DIRECTOR: INFRASTRUCTURE AND TECHNICAL SERVICES 
Duration : Permanent 
Total package : R 852 108 (Minimum), R 946 787 (Midpoint), 
R 1 041 465 (Maximum) as per the Government Gazette No. 48789 of 14 June 2023 for Category 1 Municipality 
 
Requirements:-
  • A recognised Bachelor of Science Degree in Engineering/B. Tech: Engineering or equivalent 
  • 5 years’ experience at middle management level, or as programme/project manager and 3 -4 years must be at professional/management level engineering management experience 
  • Good knowledge and understanding of relevant policies and procedures 
  • Good knowledge and understanding of institutional governance systems and performance management 
  • Must have extensive knowledge of the public office environment 
  • Must be able to formulate engineering master planning, project management and implementation 
  • Qualification in minimum competency level is required – applicants who are currently registered and doing the minimum competency programme must attach proof 
  • Certificate of competency as required in terms of the General Machinery Regulations, 1988 or registration with a recognized relevant engineering professional body will be an added advantage 
  • Proven knowledge of, as well as experience and skills in all the technical aspects that are pertinent to the service delivery initiatives 
  • Exceptional and dynamic creativity to improve the functioning of the municipality 
  • Valid driver’s license 
 
Key performance areas:- 
  • Provide leadership and direction to the directorate through managing all the subdivisions effectively 
  • Implement the strategic plan of the municipality through the effective development and monitoring of Service Delivery and Budget Implementation Plan 
  • Develop and monitor the budget of the directorate 
  • Manage formulation of policies and administrative procedures relevant to the department 
  • Determine various service delivery strategies 
  • Revise the Integrated Development Plan as well as the Service Delivery and Budget Implementation Plan 
  • Participate in preparing the Integrated Development Plan of the Municipality 
  • Responsible for the implementation of MIG programme and other funds on infrastructure in nature 
  • Advise Council of new developments on Infrastructure and service delivery 
  • Responsible for delegated functions as entailed in the municipality’s delegations register 
  • Promote a culture of performance by overseeing cascading of performance, regular performance assessment and appraisal 
 
Qualifications and SA Citizen checks will be conducted on all short-listed candidates. Security vetting will be done. Successful candidates will be subjected to additional checks including competency assessment. It is the applicant’s responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA). The successful candidate will be required to sign an employment contract before commencement of duty, a performance agreement and disclosure of financial interest.

Salary : R 592 508.00 – R 769 075.00 p.a. (Task Grade 16) 
 
Requirements:-
  • A recognized Bachelor’s Degree in Development Studies/Business Studies/Economics or any equivalent qualification 
  • 4 years of relevant experience of which two years must be at supervisory level 
  • Valid driver’s license 
  • Understanding of municipal environment will be an added advantage 
  • Sector-specific experience in Economic Development which may include leading diverse teams in transformation of an emerging economy will be an added advantage 
  • Ability to work under pressure and meeting deadlines is essential 
 
Duties:-
  • Participate in the development process of Integrated Development Plan 
  • Develop and reviews economic development strategies and plans 
  • Market, promote and facilitate trade and investment within the Municipality 
  • Approve all enterprise development strategic frameworks and develop high level implementation plans 
  • Analyse inherent comparative advantages in a particular locality relative to strategic sectors and value chains. 
  • Advise the Municipality on emerging and long-term economic trends affecting economic development, sustainable human development and their policy and programme implications 
  • Lead the preparation of impact assessment, feasibility studies, due diligence, and associated management plans 
  • Implements individual performance management system based on SDBIP 
  • Provide strategic leadership to the department and contribute to the efficiency and effectiveness of the department and supports the accomplishment of service delivery objectives of the Municipality

HEAD: ELECTRICAL OPERATIONS & MAINTENANCE 
Salary : R 592 508.00 - R 769 075.00 p.a. (Task Grade 16) 
Total remuneration may change subject to job evaluation outcomes 
 
Requirements:-
  • A recognized Bachelor’s Degree in Electrical Engineering or equivalent 
  • 4-5 years relevant experience of which 3 years must be managerial or supervisor level 
  • Government Certificate of Competency as an Electrical Engineer will be added as an advantage 
  • Valid Professional Registration to ECSA 
  • Computer Literacy with office applications 
  • Valid driver`s license 
 
Duties:-
  • Develop and review a long-term grid and non-grid electrification strategy and plans that are aligned to the national electrification programme 
  • Manage the processes of coordinating all Municipality`s electrification initiatives 
  • Manage timeously delivery of electrical engineering plans within the scope and budget 
  • Implement the incident protocol to manage interruption of a major scale 
  • Coordinate with Eskom for the supply and delivery of electricity to the communities within the Municipality`s jurisdiction 
  • Manage the key performance areas associated with the provision of quality and efficient maintenance service of the Electrical infrastructure of the Municipality 
  • Manage timeous response on electrical complaints and interruptions and resolve all 
  • Review the final Electrical Engineering file and prepare review notes to resolve Electrical matter that were not completely addressed by the teams 
  • Manage the dissemination of technical/operational information on outcomes, current developments, problems and constraints in the Section 
  • Conduct quality assurance reviews across teams to ensure quality work 
  • Manage compliance to safety procedures and guidelines (Occupational Health and Safety Act, 85 of 1993)
