CORPORATE SERVICES DIRECTORATE
EXECUTIVE DIRECTOR: CORPORATE SERVICES
LOCATION: WITHIN THE AREA OF JURISDICTION OF THE NELSON MANDELA BAY METRO
POSITION CODE/REFERENCE NUMBER: 250714
ANNUAL TOTAL REMUNERATION PACKAGE PER ANNUM:
Minimum: R1 644 307; Midpoint: R2 017 553; Maximum: R2 390 802
(ALL INCLUSIVE)
The remuneration package offered will be commensurate with the level of qualifications, skills, competencies and experience required from the incumbent.
In terms of the policy and legislative framework of the Nelson Mandela Bay Municipality, this position reports directly to the City Manager, and the successful candidate will form part of the management team of the Municipal Administration as a whole.
 
Job purpose:
The Executive Director: Corporate Services is responsible for providing strategic direction and executive leadership in providing integrated human capital management to optimise organisational or municipal capability. As a member of the top administrative and executive team advise and support the City Manager in defining and setting a municipal culture of service delivery, effectiveness and efficiency in a professionalised environment.
 
Higher education qualification:
  • A Post-Graduate Degree in Public Administration/Management Science/Social Science/Human Resources/Law or equivalent.
  • A minimum of seven (7) to eight (8) years relevant experience at senior and middle management level of which two (2) years must be at senior management level.
  • A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development (CPMD) or attaining within 18 months of appointment the required competency level for Senior Managers in terms of LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.
  • A valid Code EB driver’s licence.
  • Valid Professional Registration with the relevant Accredited Professional Body shall be an added advantage.
 
Key performance areas:
  • Provide strategic direction in the planning process of the Municipality in respect of the Integrated Development Plan (IDP), budget, good corporate governance and highest standards of ethical, moral and professional conduct.
  • Sound understanding of the policy directives, legislation and regulations governing the sectors and professional disciplines applicable to the function and abreast with new developments.
  • Direct and lead the development and implementation of long-, medium- and short-term strategies, policies and plans that enable the organisation to achieve its objectives.
  • Lead strategic human capital planning and forecasting to anticipate future service delivery demands and evaluate their implications for sustainable and efficient service provision.
  • Facilitate change in human behaviour, technology and its utilisation, systems and processes in the workplace to optimise functioning of the Municipality.
  • Facilitate the design and implementation of a talent-driven business strategy directed to attract, deploy, develop, retain and optimise talent.
  • Establish and maintain a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the law.
 
Proof of academic qualifications:
  • All applications must be accompanied by certified copies of academic qualifications.

  • As part of the selection process, shortlisted candidates will be subjected to vetting, security clearance and verification of their qualification. The recommended candidate/s will undergo competency assessments.

The Planning and Development Directorate is responsible for implementing the Council’s policies through consultation with communities and the planning and implementation of sustainable human settlements, spatial planning, urban design, planning and building development, local economic development and property management within the area of jurisdiction of the Municipality. It further acts as an agent of Provincial and National Government on assigned functions in terms of Section 104 of the Constitution.
 
Higher education qualification:
  • A Post-Graduate Degree in Building Sciences/Architect/Town and Regional Planning or Development Studies; or equivalent.
  • A minimum of seven (7) to eight (8) years relevant experience at senior and middle management level of which two (2) years must be at senior management level.
  • A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development (CPMD) or attaining within 18 months of appointment the required competency level for Senior Managers in terms of LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.

  • Valid Professional Registration with the Accredited Professional Body such as SACAP shall be an added advantage.

  • Conceptualisation of a brief into spatial ideas that encompass the various aspects of context, scale, climate, budget, social, political and economic factors with the intent of facilitating development and sustainable human settlement.
  • Explore and implement new ways of delivering services that contribute to the improvement of municipal processes in order to achieve municipal goals. The ability to create a clear sense of common purpose and vision for others with a view to obtain buy-in and commitment to the goals.
  • Drives equitable service delivery taking into account how political and service issues, program, policies and decisions impact public interest and concerns.
  • Establish and maintain a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the law.
