coordinate the submission of technology reviews and relevant documents required to facilitate no-objection for projects implemented by PRASA Divisions.
• Oversee the development and implementation of safety interface agree between PRASA and other railway operators.
• Manage the relationship with the Railway Safety Regulator and ensure regular communication through monthly and quarterly meetings.
• Guide and Oversee the development of integrated/intra-regional safety plans to ensure continuous improvement of the Safety Management Systems.
• Ensure that safety issues are integrated and best practices are exchanged across regions.
• To facilitate the development and implementation of programmes that support the entrenchment of positive safety culture that is characterised by awareness, assessment and action on safety matters and ensuring that safety culture is a fundamental part of everyday business, at every level, and is supported by an open communication throughout PRASA’s operations.
• Oversee the development and implementation of the SMS Core and System procedures within PRASA.
• Facilitate the internal audit of the SMS in order to determine the adequacy and effectiveness of the SMS as well as the level of compliance thereto.
• Review the SMS at least once annually in order to ensure the continuing suitability and effectiveness of the SMS.
• Oversee the management of all rail and safety related interdependencies between PRASA RAIL, PRASA TECH and PRASA CRES.
• Facilitate a prompt updating of the SMS documents in case of relevant technical, operational and organisational changes.
 
Monitor Safety Training Nationally.
• Ensure that relevant safety training courses are developed to address the needs of the organisation.
• Identify and coordinate staff training requirements to meet the needs of the department.
• Verify through audit that Implementation of refresher programs in terms of safety requirements is done by the regions.
• Ensure that safety training at the regions is undertaken in terms of the training plan (aligned to Safety Management System requirement).
 
Management of resources
• Mange portfolio finances (budget forecasting and control) and human resources in terms of:
  • Training and development;
  • Performance management
  • Succession planning;
  • Quality of work etc.
 
 
KNOWLEDGE
• Thorough knowledge of applicable acts and legislation especially National Railway Safety Regulator Act (Act 16 of 2002, as amended), National Railway Safety Permit Regulation, 2015, The Determination of a Safety Management System (SMS) and Safety Management System Report (SMSR), the Occupational Health and Safety Act etc.
• Comprehensive knowledge of South African National Standard (SANS) 3000 series
• RSR processes
• Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes.
• Sound knowledge and understanding of health and safety legislation regulation, principles and their application in the workplace to ensure a safe and healthy work environment.

CAPABILITIES:
Minimum requirements
• NQF level 7-degree qualification
 
Ideal:
• MBA or post graduate qualification
Experience:
• 10 years Railway Safety Management experience
AND
• 5 years Management experience
 
Legal requirement:
• Valid South African driver’s license
