JOB TITLE: Principal Inspector

DEPARTMENTAL MISSION: To provided assurance on of railway safety compliance activities, including the enforcement of safety compliance with the main intention of ensuring the continuous improvement of railway safety within PRASA.
OUTPUTS:
Monitor and enforce compliance to railway safety standards
• Develop and implement safety audit, inspection and occurrence management policies and procedures as well as annual inspection and audit plans.
• Develop quality standards and guidelines for safety audit and inspection outputs.
• Analyse audits and inspections outcomes, the results of investigations, occurrence trends, and other related safety information; sign off all compliance activity reports.
• Evaluate audit and inspection findings and consider issuing of letters of non-compliance and notices, where necessary.
• Lead/conduct safety inspections and audits.
• Respond to an occurrence or dispatch team to an occurrence site in line with the policies and procedures.
• Manage the post-audit/inspection follow-up processes.
• Discharge the powers of an inspector in terms of the policies and procedures
• Provide leadership and guidance in the on-site phase (gathering of evidence) of occurrence investigations.
• Approve the occurrence investigation Preliminary reports (in line with occurrence management procedures).
• Promote railway safety compliance and conduct awareness with all operators within PRASA.
• Participate in railway occurrence Board of Inquiries
• Enforcement of compliance where non-compliances are detected in line with the relevant railway safety standards, and Policies and procedures
• Provide an advisory, operational support, and expertise, as well as contributing to the provision of excellent customer service in accordance with PRASA
• Safety Management System and Safety Procedures
• To assess weaknesses in regulatory compliance, conduct regular review of the effectiveness of the current safety policies, procedures and standards
• and recommend or effect the necessary changes in consultation with the relevant functionaries
• Liaise with stakeholders, ensure effective communications, influence, and advise on operational safety, health and environment matters
• Manage the running of the safety inspectorate function and provide competent advice to the operating Divisions on matters pertaining to the continuous
• development and direction of the safety standards
• To provide guidance and advise on good practices and maintain knowledge of advancements in technologies and standards
Technology Review Management
• Lead the new works and technology review process to ensure compliance with relevant RSR standards and new technology review
• procedures
• Generate guidelines for the technology review process in line with Regulatory requirements.
• Provide technical advice and support to the project implementation Divisions to ensure that all projects comply with the relevant railway
• standards.
• Keep abreast of best practice/ engineering developments
• Liaison with internal Operators regarding railway technology related applications as well as internal Operators regarding asset
• management issues
Risk Management
• Conduct a risk assessment on the organisation’s safety management system and activities.
• Ensure that all relevant PRASA Business Units establish and implement operational risk management processes aimed at safeguarding
• railway operations.
• Identify technical as well as operational hazards and manage resultant risks to people, property and environment to a level that is as low
• as reasonably practicable.
People Management
• Manage subordinates by allocating work, assessing progress, coaching/ training and motivating
• Provide required training and development to staff in line with PDP’s to ensure optimal performance
• Ensure optimal utilisation of human resources/capacity within the department
• Manage performance of subordinates and implement corrective measures where required
• Evaluate reports for acceptability and make recommendations
• Effectively respond to staff queries.
• Promote railway safety compliance and conduct awareness with all operators within PRASA.

KNOWLEDGE:
• Thorough knowledge of applicable acts and legislation especially National Railway Safety Regulator Act (Act 16 of 2002, as amended), National Railway Safety Permit Regulation, 2015, The Determination of a Safety Management System (SMS) and Safety Management System Report (SMSR), the Occupational Health and Safety Act etc.
• Comprehensive knowledge of South African National Standard (SANS) 3000 series
• RSR processes
• Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes
• Sound knowledge and understanding of health and safety legislation regulation, principles and their application in the workplace to ensure a safe and healthy work environment.

• NQF level 7 (Engineering Degree)

Experience:
Ten (10) years Railway Safety Management experience AND
Five (5) Management experience
Legal requirement:
• Valid South African driver’s license
