TASK GRADE: 18 (R831 240 – R1 155 684 per annum)
(Basic salary only, excluding benefits)

Qualifications and experience required:
- An applicable tertiary legal qualification (Degree) NQF level 8.
- At least five years relevant experience at senior management level.
- Valid Code EB drivers’ license.
Key attributes and competencies:
- Must provide specialist legal, policy and financial advice to the Accounting Officer in terms of National Treasury Office regulations for posts reporting directly to the Accounting Officer;
- Must provide legal advice to the Accounting Officer on all matters.
- Within the Unit, the ability to contribute to service delivery systems of a complex nature and to manage the achievement of municipal strategies and goals.
- Within the area of responsibility, the ability to formulate and influence short, medium and long-term plans to deliver on strategies and goals.
- The ability to provide supportive leadership to the accounting officer and senior management team.
- Within the area of responsibility, the ability to develop and maintain strategic alliances with various stakeholders.
- The ability to manage the budget preparation and implementation process and provide technical expertise in this regard.
- The ability to support and implement good governance in the area of responsibility.
- The ability to implement and manage the financial reporting process within the office.
- The ability to implement and manage the performance reporting process of the office.
- The ability to understand risk and guide management of risk within the area of responsibility.
- The ability to guide the management of change within the area of responsibility.

Job purpose
The purpose of the post is to provide professional support services to the City Manager by:
- The provision of an executive support service including financial management of the office and resources, project management, legal advice and guidance in terms of risks, policy formulation, policy and strategy, managing and advising on citizen and stakeholder relations, communications and events management;
- Undertaking specific responsibilities as a member of a management team that reports directly to the City Manager.
As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, a medical examination, security vetting and psychometric assessment.
