ADMINISTRATIVE ASSISTANT TO THE MMC SOCIAL SERVICES
(THE POSITION IS LINKED TO THE TERM OF THE OFFICE OF THE MMC)
REMUNERATION: TASK LEVEL 9

REQUIREMENTS : Grade 12 plus National Diploma in Administration or Equivalent qualification coupled with 2 years administrative experience. Computer literacy in MS Office, Good communication, interpersonal and administrative skills. Strong sense of responsibility, preciseness and accuracy. Work well and stay focused under pressure. The candidate must meet the competency levels as stated in the regulation No. 45181 of 20 September 2021.
DUTIES : Handle all reception responsibilities that may include receiving visitors
: Answering and taking messages
: Receive and distribute correspondence
: Manage the telephone and the diary of the MMC
: Arrange appointments, meetings and functions as required for the MMC
: Keep minutes of meetings
: Maintain Budget and account records by obtaining quotations
: Coordinate enquiries and correspondence that may require input from more than one section.
: Facilitate all other admin duties that may arise from time to time.

REQUIREMENTS : Bachelor’s Degree/ National Diploma in Finance related matters with reasonable experience in Management and Local Government
DUTIES :
Implement and manage Supply Chain Management
: Administration of the procurement, Acquisition, Asset Management and Procurement reform programs
: Authorise Orders within the Financial delegation powers
: Implement measures to combat fraud, corruption, favouritism and unfair practices in financial related matters
: Provide strategic direction to the Chief Financial Officer with regards to Supply Chain Management that includes variance, market and industry analysis
: Maintenance of registers to support SCM function, including details of all tenders received and awarded, disclosure of sponsorships, awards, gifts and favours awarded to close family members and persons in the service of the state.
: Implement the SCM Policy to ensure SCM that is fare, transparent, competitive and cost-effective.
: Organise in consultation with Corporate Services
: Manage Training/Workshop sessions in conjunction with Corporate Services Training Division of the SCM Policy and Regulations.
: Manage the implementation of the procurement strategy within the Municipality
: Serve as a Secretariat for BID Adjudication Committee
Knowledge and Skills: Knowledge of Systems, Processes, Legislation, Regulations and Policies relating to Supply Chain Management. Knowledge of the implementation of PPPFA [Preferential Procurement Policy Framework Act], SMME [Small Medium and Micro Enterprises] and BEE [Black Economic Empowerment]. Good interpersonal, written and verbal communication skills. Computer Literacy. Understanding of Strategic Sourcing. Ability to network with different stakeholders in furtherance of empowerment objectives
