OFFICE OF THE CITY MANAGER

The remuneration package offered will be commensurate to the level of qualifications, skills, competencies and experience required of the incumbent in accordance with Local Government Regulations on appointment of senior managers.
Job purpose:
The Office of the Chief Operating Officer is inter alia responsible for providing strategic support to the Offices of the City Manager and the Executive Mayor, overseeing and integrating the operational activities of the Municipality, ensuring good corporate governance within the organisation, as well as constitutional, legislative and policy compliance, and contract management services. It incorporates the offices responsible respectively for the Integrated Development Plan, policy formulation, transformation and performance management, and legal services.
The successful candidate will form part of the Management Team of the municipal administration, reporting to and being accountable to the City Manager in terms of the policy and legislative framework of the Nelson Mandela Bay Municipality.
Requirements:
- A Bachelor’s degree in Social Sciences/Public Administration/Law or equivalent qualification relevant to the knowledge and skills required for the position.
- Five years’ experience at senior management and middle management level, of which at least two years must be at senior management with proven successful institutional transformation within the public and private sectors.
- A Certificate in Municipal Finance and Management or attaining within eighteen (18) months after employment the number of unit standards required for Senior Managers in terms of the 2007 Municipal Regulations on Competency levels.
- Registration with the South African Council for Social Service for Professionals (SACSSP) will be an added advantage.
- A valid Code B driver’s licence and own transport.
- Candidates will be expected to demonstrate their knowledge and experience of the principles of good corporate governance and compliance in a government or quasi-government environment, as well as policy implementation, contract and risk management, implementation of systems and controls, and performance management.
- Candidates must be able to demonstrate extensive experience in the management of a substantial staff complement and budget.
- Candidates will, in addition, be required to demonstrate a practical understanding of the constitutional, legislative and policy frameworks governing the local sphere of government and the responsibilities of a senior manager in terms of the Municipal Systems Act (No. 32 of 2000) and Municipal Finance Management Act (No. 56 of 2003).
The incumbent will inter alia be responsible for the following core functions:
- Ensuring compliance by the Municipality with the constitutional, legislative and policy framework of local government.
- Developing, where necessary, and implementing appropriate operational systems and controls to enhance good cooperative governance and financial management.
- Developing, implementing and maintaining risk and contract management systems and procedures within the organisation.
- Providing legal services to the Municipality as a whole.
- Providing administrative support to the Executive Mayor in respect of IDP development and review.
- Maintaining and enhancing the performance management system and its administration within the organisation.
- Providing strategic support to the organisation on matters of policy development and transformation.
- Procuring goods, as well as professional and other services, as may be required from time to time, in terms of the regulatory framework of the Supply Chain Management Policy.
- Establishing and maintaining a comprehensive set of management and financial systems and controls within the Directorate and maintaining regular reporting standards in terms of the requirements of the MFMA and municipal accounting standards.
- Managing the human resources of the Directorate, in a highly unionised environment, to contribute to labour peace and minimise disputes.
Type of knowledge required:
- Advanced knowledge and understanding of relevant policy and legislation.
- Advanced understanding of institutional governance systems and performance management.
- Advanced understanding of council operations and delegation of powers and good governance.
- Audit risk management establishment and functionality and budget finance management.

Qualification and experience required:
- Diploma in Nursing Science recognised by the South Africa Nursing Council (SANC) as a registered Nurse.
- B, Cur Degree in Nursing Science recognised by the South African Nursing Council (SANC) as a registered Nurse, with one or more of the following qualifications: Primary Health Care, Community Health, Occupational Health and Administration preferred as well as certificate for SANS160001:2013 Wellness and Disease Management System (includes HIV/AIDS).
- Computer literacy.
- Five years’ relevant work experience.

- Management, report-writing, communication as well as supervisory skills.

Job purpose:
Initiating, organising and implementing Wellness program to improve the well-being of employees by helping them to make healthy lifestyle choices to reach their full potential, to limit the burdens of disease, increase productivity and morale and to reduce the absenteeism rate in Nelson Mandela Bay Municipality.
