PUBLIC HEALTH DIRECTORATE
PLANNER: WASTE MANAGEMENT
(WASTE MANAGEMENT)
POSITION CODE: 250712
TASK Grade 12 (R520 584 – R723 780 per annum)
(Basic salary only, excluding benefits)
 
Qualifications and experience required:
  • National Diploma in Production Management or Administration with Work-Study as a component.
  • National Diploma in Environmental Health with Waste Management as a component will be an added advantage.
  • Computer literacy – Office applications.
  • A valid Code B driver’s licence.
  • Three to four years’ experience in Waste Management planning.
 
Key attributes and competencies:
  • Good communication and excellent report-writing skills.
  • Good monitoring and evaluation skills.
  • Knowledge of work study.
 
Job purpose:
Performing specific tasks/activities associated with the provision of an efficient and cost-effective waste management service through systematic planning of projects, investigating systems improvements, assembling statistics, conducting work study projects and performing general administrative duties.
As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.

CHIEF CLERK (THREE POSITIONS)
(PROPERTY AND PLANNING)
POSITION CODE: 250708
TASK Grade 8 (R342 132 – R450 612 per annum)

Qualifications and experience required:
  • Grade 12 qualification.
  • Computer literacy in MS Office applications.
  • Five to eight years’ relevant experience.
  • Supervisory experience.
  • A valid Code B driver’s licence.
 
Key attributes and competencies:
  • Proficient oral and written communication skills in English and at least one other official local language.
  • Good interpersonal and administrative skills.
  • Good report-writing skills.
 
The incumbent will be responsible for:
  • Conducting investigations to identify ownership and size of land required.
  • Preparing letters, and using standardised formats, to acknowledge receipt or provide information on the status of applications.
  • Verifying and monitoring advertisements in press, letters to abutting property owners and/or written notifications pertaining to applications received.
  • Liaising and negotiating with landowners for land required for Municipal purposes in terms of the Expropriation Act.
  • Preparing lease agreements, sales agreements, acquisition agreements, and encroachments in compliance with applicable legal legislation, and consulting/instructing attorneys on transfer of land.
  • Preparing/drafting items for standard committees.
  • Monitoring progress and activities of subordinates in respect of attendance, controlling staff leave.
  • Providing guidelines/guidance to personnel on the application of procedures and assessing training needs.
 
Job purpose:
Performing administrative tasks associated with administration of property i.e. rezoning, sub-divisions, special consents, sales, leases, acquisitions, expropriations and encroachments, generating reports detailing the status of the functionality, attending to and/or forwarding disputes, queries/complaints to specific departments for attention and resolution and communicating the outcome, and ensuring efficient utilisation and development of Council Land in compliance with the Land Use Planning Ordinance and Town Planning Schemes.
