REQUIREMENTS
EXPERIENCE
Three (3) years relevant experience in firefighting.
RESPONSIBILITIES
Quick response to emergency calls and requests for rescue services including rescue for trapped people and animals; Adhere to health and safety requirements as prescribed by OHSA; Quick response to community and national disasters and unforeseen incidences in line with Fire and Rescue Services; Clear accident/incident sites; Inspect and maintain fire and rescue services fleet including fire engines and equipment; Assist with regular testing of fire hydrants and emergency water supplies; undertake drills; physical training on techniques and use of equipment as well as self-development to improve and maintain effective personal performance.

QUALIFICATIONS
- Grade 12
- Relevant 3-year tertiary qualification in Public Management/Project & Programme Management/Community Development or any relevant 3-year tertiary qualification.
- Computer Literacy: MS Office
- Fluent in at least two (02) most spoken African languages within the district.
EXPERIENCE
3-5 years’ relevant experience preferably in Project/Programme Management.
OTHER ESSENTIAL REQUIREMENTS:
Applicants should not be over 35 years of age, (i.e. applicants must be 35 years of age or younger).
RESPONSIBILITIES
- Research and Development on marginalized communities’ socio- economic challenges and the needs analysis in the likes of (Juveniles, offenders, school leavers, youth graduates etc.) in line with the national frameworks, guidelines and targets.
- Assessing and evaluating the existing programs within the municipality against their objectives and identifying the gaps and supporting initiatives.
- Conceptualizing and developing the Development and Reintegration Initiatives with regards to (Health & Wellness, Sports, Arts, Culture and Education). iv. Project and Programme Management of business development initiatives.
- Providing input and support on the Developing of Development Policies in alignment to the provincial and national Government policies and promoting them within the district.
- Developing and promoting the integrated District Development Strategy and Programs. vii. Identifying and Managing relationships with enterprise development support stakeholders.
- Expanding the Nkangala Municipality micro-financing activities to leverage financial support to young entrepreneurs.
- Establishing and strengthening networking platforms to create an information sharing platform on youth socio- economic challenges and solutions within the district, province and nationally.
- Promoting and Coordinating the District Youth Development Bursary Scheme.
- Strengthening strategic partnerships and facilitating knowledge building and management.
- Restoring of the marginalized community’s dignity and livelihood.
- Tracking use of resources in accordance with the integrated plans, rules and regulations, effectively applying Results Based Management tools to ensure achievement of results.
- Support dissemination and application of knowledge, best practices and programme; results for advocacy, resource mobilization, learning and practice development.

Compensation will be in accordance with rates approved by Council. All other refundable expenses will be based on the municipality’s related policies guidelines.

QUALIFICATION REQUIREMENTS:
A minimum of a Bachelor’s Degree and a Post-Graduate Degree in Risk Management, Auditing or Business Administration. Certified Risk Management Practitioner, Certified Internal Auditor (CIA), Chartered Accountant (CA), Certified Fraud examiners will be advantage.
EXPERIENCE REQUIREMENTS:
- The candidate should have 5 to 10 years’ management experience gained from Strategic Management, Risk Management and or an Auditing / Financial, Anti-fraud and Anti-Corruption environment. Previous experience of serving in the Risk Management committee and/or Audit Committee will be advantageous.
- Strongly encourage individuals with proven knowledge of Municipal environment and operations. Ability to lead, chair and direct risk management/fraud and corruption committee meetings. Knowledgeable on Municipal Finance Management Act 56 of 2003, COSO model, King IV, Public Sector Risk Management Framework by National Treasury, other laws, rules and regulations applicable to Local Government Sphere.
- Ability to operate independently and objectively. Availability to attend the committee meetings of the District and local municipalities under shared services. Membership of the Institute of Risk Management South Africa (IRMSA) or Institute of Internal Auditors South Africa (IIASA) is strongly recommended.
DUTIES:
- Ensure that Risk Management, Anti-Fraud and Anti-Corruption Committees of the District and Local municipalities functions properly.
- Advise Management and the Accounting Officers on risk management at an organizational level.
- Review and monitor the implementation of risk management frameworks, policies, charters and strategies of all municipalities under the shard service.
- Ensure that the municipalities’ risk identification and assessment methodologies are reviewed to provide reasonable assurance of completeness and accuracy of the risk registers.
- Ensure effective and efficient implementation of Business Continuity Management.
- Provide advice/guidance on setting of risk appetite and tolerance levels.
- Assist in developing efficient and effective measures to prevent fraud and corruption by recommending measures to deter fraud and corruption.
- Provide timely and useful reports to the Accounting Officers / Authority on the municipal state of risk management, together with accompanying recommendations to address any deficiencies identified by the Committee.
- Provide Risk Management report to the Shard Audit Committee quarterly/ as and when required.
