LEGAL SERVICES OFFICER
MONTHLY SALARY : T14 (R30 078.88 XV R39 044.65) FIXED TERM CONTRACT --
LINKED TO THE CURRENT MUNICIPAL POLITICAL OFFICE BEARER 'S TERM OF OFFICE
 
REQUIREMENTS: Bachelor's Degree in Law. A minimum of 5 years relevant experience as an admitted attorney/advocate. Computer literacy in Microsoft Office. Valid driver's licence
 
KNOWLEDGE: Extensive knowledge and understanding of legislation pertaining to local government and financial management; Advanced understanding of council operations and delegation of powers. Knowledge of good governance, audit and risk management, Innovative and strategic capabilities. Report-writing skills
 
 
KEY PERFORMACE AREAS:Help the committee to undertake any investigation within the legal parameters; Advice MPAC on possible corrective measures and compliance matters. Help the committee to undertake any investigation and to compile a report; Review and investigate all matters referred by council; Obtain legal, technical and other specialised assistance required to exercise its functions and duties within the budget approved for the committee and subject to the supply chain management policy where applicable; Liaise with the Disciplinary Board and the Audit Committee on findings by MPAC.
 
 
 
 
 
RESEARCH OFFICER
MONTHLY SALARY : T10 (R 17 028.18 XV R 22 098.800) FIXED TERM CONTRACT --
LINKED TO THE CURRENT MUNICIPAL POLITICAL OFFICE BEARER'S TERM OF OFFICE
 
REQUIREMENTS:  B Com Accounting or Internal Auditing. A minimum of 5 years relevant experience in local government preferably in the functioning of MPAC; Computer literacy; Valid driver's licence.
 
KNOWLEDGE: Extensive knowledge and understanding of legislation pertaining to local government and financial management; Advanced understanding of council operations and delegation of powers. Knowledge of good governance, audit and risk management, Innovative and strategic capabilities. Report-writing skills.
 
KEY PERFORMANCE AREAS: Undertake research on management of public account and related matters, Conducting research on potential areas for UIF & W for improvement of Audit outcome, Prepare research reports and submit to the immediate superior and MPAC, Presenting investigation findings to relevant authorities, Making recommendation for consideration and implementation by council, Developing best practice models to be implemented in recommendations by the municipality, Benchmarking with other municipalities on related matters with a view to improve audit opinion, Providing information during internal and external audit processes.
 
 
 
 
 
MANAGER: ASSET AND INVETORY
MONTHLY SALARY: T16 (R39 044.65 XV R50 682.26)
 
REQUIREMENTS:  Appropriate Degree in Accounting Coupled with a minimum of five years' experience in Municipal Assets which should be in middle management or above. Minimum Competency requirements issued by National Treasury regulation 29967. Knowledge and application of various legislation and GRAP Standards regarding asset management. Advanced Computer literacy, Ms Office. Valid Driver's license. Good Communication Skills, Written and Verbal. All officials will be vetted prior to appointment.
 
KEY PERFORMANCE AREAS: To manage, update and maintain municipal assets to ensure compliance with the relevant municipal policies. Manage and control specific accounting procedures associated with assets acquisition, movement and disposal through; monitoring the status of records associated with the assets of the Municipality; applying internal control procedures to verify, update and maintain acquisition valuation and location details; preparing motivation for write-off and / or sale through auction or other prescribed means of disposal of assets exceeding the allowance life cycle and co-ordinating the outcomes and accounting sequence thereof. Implement remedial measures/corrective actions to align performance and output against agreed standards. Provide the management representation statement covering assets management at the end of the financial year. Develop and maintain the strategic and asset management plans aligned with the departmental strategy and budget. Develop assets need assessment, acquisition management and operation and disposal plans.
 


SERVICE BENEFITS: The normal service benefits applicable to SALGA and NMMD Municipality. All positions are advertised with monthly basic salary excluding benefits.
