OFFICE OF HEALTH STANDARDS COMPLIANCE (OHSC)
 



DEPUTY DIRECTOR: EARLY WARNING SYSTEM AND FACILITY RETURNS (REF #: OHSC 16/2022)
Salary: An all-inclusive salary package of R 882 042 per annum (basic salary consists of 70% or 76% of the total package, OHSC’s contribution to the Government Employee Pension Fund (13% of basic salary) and a flexible portion). The flexible portion can be structured according to OHSC guidelines.
 
Requirements:
  • A degree in Health Sciences.
  • A post-graduate qualification in Public Health, Epidemiology, Monitoring and Evaluation or Clinical Risk Management would serve as an advantage.
  • At least five (5) years’ experience in health care delivery or Management, of which at least three (3) years must have been at junior management or supervisory level.
  • Experience in monitoring and evaluation, quality assurance and supervision or clinical risk management would serve as an advantage.
  • Good analytical and conceptual skills.
  • Good computer skills.
  • Good conflict resolution and negotiation skills.
  • Report-writing skills.
  • A valid driver’s license.
 
Duties:
  • Design, implement and monitor the knowledge management and data analysis systems and framework for annual returns and early warning system.
  • Implement and review tools and databases to enable ongoing reporting on annual returns and early warning system indicators of risks to healthcare quality and healthcare user safety from health establishments and healthcare users.
  • Implement and refine systems for annual returns, health establishments national register and reporting on early warning system indicators by health establishments and users.
  • Monitor and ensure completeness, accuracy and timelines of all health system data submitted including through direct verification and/or follow-up with health establishments or users where indicated.
  • Collaborate in the analysis of data to design, produce and implement quality risk profiles for health establishments.
  • Monitor and update all health establishments’ risk profiles on a regular basis.
  • Produce recommendations for implementation regarding the nature and timing of OHSC actions in response to early warning system reports and health establishments’ risk profiling outcomes.

CHIEF OPERATIONS OFFICER (REF #: OHSC 18/2022)
Salary: An all-inclusive salary package of R 1, 544 415 per annum (basic salary consists of 70% of the total package, OHSC’s contribution to the Government Employee Pension Fund (13% of basic salary) and a flexible portion). The flexible portion can be structured according to OHSC guidelines.
 
Requirements:
  • A bachelor’s degree in medicine, pharmacy, nursing or any other health related degree.
  • A master’s in health sciences (NQF 9) is also required.
  • A post-graduate qualification in management would be an advantage.
  • Registration with the relevant council/body (SANC, HPCSA, SAPC, etc).
  • At least fifteen (15) years’ experience in the health care environment, of which five (5) years should have been at an executive management level.
  • Comprehensive knowledge and understanding of the health care delivery and health policy in South Africa.
  • Good analytical and conceptual skills.
  • Good decision-making skills, Excellent management, interpersonal, negotiation and conflict resolution skills.
  • Strong report-writing, presentation and communication skills.
  • A valid driver’s license.
 
Duties:
  • Development and implementation of strategies towards supporting the implementation of the OHSC mandate, vision, mission and objectives.
  • Ensure effective and efficient functioning and implementation of OHSC operations and technical programmes: Corporate Services, Compliance Inspectorate, Health Standards Design, Analysis and Support, Complaints and Investigations.
  • Ensure efficient linkages between the inspection function and Certification and Enforcement.
  • Develop implementing strategies and procedures to enhance OHSC growth.
  • Develop and guide OHSC workflow strategies and business processes.
  • Work with the Executive team and managers to determine and implement OHSC performance goals.
  • Foster inter-departmental collaboration and effective communication on operational activities.
  • Work with the Chief Executive Officer and the Chief Financial Officer on matters related to OHSC operations.

EXECUTIVE MANAGER: CORPORATE SERVICES (REF #: OHSC 17/2022)
Salary: An all-inclusive salary package of R 1, 269 951. per annum (basic salary consists of 70% of the total package, OHSC’s contribution to the Government Employee Pension Fund (13% of basic salary) and a flexible portion). The flexible portion can be structured according to OHSC guidelines.
 
Requirements:
  • A relevant post graduate degree or equivalent at a NQF 8 level in either the field of Human Resources, Business Administration, Public Administration, Social Sciences or related field.
  • An MBA or equivalent qualification would be an advantage.
  • Registration with a professional body in human resources management would serve as a further advantage.
  • At least ten (10) years’ experience in all facets of human resources management including corporate services functions and labour relations of which at least five (5) years must have been at a senior management level in the aforementioned fields.
  • Good analytical and conceptual skills.
  • Excellent interpersonal, negotiation and conflict resolution skills.
  • Report-writing skills. A valid driver’s license.
 
Duties:
  • Formulate and oversee the implementation of strategic plans for Corporate Services.
  • Management of all facets of human resources management including labour relations.
  • Oversee general office administration, facility management, auxiliary services and building maintenance. Health, safety and environmental compliance management.
  • People management.
  • Management of communication and stakeholder relations, including development of policies and strategies and ensuring of consistent and informative communication.
  • Preparation of all reports of the OHSC including but not limited to the Annual Report.
