RISK MANAGEMENT SHARED SERVICE
Risk Management is delivered though a shared service function to municipalities in the Overberg Region.
The municipalities involved are Overberg District Municipality, Cape Agulhas, Swellendam and Theewaterskloof.
CHIEF RISK OFFICER
5-year contract (with an option of permanency)
We are seeking to appoint a dynamic individual to manage the Risk Management shared service function for the municipalities in the Overberg Region. The position will be based at Overberg District Municipality head office in Bredasdorp.
Minimum Requirements: • A Degree in Commerce or related field (risk management and/or auditing and/or internal audit) • Three years’ experience in risk management and/or internal audit • A valid code B driver’s licence • Excellent communication skills in at least two of the three official languages of the Western Cape • Advanced computer literacy • Willingness to register for Municipal Minimum Competence Training • Own suitable vehicle.
Recommendation: Experience of local government processes.
Main Functions: Responsible for: • Lead and direct the development, strategy, implementation and maintenance of Risk Management • Continuously improve and co-ordinate on existing systems in terms of leading practice and legislative guidelines • Control and manage risk exposure of the municipalities, thus ensuring risk identification and appropriate risk responses • Implement the ERM strategy, policies, procedures and systems in terms of a change management plan, including communication, consultation and training
• Ensure integrated risk management advice, liaison, co-ordination and consultation for the municipalities with other departments • Co-ordinate and monitor compliance with mitigation and remedial action commitments of municipal management • embed and drive the risk management culture across the municipalities • Formalise processes and procedures to ensure proper administration of Enterprise Risk Management (ERM) • Ensure compliance with the risk management activities, with appropriate reporting to the Risk Management Committee per municipality • Organising risk management roll-out methodology and techniques for evaluation, presentation and maintenance of strategy and operational risks workshops developing strategies, implementing and maintaining Enterprise Risk Management • Risk management planning, control and driving and generating value for the institutions through the Risk Management functions • Running the Risk Management for Shared Services and identify new risks facing the institution with responsibilities • Organizing Risk Management roll-out methodology and techniques for the evaluation, presentation and maintenance of strategy and operational risk workshops • Review analysis and reporting on fraud prevention efforts and support municipalities on preventative measures.
