INVITATION TO SERVE AS AN AUDIT COMMITTEE MEMBER
 
 
Harry Gwala District Municipality seeks to appoint a suitably qualified professional to serve as an Audit Committee member, as contemplated in Section 166 of the Local Government Municipal Finance Management Act No. 56 of 2003 and in accordance to the Local Government Municipal Planning and Performance Management Regulations of 2001. Applicants are invited from various fields of professions that will add value to the Municipality. This appointment will be for a period of three (3) years but may be subject to renewal at the discretion of the Municipal Council for a period not longer than 3 years. The appointment will be supported by the terms of reference and a contract. Remuneration will be paid in accordance to the Municipality’s Audit Committee Charter and National Treasury guidelines.
 
Requirements: • A relevant degree or equivalent qualification • An MBA/CIA/CA/LLB qualification will be an added advantage • Experience in any of the following fields: • Financial Accounting, Governance, Legal, Internal Auditing, Risk Management and Information Technology.
 
 
Key Outputs/Duties: As an Advisory Committee to the Municipal Council in terms of the Municipal Finance Management Act, the Audit Committee will: • Review the Municipality’s audit activities to ensure the completeness of coverage and promote the effective use of resources • Review the adequacy and effectiveness of the governance and risk management processes • Review the adequacy and effectiveness of the internal systems including: computerized information systems, controls and security, the quality of financial and other management information produced in relation to its integrity and reliability, follow up of all significant findings and recommendations of the internal and external auditors, together with the management’s response thereto • Examine and review the Annual Financial Statements and Performance Reports before the final approval thereof • Review compliance with all regulatory and other related requirements.
 
Competencies: • Audit committee member should have a sound knowledge of issues affecting Local Government, expertise/skills and experience in the following fields: • Financial and Management Accounting • Performance Management • Auditing • Corporate Governance • Risk Management and Knowledge of Municipal Legislations.
