HUMAN SETTLEMENTS DIRECTORATE
DEPUTY DIRECTOR: HOUSING
(HOUSING DELIVERY)
POSITION CODE: 250564
TASK Grade 16 (R784 380 – R1 090 488 per annum)
(Basic salary only, excluding benefits)
 
Requirements: 
  • Relevant tertiary qualification. (Preferably degree in Urban and Regional Planning or equivalent, or Advanced Diploma in Construction Management or equivalent, or Advanced Diploma in Quantity Surveying).
  • Five to seven years’ experience.
  • Valid Code B driver’s licence.
 
Competencies:
  • Extensive knowledge of the Municipal Finance Management Act (MFMA), Municipal Systems Act, relevant Financial Management Policies of Council, and other related legislation, circulars relating to area of responsibility.
  • The incumbent must have the ability to meet predetermined deadlines in respect of monitoring and implementing corrective measures to rectify deviations/acts contrary to financial regulations, audit requirements and departmental procedure.
  • Ability to direct and control the Key Performance Indicator’s and outcomes of personnel within the Division.
  • Excellent report-writing and time management skills.
  • Excellent interpersonal and problem-solving skills.
  • Proficient oral and written communication skills in English.
  • Ability to work under pressure and meet critical/conflicting deadlines.
  • Must have budgetary control experience.
  • Must have managerial skills.
  • Must be computer literate in MS Office applications.
 
Job purpose:
Managing the key performance areas and result indicators associated with the Metro fulfilling its legal, legislative, constitutional and housing policy mandate, through its human, financial and physical resource constraints by translating both the National Housing vision and institutional one into practical, implemental and achievable housing programmes, and allowing convenient access to municipal services (e.g. access to adequate housing, economic opportunities, health, education, social amenities, quality and clean water, electricity, sanitation, road infrastructure, refuse, etc.).
As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.
Fringe benefits will include membership of a Retirement Fund, Medical Aid Scheme, Group Life Assurance Scheme, participation in a Housing Subsidy and Car Schemes (subject to the conditions of the various Schemes), and normal leave and sick leave benefits.

CORPORATE SERVICES DIRECTORATE
ADMIN ASSISTANT
(EXECUTIVE DIRECTOR’S OFFICE)

TASK Grade 9 (R342 348 – R475 956 per annum)

Qualifications and experience required:
  • Relevant tertiary qualification.
  • A valid Code EB driver’s licence.
  • One to two years’ relevant experience.
 
Key attributes and competencies:
  • Must have proficient (oral and written) communication skills in English.
  • Must pay good attention to detail.
  • Must have knowledge in procurement procedures and policies in Municipal environment.
  • Computer literacy (MS Office and Word).
  • Required analytical, coordination and administrative skills.
 
Job purpose:
Performing administrative and general office support functions associated with the organisation of preparatory requirements related to tenders, submission of information to support the evaluation and adjudication of tenders, and attending to the updating and maintenance of records and registers, completion and submission of procedural documentation for processing, and provision of secretarial/reception services.
