SENIOR MANAGER: TREASURY AND BUDGETS
Type & Grade: Grade: 13, Permanent
Vacancy No: 7 of 2021/22 
Department & Unit: Finance
 
POSITION OVERVIEW:
The position will report directly into the Chief Financial Officer. Duties include managing the financial budget cycle and all reporting activities of the center and provide support and training to the various internal stakeholders.

RESPONSIBILITIES:
Key Performance Areas:
• Accounting management and reporting
• Facilitate organizational budget preparation process
• Prepare budget predictions and forecasts (both administration budget and student funding budget)
• Managing the budget and reporting function
• Analyse performance against budgeting and investigate significant variances.
• Ensure compliance with relevant legislation i.e.: PFMA, Treasury regulations, PPPFA, FICA
• Ensure timely, accurate and meaningful monthly GL reconciliations
• Effectively and efficiently manage the accounts administration and debtors’ functions
• Prepare monthly management accounts
• Prepare monthly and quarterly financial statements
• Prepare annual financial statements and audit schedules and resolving audit queries
• Prepare monthly cashflow forecasts and projections
• Ensure implementation of internal control processes and procedures
• Ensure risk management for the unit and effecting risk mitigation processes
​• Manage expenditure budgets within accepted budgetary framework
• Compile, review and submit reports on financial performance to the Chief Financial Officer for the Executive Officer and Audit Committee
• Recommend, implement and manage new policies and procedures
• Ensure effective and efficient financial management
• Manage the unit’s human resources including supervision and training of team members
• Provide support to the CFO and the General Manager: Finance and Administration in their execution of functions in terms of the Public Finance Management Act, 1999 and Treasury Regulations
• Statutory reporting to National Treasury
• Prepare the Estimate of National Expenditure and the Medium-Term Expenditure Framework
Reports • Develop and implement budget and reporting policies and procedures
• Implement and monitor annual budget process in line with PFMA and Treasury Regulations Guidelines
• Manage the budget and reporting function included but not limited to:
  • Budgeting
  • Forecasting
  • Modelling
  • Statistical Analysis
  • Variance Analysis
• Ensure budget are aligned with strategic plan
• Analyse performance against budget and investigate significance variances
• Monitor and ensure compliance with applicable regulatory framework
• Manage and oversee the preparation of monthly management reports
• Prepare the Financial Overview monthly and quarterly reports (as per funders)
• Prepare the Investment statement
• Design, implement and monitor the investment strategy
• Prepare investment performance quarterly reports for the Finance Committee
• Prepare the cash reports and cash flow statement
• People Management:
  • Manage staff, delegate tasks and review outputs for quality assurance
  • Coach and provide feedback to staff on all relevant issues
 
 
DESIRED SKILLS AND EXPERIENCE
Minimum requirements:
• BCom Honours or CIMA,
• CA (SA) will be an advantage
• 5 years’ Management experience.
• Knowledge of all applicable financial legislation and regulations, including International Accounting Standards (IAS), South African Statements of Generally Accepted Practices (GAAP), and Standard of Generally Recognised Accounting Practice (GRAP).
• Knowledge of PMFA, Treasury Regulations.
• Knowledge of the South African Reserve Bank rules and the National Credit Regulator (i.e. NCA)
• Knowledge and understanding of the reporting and budgeting function
• Strong financial management, reporting and reconciliation skills
• Strong advanced excel and financial modelling skills

• Public Sector experience will be an advantage (both financial management and audit experience)
• Experience in being part of a senior management team of an organisation within the public sector
• Understanding and experience of the higher and further education and training sector in South Africa.
