JOB SUMMARY
The value-driven Internal Audit Unit seeks to appoint an IT Audit Manager to strengthen the Unit. As the IT Audit Manager, you will play a leading role in delivering the end-to-end auditing process as it pertains to information technology within Parliament. You will also provide leadership in the IT Audit function by giving strategic direction in embedding sound governance principles and ensuring that the standards of ethical behaviour are upheld. You will play a central role in partnering with key stakeholders to ensure optimal combined assurance to the Audit Committee and Management and to make sure that key risks are appropriately addressed.
In this role, you will future proof the institution by benchmarking audit methodologies, standards, and procedures against industry best practices and acquiring and rolling out the latest appropriate systems. In addition, you will ensure that all information technology and information systems-related risks are timeously identified and recommendations are made for the mitigation of such risks. In this role, you will lead and mentor a team that will put various measures in place to improve the function of information technology. If crafting the infrastructure that enables Parliament to carry out its constitutional mandate of promoting accountability and good governance is a responsibility that appeals to you; then, you are the ideal candidate for this role.
 
Your key responsibilities will be:
  • Direct the identification, evaluation, and monitoring of the risk areas and assist with the development of the Internal Audit Methodology, the Annual Risk-Based Audit Plan, and the three-year rolling plan.
  • Lead the audit function in playing a strategic role in embedding the principles of good governance and ensuring that the standards of ethical behaviour are upheld.
  • Provide value-added consulting activities that offer proactive assurance as opposed to detective assurance.
  • Partner more closely with key internal and external stakeholders to ensure optimal combined assurance to Management and the Audit Committee and ensure that key risks are appropriately addressed.
  • Develop the Data analytics and Continuous Auditing strategy.
  • Develop, implement and monitor the quality assurance improvement programme for the IT audit Unit.    
  • Supervise the performance of audits, from project identification and planning to issuing and presenting final reports, in accordance with the International Standards for the Professional Practice of Internal Auditing and best practice frameworks.
  • Conduct risk and control assessments of assigned departments or functional areas within the established/required timeline for developing the audit plan and the basis for planning audit projects. Ensure appropriate audit software and data analytical tools are effectively utilised to plan, execute, and report on audits.
  • Responsible for assisting the Chief Audit Executive with the internal audit budget and financial management of the internal audit function.
  • Directing, mentoring, and empowering employees and implementing change within the directorate to promote high performance, an optimal working environment, improved staff morale, and cost-effective operations.
 
To qualify, you must have:
  • A relevant Postgraduate degree in Commerce (Internal Auditing, Economic Sciences, Auditing, Computer/Information Systems Auditing), Business Management, Computer Science, or Science (NQF Level 8) with 5 years of relevant IT Audit Management experience.
  • Registration with one of the following professional bodies as well as a professional designation(s) such as:
    • The Institute of Internal Auditors – IIASA (CIA)
    • Information Systems Audit and Control Association South Africa Chapter - ISACA (CISA, CISM, CGEIT, CCAK) 
    • Association of Certified Fraud Examiners – ACFE (CFE).
  • THIS POST IS SUBJECT TO A SIX (6) MONTHS PROBATION PERIOD.
 
You must also demonstrate:
  • In-depth knowledge of IT Auditing principles, IT Legislation, SPPIA Risk-based methodologies (COBIT & ITIL), accounting, ISACA Standards, tax and related best practices.
  • In-depth knowledge of IT systems, networks, databases, and cloud technologies.
  • In-depth knowledge of Information security management (ISO 17799 /ISO27000)
  • Strong analytical skills and attention to detail, with the ability to identify and assess complex IT risks and controls.
  • Excellent communication and interpersonal skills, with the ability to present findings and recommendations to diverse audiences.
  • Leadership and team management experience, including the ability to mentor and develop staff members.
  • Familiarity with relevant regulations and compliance frameworks, such as ISO 27001, GDPR, POPIA, and NIST Cybersecurity Framework.
  • Ability to drive the development and execution of risk assessments and mitigation plans to enhance the institution’s ability to identify, evaluate, prioritise, and mitigate risk.
  • Working knowledge of the Constitution of RSA, other relevant acts, legislation, and regulations of Parliament, government, and the Public Sector.
  • Excellent understanding and ability to conduct CAATS and continuous auditing and monitoring principles.
  • Functional Expertise (IT Governance Principles, IT Risk Models, Operational Standards, and Internal Control), IT Security, Infrastructure, Management and Financial information systems.
  • Excellent knowledge of Project Management Principles and methodologies.
  • Good database skills and related business knowledge and management (data mining, security assessments).

JOB SUMMARY
As the Manager: Remuneration, Benefits and Human Capital Shared Services, you will lead total rewards, including remuneration and benefits, with a direct impact on Parliament’s ability to attract and retain top talent while balancing financial and business objectives. You will lead a team that drives the execution of Parliament’s remuneration and benefits policy. In this role, you will be key in crafting the organisation’s pay philosophy and offering total rewards that drive a high-performance organisational culture. As the incumbent in this role, you will naturally challenge existing people policies and practices and harness insights from relevant research to innovate for an enhanced employee value proposition and experience.
You will play a focal role in transforming our people practices within the institution and across the legislative sector, providing meaningful insights that inform far-reaching decision-making. The Human Capital function will rely on your expertise to analyse and assess risk and craft strategies to mitigate residual risks to ensure workforce stability. Your key responsibilities will be:
  • Develop and implement human capital and total rewards strategy and operational plans aligned with institutional strategic priorities
  • Develop a pay philosophy, maintain salary structures and establish cost-effective and market-based benefits
  • Enhance existing and develop new products and processes in the remuneration and benefits space to create efficiencies and consistencies in human capital practices.
  • Lead pro-active appropriate remuneration and benefit benchmarking and analysis and recommend changes to align with best practice.
  • Provide key advisory support to Divisions within the institution of the HRBP community and be a key contributor to the National Bargaining Forum as sector-level
  • Analyse trends and metrics for institutional reporting and develop customised solutions to meet business needs
  • Implement and maintain human capital information systems and act as custodian of all master data and electronic and other records management systems.
  • Craft and drive the implementation of Wellness strategies aligned with institutional needs
  • Ensure a seamless health and safety service for Parliamentary staff by fostering appropriate collaborations.
  • Act as a key role player in meeting all governance, risk and compliance-related obligations
  • Manage activities carried out by the shared services unit to give effect to strategic directives and operational plans.
  • Responsible for leading the human resources for the Section
  • Provide leadership and guidance to staff regarding strategy, business plans, policies, operational procedures, and client servicing.
  • Manage financial resources according to FMPPLA prescripts and prepare the budget per the Parliamentary budget process.
 
To qualify, you must have:
A Post Graduate Degree in Commerce, HR, Business Science or Behavioural Sciences with 10 years of experience in HR remuneration and benefits, of which 5 years must be in a senior management position and leading the Remuneration, Benefits and Shared Services function
Professional certification in compensation and benefits (e.g., GRP/CCP, CBP, etc.) will be an added advantage.
