Deputy Director: ICT
Strategic Management Directorate
Salary: All Inclusive Package: R 733 257.00 per annum, Level 11

Requirements: • Three years Bachelor's Degree/National Diploma in Information Technology/Computer Science or related tertiary qualification plus a minimum of five (5) years' experience in the ICT environment of which three (3) years' should be at junior management level (Assistant Director and equivalent), MCSE/ITIUCOBIT/Project management Certification/other relevant certifications will be an added advantage and a valid drivers' license.

Duties: • Implementation of good corporate governance of ICT within the Department as guided by relevant legislations • Development and implementation of business-enabling ICT Strategy • Management of ICT technical support services (hardware, software and networks) • Ensure improvement of departmental processes through deployment of ICT solutions • Initiate, develop and review relevant IT policies/procedures/frameworks ensuring adherence to best practices • Planning and execution of ICT projects • Define, negotiate and manage service agreements with external ICT service providers • Proper implementation of ICT risks management processes • Management of the ICT unit financial and human resources.

Risk Management Committee Chairperson
(3 Year Contract)
In terms of Section 38 of the Public Finance Management Act, 1999 (PFMA) the department of Arts Culture, Sports and Recreation requires the services of a qualified and interested person to serve as the chairperson of its Risk Management Committee. The incumbent will advise the Accounting Officer on Enterprise Wide Risk Management in fulfilling his mandate as required by the Public Finance Management Act.

Requirements: • A minimum of a Bachelor's Degree and a Post Graduate in Auditing, Risk Management or Commerce. The ideal candidate should have 7-10 years' management experience gained from Audit/Financial or Risk Management environment • Previous experience of serving in the Risk Management Committee and/or Audit Committee will be advantageous.
The ideal candidate must be an independent external person with extensive knowledge and experience in the relevant prescripts, including Public Finance Management Act, Treasury Regulations, 1803100, and King IV Report on Corporate Governance, COSO and Public Sector Risk Management Framework.
Remuneration: • The compensation of Risk Management Committee members will be as per the National Treasury schedules in this regard issued annually with specific hourly or daily rates • Other refundable expenses are based on the department related policies in line with the National and Provincial Treasury guidelines.
Terms of contract: • This position will be for a period of three (3) years linked to performance • For the entire contract term, a Service Level Agreement will be renewable annually based on the achievement of the previous year's performance targets • This will not be a full-time appointment • A Risk Management Committee will meet a minimum four times per annum and special meetings will be convened when deemed necessary.
Duties: • Assist the Accounting Officer of the Department to execute their duties to achieve the Department's objectives • Provide oversight on the Department's risk management processes/environment and the overall functioning of the departmental Risk Management units as provided for in terms of the approved risk management policies and plans • Execute Risk Management Committee functions in terms of the PFMA, Treasury Regulations, the Public Sector Risk Management Framework, Risk Management Committee Charter and the King Reports on Corporate Governance • Advice the Accounting Officer and recommend improvements on the risk management processes within the Department.
