DEPARTMENTAL MISSION: To direct and manage financial reporting services for PRASA Group.

OUTPUTS:
Group Financial Reporting
• Compile month-end financial reports for the Board and its sub-committees and Executive Committee (EXCO).
• Compile quarterly financial and management reports for the Department of Transport, National Treasury and Executive Committee (EXCO).
• Responsible for compiling the Group Annual Financial statements for reporting to the shareholder and other key stakeholders.
• Manage and ensure accuracy and integrity of financial information.
• Preparing the Group consolidated budget for approval by the Board and submission to the Department of Transport and National Treasury.
• Drive finance initiatives towards the achievement of an unqualified audit report.
• Serve on the Finance Committee.
Promote the effective implementation of financial policies and processes
• Oversee, manage, and monitor the status of financial processes across the Group to ensure implementation of processes in compliance with policies and procedures.
• Provide guidance, training, and assistance to the Group in respect of implementation of processes, policies, and procedures.
• Identify and assess non-compliance and provide guidance, pursue corrective action, and follow up to ensure that corrective action has been taken.
• Provide advice, guidance, and consultative expertise on financial reporting matters.
• Implement audit recommendations to minimise financial and business risks.
• Manage the finance risk register.
Legislation, Financial Policies and Finance Strategy
• Provide input during the formulation of the finance strategy aligned to the company business plan.
• Develop and design financial policies and internal controls for the Group.
• Ensure compliance to all relevant financial legislation, policies, and procedures e.g., GRAP, PFMA, Treasury regulations and internal policies and procedures.
Support Internal and External Audits
• Liaise and assist with internal and external audits.
• Ensure that documentation is prepared timeously and in compliance with statutory regulations.
• Ensure compliance to all relevant deadlines for auditing purposes as set out by relevant legislation.
• Manage the audit process on behalf of the Group.
Manage Staff
• Determine the human resource requirements, permanent and contractors, in accordance with the expected deliverables.
• Secure the human resource requirements to ensure that deliverables will be met in accordance with the expected targets.
• Conduct the performance planning sessions.
• Compile the performance management documentation on collaboration with the staff member in terms of:
  • Key Performance Areas
  • Personal Development Plan
• Track and monitor performance in accordance with policies and procedures and performance planning documentation.
• Continuously provide feedback and coaching to ensure that the staff member/s performs at an optimal productivity level.
• Conduct performance reviews in accordance with policies and procedures and take corrective actions where necessary.
• Complete human resources management actions within the allocated time frames.

• Chartered Accountant
• SAICA registration

Experience:
• 12 years experience in financial management, accounting and reporting as a qualified Chartered Accountant
• 6 years middle management experience.
