The Passenger Rail Agency of South Africa (PRASA) is inviting applications from suitable candidates for the post of Group Chief Executive Officer (GCEO). PRASA is looking for a results orientated individual who is ethical and emotionally resilient to drive PRASA's important mission “To strive for High-Quality and Sustainable Passenger Service through Service Excellence, Innovation and Modal Integration".
 
Reporting to the Chairperson of Board of Control, the Group Chief Executive Officer will lead and direct the operation of the Passenger Rail Agency of South Africa.
 
 
KEY OUTPUTS: • Drive the PRASA Turnaround Strategy ensuring effective implementation and monitoring • Direct, guide and support the day to day operations of the divisions and subsidiaries to fulfil the PRASA's mandate and meet customer demands;
• Rail Operations (Metrorail and Main-Line Passenger Services)
• Corporate Real Estate Solutions Services (CRES)
• Technical Services (PRASA Technical)
• Road Based Passenger Transport Services (Autopax) and
• Investment Services (Intersite)
• Inculcate the culture of Risk Management, Corporate Governance and Compliance
• Ensure Group Resource Management
• Ensure continuous Group Reporting and advisory Services.

MINIMUM REQUIREMENTS: • NQF Level 7 or B degree and relevant Master's degree (preferably in Business) • Minimum 15 years' experience in Top Executive Management level in a large Company (10 -15bn expenditure budget, ±10 000 employees) • Extensive experience on business turn around and business transformation • Extensive understanding of complex Capital Investment Programmes • A solid understanding of the transport industry, engineering and property management will be an added advantage.

To report to the Group Chief Executive Officer, the Group Chief Financial Officer will provide strategic financial leadership and direction to the Group and manage the financial health and governance of the organisation.
 
KEY OUTPUTS:• Develop Internal Controls and Group Financial policies • Manage Treasury and Corporate Finance Functions • Manage Taxation • Lead and manage the Finance team across the Group • Drive the PRASA Financial Turnaround ensuring effective implementation and monitoring • Ensure a comprehensive Stakeholder Management • Ensure continuous Group Financial Reporting • Ensure the comprehensive Group Strategic Asset management • Ensure management Accounting and Financial Planning.

Reporting to the Group Chief Executive Officer, the Group Executive: Human Capital Management (HCM) will provide HCM strategic direction, develop and implement human capital management strategies for the Group in support of the business objectives.
 
KEY OUTPUTS: • Manage Strategic Human Capital Functions • Manage Human Capital Management costs • Manage and lead HCM Team in the achievement of set objectives • Manage Human Capital Management Stakeholders • Provide Human Capital advisory services to the Group • Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes • Sound knowledge of the CCMA processes and legislation that regulates the entire CCMA process from inception to completion • Sound knowledge and understanding of relevant legislation applicable in the HCM field and advanced knowledge pertaining to the Education, Training and Development industry such as SAQA Act, SDA, SDL and the bodies attached to the legislation • Knowledge of the principles and practices applied in the Education, Training and Development field • Sound knowledge of the current and future HR practices to apply to the best interest of the organisation.

Reporting to the Group Chief Executive Officer, the Chief Risk Officer will direct and oversee the management enterprise risk and to embed the culture of risk management into the business.
 
KEY OUTPUTS:• Develop and Maintain the Enterprise Risk Management Strategy • Support the Business Turnaround on risk management • Ensure Crisis Management and Business Continuity Management • Ensure Project Risk Management across the group • Manage Human Resources in the Risk function • Manage Departmental Budget • Ensuring partnership with the executive team.

CAPABILITIES: Minimum Requirements: • Chartered Accountant or Actuarial Degree. • Any relevant post-graduate qualification in finance, risk management, law, or auditing • Master of Business Administration would be advantageous • Specific qualification in an area of law or environmental safety and health would be advantageous.
 
Experience:• 5 years' experience in an executive position/role • At least 3 years relevant rail industry experience and understanding of the transport services sector • Thorough understanding of corporate governance, business and operational risk and information technology principles • Understanding of the compliance requirements for the rail industry • 10 - 15 years risk management, auditing experience • Extensive understanding of complex Capital Investment Programmes • A solid understanding of the transport industry, engineering and property management will be an added advantage.

Reporting to the Group Chief Executive Officer the General Manager: Corporate Security will direct and oversee the provision of all security services across the Group to ensure the safety of assets, commuters and employees.

Lead and direct the provision of effective Group Security Services as these relate to:
• Physical security, Investigations (Forensic, General crime, Liabilities); • Document and information security • Vetting and screening.
