Mission
To direct and lead the enterprise risk and compliance management portfolio and drive initiatives that embed a culture of risk and compliance management into PRASA CRES thus assisting it to achieve its objectives by minimising the total cost of risk and compliance to the business in relation to its resources, assets and liabilities.
 
 
Key Responsibilities:
• Develop and maintain divisional enterprise risk and compliance management strategy, plans and policies.
• Maintain and implement an annual risk and compliance management plan for PRASA CRES.
• Apply risk management methodologies defined at Corporate and ensure consistent application thereof throughout PRASA CRES.
• Identify, in consultation with senior leadership and management, divisional material risks and uncertainties associated with existing.
• Provide advice on risk issues to the executive and management team.
• Support divisional turnaround initiatives with risk management.
• Ensure that parameters are set for all levels of risk within the PRASA CRES, Strategic risk; Operational risk; Departments and Individual.
• Manage the Risk Register to identify classes or sources of risk (i.e. high, medium or low risk).
• Oversee the implementation of SHEQ policy guidelines and best practice to proactively identify and manage inherent risks.

• Oversee the implementation of a fraud prevention-operating model to assess current fraud activities and ensure alignment with best practice and company requirements.
• Ensure risk assessment aligned with the business objectives of CRES is conducted.
• Stakeholder Management of external factors as PRASA Facilities is public space.
• Liaise with Province/ Municipalities/ Residents/Other.
• Analyse the business plan for the department to determine the financial requirements and applicable deliverables and targets.
• Develop budget in terms of the short, medium- and long-term plans and submit with the plans for approval.
• The budgetary prescriptions are obtained from Finance are determined in accordance with deliverables.
• Compile the comprehensive budget indicating the financial requirements of the department in accordance with the budgeting guidelines.
• Submit the budget for approval to Line Manager in accordance with policies and procedures.
• Determine the skills/competency requirements, for permanent employees and contractors, in accordance with the expected deliverables.
• Secure the human resource requirements to ensure that deliverables will be met in accordance with the expected targets.
• Conduct the Performance Planning Session.
• Manage Human Resources in accordance with policies, procedures and legal requirements.
• Complete Human Resource Management actions within the allocated time frames.
• Develop and implement a Monitoring framework for all Risk Management Plans.
• Develop Reporting templates and integrated system for Risk, SHEQ and Compliance.
• Conduct Risk and Compliance Training to PRASA CRES’ staff.
• Ensure the integration of the functions at CRES wide i.e. Regions and Head Office and Corporate Office.
 
Knowledge: Risk Management Principles and International Standards, Public Sector Risk Management Framework; Business Continuity Management Standards, Generally Accepted Compliance Practice, Public Finance Management Act; Health & Safety Act; Quality Management regulations and Standards; Property Management; Rail Industry; Business Environment; Corporate Identity; Financial Principles; Legislations; Policies and Procedures, knowledge of the SHEQ ISO standards.

Minimum Requirements
• Grade 12
• BTech / B degree in Risk Management/ Business Management/ Environment Health & Safety or Safety Management.
• A minimum of 8 years within Risk and Compliance environment.
• A minimum of 4 years managerial experience.
